Returning Foreign Fighters forum calls for combating violent extremism

منتدى “عودة المقاتلين الأجانب” يوصي بمكافحة التطرف العنيف

DOHA: Participants in the ‘Returning Foreign Fighters’ forum recommended the need to combat violent extremism and to help communities deal with the challenges of terrorism and the return of fighters.

They also stressed the need for concerted efforts by all concerned parties, including civil society organizations, to combat violent extremism in line with Security Council resolutions, the rule of law and human rights, stressing the need to develop programs to deal with returnees from the battlefields, and to prevent them from joining war and conflict zones again, and provide an environment conducive to their rehabilitation, education and integration into society, and to find suitable jobs for them and for future generations.

Participants in the forum, which started on Tuesday, expressed their thanks to the State of Qatar for hosting the Forum, and thanked the organizers for the good organization and preparation of the Forum, which led to its success.

The forum addressed a number of topics and themes, and witnessed lively discussions on the return of foreign fighters and the challenges of terrorism and extremism, the need to respect international law and human rights and provide employment opportunities for young people so as not to fall victim to terrorist crimes.

The forum also focused on the challenges of dealing with children and women, especially those who came from marginalized areas to join terrorist groups.

A number of participants, including Greek Minister of National Defense Panos Kammenos, talked about the challenge facing his country because of the influx of migrants across the border and how it treats them with respect within legal considerations. He also called for the fight against terrorism, which is also a global challenge in a legal framework.

For his part Executive Director of Programs at Silatech Foundation Faisal Mohamed Al Emadi, presented the organization’s definition, methodology, projects, such as the departments of studies, research, entrepreneurship and employment, and their efforts to help youth and provide jobs for them wherever they are in Arab countries, stressing that now they are working in 16 Arab countries including Turkey, where they are assisting Syrian refugees there, and he predicted that the scope of its work will include more countries next year.

Al Emadi said that the Foundation has 300 partnerships with private and government entities, and now has one million jobs, and seeks to reach 3 million jobs by the end of 2022.

أوصى المشاركون في أعمال منتدى “عودة المقاتلين الأجانب” بضرورة مكافحة التطرف العنيف، ومساعدة المجتمعات في التعامل مع تحديات الإرهاب وعودة المقاتلين من الحروب. كما شددوا، في ختام أعمال المنتدى مساء امس، على ضرورة تضافر جهود جميع المعنيين، بما في ذلك منظمات المجتمع المدني، لمكافحة التطرف العنيف، بما يتماشى مع قرارات مجلس الأمن وسيادة القانون وحقوق الإنسان. مؤكدين ضرورة وضع برامج للتعامل مع العائدين من ساحات القتال تحول دون التحاقهم بمناطق الحروب والنزاعات مرة أخرى، وتوفير البيئة المواتية لتأهيلهم وتعليمهم ودمجهم في المجتمع، وإيجاد فرص عمل مناسبة لهم وللأجيال القادمة.

وأعرب المشاركون في المنتدى، الذي انطلقت أعماله أمس الاول عن شكرهم لدولة قطر لاستضافة أعمال المنتدى، كما شكروا الجهات المنظمة على حسن التنظيم والإعداد الجيد للمنتدى ما أدى إلى نجاحه.

وقد تطرق المنتدى لجملة من الموضوعات والمحاور، وشهد مناقشات ومداخلات حيوية حول عودة المقاتلين الأجانب وتحديات الإرهاب والتطرف، والحاجة لاحترام القانون الدولي وحقوق الإنسان وتوفير فرص العمل للشباب حتى لا يقعوا ضحية لمخاطر الجرائم الإرهابية.

كما ركز على تحديات التعامل مع الأطفال والنساء، لا سيما من أتى منهم من مناطق مهمشة ليلتحق بالجماعات الإرهابية.

وقد تحدث في جلسات اليوم الثاني والأخير عدد من المشاركين، من بينهم سعادة السيد بانوس كامينوس وزير الدفاع الوطني اليوناني عن التحدي الذي تواجهه بلاده بسبب تدفق المهاجرين عليها عبر الحدود، وكيفية تعاملها معهم باحترام في إطار الاعتبارات القانونية.

كما دعا إلى محاربة الإرهاب الذي يمثل كذلك تحديا عالميا في إطار قانوني.

أما السيد فيصل محمد العمادي المدير التنفيذي للبرامج في مؤسسة “صلتك” فقدم تعريفا للمؤسسة، ومنهجية عملها ومشاريعها وأذرعها المتمثلة في إدارات الدراسات والبحوث وريادة المشاريع والتوظيف ومهام كل منها، وسعيها لمساعدة الشباب وتوفير فرص عمل لهم أينما وجدوا بالدول العربية. مشيرا إلى أنها تعمل الآن في 16 دولة عربية بالإضافة إلى تركيا، حيث تقوم بمساعدة اللاجئين السوريين هناك. وتوقع ان تمتد مساحة عملها لتشمل المزيد من الدول العام المقبل. وقال إن لدى المؤسسة 300 شراكة مع جهات خاصة وحكومية، ولديها الآن كذلك مليون فرصة عمل، وتسعى لأن تصل في نهاية عام 2022 إلى 3 ملايين فرصة عمل.

وأكد العمادي ضرورة تأهيل الشباب العائدين من القتال اجتماعيا ودينيا وذهنيا حتى ينخرطوا في المجتمعات، معتبرا ذلك جزءا من مهام المؤسسة.

وقد تابع المشاركون خلال المنتدى أفلاما وثائقية عن تنظيم “داعش” وحرب تحرير الموصل في العراق، وأحداث الحادي عشر من سبتمبر، وأجمعوا على حيوية وثراء المناقشات والقضايا والمحاور التي تم التطرق إليها خلال انعقاد المنتدى.
