Qatar affirms initiatives to provide quality education

Qatar has affirmed its keenness in education is not limited to the provision of this right to its citizens and residents, but also it adopted international and regional initiatives aimed at providing quality education for millions of children who have been deprived of this right due to poverty, armed conflict, insecurity, disasters and discrimination.

This came in a statement by the Permanent Representative of Qatar to the UN Office in Geneva, Ambassador H E Ali Khalfan Al Mansouri, on the sidelines of the 40th session of the Human Rights Council on the issue “Education in the 2030 agenda – No one left behind: children with disabilities, girls, forcibly displaced children and minorities”.

As part of Qatar’s keenness in education, he referred to the Protect Education in Insecurity and Conflict (PEIC) Programme, which is a founding member of the Global Coalition to Protect Education from Attack (GCPEA), and the Educate A Child programme, which succeeded as an unprecedented initiative to enrol 10 million children in school through the implementation of more than 65 projects in 50 countries, in partnership with 82 global partners.

This year, he said, marks the 30th anniversary of the UN Convention on the Rights of the Child, which is the most widely ratified human rights treaty, and which states that the right to education is among the basic rights of the child, pointing out that this anniversary represents a valuable opportunity for all parties to exert further efforts to provide and protect this right.

He also stressed that access to quality education is an essential foundation for achieving sustainable development, and is the real gateway to the enjoyment of all other rights, underlying the importance of working together to implement the fourth goal of the sustainable development, namely ensuring the provision of quality, equitable and comprehensive education for all, as well as all other relevant goals.

The envoy said that the goal of education for all cannot be achieved without the full recognition and realisation of the right to education for all children without discrimination through concerted international and national efforts to overcome obstacles and promote and support good practices which are one of the main goals of this high-level event.

أكدت دولة قطر أن اهتمامها بالتعليم لم يقتصر على توفير هذا الحق لمواطنيها والمقيمين على أرضها فحسب، بل تعدى ذلك لتبني مبادرات دولية وإقليمية، تهدف لتوفير التعليم الجيد لملايين الأطفال الذين حرموا بسبب الفقر والنزاعات المسلحة وانعدام الأمن والكوارث والتمييز من هذا الحق.

جاء ذلك في كلمة سعادة السفير علي خلفان المنصوري المندوب الدائم لدولة قطر لدى مكتب الأمم المتحدة في جنيف، في افتتاح الحدث الجانبي المنظم على هامش الدورة الأربعين لمجلس حقوق الإنسان حول موضوع: “التعليم في جدول أعمال 2030 – عدم ترك أحد خلف الركب: الأطفال المعاقون، والفتيات، والأطفال المشردون قسراً والأقليات”.

وأشار سعادته إلى أنه ضمن اهتمام دولة قطر بالتعليم، جاء برنامج “حماية التعليم في ظروف النزاع وانعدام الأمن” الذي يعد عضواً مؤسساً في التحالف العالمي لحماية التعليم من الهجمات، وبرنامج “علم طفلاً” الذي نجح كمبادرة غير مسبوقة في إلحاق 10 ملايين طفل بمقاعد الدراسة عن طريق تنفيذ أكثر من 65 مشروعا في 50 بلداً، بالشراكة مع 82 شريكاً عالمياً.

وقال ان هذا العام يصادف الذكرى الثلاثين للاتفاقية الأكثر مصادقة من قبل الدول الأعضاء في الأمم المتحدة، وهي اتفاقية حقوق الطفل والتي أوردت الحق في التعليم من ضمن الحقوق الأساسية للطفل، وتمثل هذه الذكرى فرصة قيمة لبذل الجهود من قبل جميع الأطراف لتوفير هذا الحق وحمايته.

وشدد سعادة السفير على أن الحصول على التعليم الجيد هو ركيزة أساسية لتحقيق التنمية المستدامة، وهو البوابة الفعلية للتمتع بجميع الحقوق الأخرى..مؤكدا أهمية العمل بشكل مشترك لتنفيذ الهدف الرابع من أهداف التنمية المستدامة، والمعني بضمان إتاحة التعليم الجيد والمنصف والشامل للجميع، وجميع الأهداف الأخرى ذات الصلة.

وخلص سعادة المندوب الدائم لدولة قطر إلى القول إن هدف التعليم للجميع لا يمكن أن يتحقق دون الاعتراف والإعمال الكامل لحق جميع الأطفال في التعليم دون تمييز، وذلك عبر تضافر الجهود الدولية والوطنية، لتذليل العقبات وتعزيز الممارسات الجيدة ودعمها والتي تعتبر أحد أهم الأهداف الرئيسية لهذا الحدث رفيع المستوى.
