Ashghal plans Al Wakra, Al Wukair STP project on PPP
“أشغال” تنظم لقاء للتعريف بعقد مشروع محطة معالجة الوكرة والوكير
Doha: The Public Works Authority (Ashghal) yesterday organised a roadshow to introduce Al Wakrah and Al Wukair Sewage Treatment Plant (STP) project, the first project of the authority to be implemented in Public-Private Partnership (PPP) contract.
The roadshow aimed at briefing the interested local and international companies, which have an experience in the field of infrastructure and drainage projects, about the details of the project and its components.
The project is part of Ashghal’s efforts to develop and implement sustainable drainage infrastructure throughout the country.
The event was attended by a number of officials and representatives from various private (both local and foreign) companies, who also had a question-answer session with Ashghal officials. The roadshow was organised under the directives of the Prime Minister and Interior Minister, H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani, who is also the Chairman of the Ministerial Group to Support the Private Sector.
The project includes a sewage pumping station, sludge treatment and management units as well as odour control units. The project also includes the construction of a treated water pumping station.
The project is scheduled to be completed within four years from the date of commencement. The private sector partner will operate and maintain the plant for 25 years, after which the maintenance and operation will be transferred to the Public Works Authority using the same high-tech and operational experience.
Dr. Saad bin Ahmad Al Muhannadi, President of Ashghal, said that implementing Al Wakrah and Al Wukair Sewage Treatment Plant project under PPP is the first of its kind with the authority.
“It is part of Ashghal’s efforts to contribute to engaging the private sector and increasing its investment in the implementation of the projects in the country, in a way that will ensure benefiting from the private sector’s experience in the field of project management and implementation, as well as knowledge-sharing,” he added.
The Manager of Drainage Networks Projects Department in Ashghal, Eng. Khalid Al Khayareen, said that the project would be developed through a Design, Build, Finance, Operate, Maintain and Transfer PPP. “It includes the development and implementation of a new sewage treatment plant in Al Wakra and Al Wukair areas, which will work at an initial capacity of around 150,000 cubic metres per day to treat wastewater as per international standards and using the tertiary treatment technology, with an infrastructure that can accommodate the expansion of the plant’s capacity to up to 600,000 cubic metres per day.”
The implementation of the project through PPP is considered a continuation of the country’s efforts to increase the participation of the local and international private sector in the implementation of development projects, while ensuring the transfer of expertise and enhancement of service levels provided in various fields.

نظمت هيئة الأشغال العامة “أشغال” لقاءً للتعريف بمشروع محطة معالجة مياه الصرف الصحي في منطقتي الوكرة والوكير والذي سيتم تنفيذه من خلال عقد شراكة بين القطاعين العام والخاص Public-Private Partnership (PPP)، وذلك في إطار جهود “أشغال” لتطوير وتنفيذ بنية تحتية مستدامة للصرف الصحي في جميع أنحاء الدولة. وذلك بتوجيهات معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء ووزير الداخلية، رئيس المجموعة الوزارية لدعم وتحفيز القطاع الخاص.
حضر اللقاء سعادة الدكتور المهندس سعد بن أحمد المهندي، رئيس هيئة الأشغال العامة، والمهندس خالد الخيارين، مدير إدارة مشاريع شبكات الصرف، وكذلك أعضاء اللجنة الفنية لتحفيز ومشاركة القطاع الخاص في مشروعات التنمية الاقتصادية والتي تضم ممثلين عن مختلف الوزارات والهيئات والمؤسسات الحكومية بالدولة. كما حضر اللقاء مجموعة كبيرة من المطورين والمستثمرين والمقاولين والمشغّلين والمقرضين والاستشاريين الذين تمت دعوتهم من داخل وخارج دولة قطر.
وقد هدف اللقاء إلى تعريف الشركات المهتمة وذات الخبرة في مجال مشاريع تطوير البنية التحتية والصرف في السوق المحلي والدولي، بتفاصيل المشروع ومكوناته، وفوائد تنفيذ المشروع من خلال عقد الشراكة بين القطاعين العام والخاص (PPP)، وذلك لتحفيز وجذب أكبر عدد من المستثمرين كخطوة أولى في اختيار شريك المشروع من جانب القطاع الخاص.
وألقى سعادة الدكتور المهندس سعد بن أحمد المهندي، رئيس هيئة الأشغال العامة، كلمة افتتاحية أشار فيها إلى أن تنفيذ مشروع محطة معالجة مياه الصرف الصحي في الوكرة والوكير بنظام الشراكة بين القطاعين العام والخاص هو الأول من نوعه في الهيئة وفي إطار جهودها للمساهمة بإشراك القطاع الخاص وزيادة استثماراته في تنفيذ مشاريع الدولة ولاسيما مشاريع البنية التحتية، وذلك بما يضمن الاستفادة من خبرات القطاع الخاص في مجال إدارة وتنفيذ المشاريع، ونقل الخبرات بين القطاعين.
ومن جانبه قال المهندس خالد سيف الخيارين، مدير إدارة مشاريع شبكات الصرف في “أشغال” أن عقد الشراكة لتنفيذ المشروع يتضمن التصميم والبناء والتمويل والتشغيل والصيانة ونقل ملكية المشروع. وأوضح أن المشروع يشمل تطوير وتنفيذ محطة معالجة مياه صرف صحي جديدة في منطقتي الوكرة والوكير، والتي ستعمل بطاقة استيعابية أولية قدرها 150 ألف متر مكعب في اليوم لمعالجة مياه الصرف الصحي وفق أعلى المواصفات العالمية وبتقنية المعالجة الثلاثية، مع بنية تحتية تستوعب توسعة المحطة إلى طاقة استيعابية قدرها 600 ألف متر مكعب في اليوم.
يشمل المشروع أيضاً محطة ضخ لمياه الصرف الصحي، بالإضافة إلى وحدات إدارة ومعالجة الحمأة وكذلك وحدات التحكم في الروائح المنبعثة من عمليات المعالجة. كما وتشمل أعمال المشروع إنشاء محطة ضخ المياه المعالجة لإعادة استخدامها.
هذا ومن المقرر اكتمال المشروع خلال أربع سنوات من بدء العمل على تنفيذه، على أن يقوم الشريك المعني بالتنفيذ من جانب القطاع الخاص بتشغيل وصيانة المحطة لمدة 25 سنة، ومن ثم تنتقل إدارة الصيانة والتشغيل لهيئة الأشغال العامة باستخدام ذات التقنيات والخبرات العالية في التشغيل والصيانة.
ويعد تنفيذ مشروع محطة المعالجة في الوكرة والوكير بنظام الشراكة بين القطاعين العام والخاص استكمالاً لجهود الدولة في زيادة مشاركة القطاع الخاص المحلي والعالمي في تنفيذ المشاريع التنموية التي يتم طرحها ، وذلك بما يضمن نقل الخبرات وتعزيز مستوى الخدمات المقدمة في شتى المجالات.
