Cabinet approves draft law on concession granted to Woqod

The Cabinet’s regular meeting, chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, on Wednesday approved a draft law on the concession granted to Qatar Fuel Company (Woqod) for selling, marketing, transporting and distributing gas and petroleum products.

It decided to refer the draft law to the Advisory Council.

Following the meeting, which was held at the Amiri Diwan, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs, Dr Issa Saad al-Jafali al-Nuaimi stated that the under the provisions of the draft law, the company’s concession will be extended for a period of five years starting from 18/6/2018.

The Cabinet also approved the following:

1- A draft Amiri decision amending some provisions of Amiri decision No 16 of 2014 designating the functions of ministries.

2- A draft Amiri decision on the organisational structure of the Ministry of Finance.

3- A draft Amiri decision on the organisational structure of the Ministry of Municipality and Environment

4- A draft Amiri decision on the organisational structure of the Ministry of Commerce and Industry.

5- A draft Amiri decision on the organisational structure of the Ministry of Administrative Development, Labour and Social Affairs.

The Cabinet also approved a draft decision amending the organisation of some administrative units that comprise the General Secretariat of the Cabinet and defining their competencies, and a draft decision of the Minister of State for Cabinet Affairs amending some provisions of the Deputy Prime Minister and Minister of State for Cabinet Affairs’ decision No 11 of 2015 to establish units at the administrative departments comprising the General Secretariat of the Cabinet and defining their competencies.

The Cabinet also approved a draft decision of the Minister of Municipality and Environment on the establishment, organisation and leasing of lands in the Al-Afja area for recycling industries.

The draft decision aims to encourage the private sector to invest in the recycling industry and speed up granting lands to investors.

It also approved a draft decision of the Minister of Municipality and Environment on the conditions and regulations for the allocation of manors’ complexes.

The draft decision includes general and technical conditions, biosecurity requirements, obligations of the licence holder and the prohibited acts as well as revocation of the licence.

The Cabinet meanwhile took the necessary measures to ratify the following:

1. An agreement on the cancellation of visa requirements for holders of diplomatic and private passports between the governments of Qatar and Ghana.

2.An agreement between the governments of Qatar and Ghana on the regulation of the employment of labour from Ghana in Qatar.

3.An agreement between the governments of Qatar and Ghana on the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.

The Cabinet then reviewed the memorandum of HE the Deputy Prime Minister and Minister of Foreign Affairs on Qatar’s third periodic report on the mechanism for the universal periodic review and took the appropriate decision thereon.

ترأس معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء، الاجتماع العادي الذي عقده المجلس صباح أمس بمقره في الديوان الأميري. وعقب الاجتماع أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء، بما يلي:

نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- الموافقة على مشروع قانون بشأن الامتياز الممنوح لشركة قطر للوقود «وقود» لتسويق وبيع ونقل وتوزيع الغاز والمنتجات البترولية، وعلى إحالته إلى مجلس الشورى.

وبموجب أحكام المشروع يمد امتياز الشركة لمدة خمس سنوات تبدأ من 18 / 6 / 2018.

ثانياً – الموافقة على:

1 – مشروع قرار أميري بتعديل بعض أحكام القرار الأميري رقم (16) لسنة 2014 بتعيين اختصاصات الوزارات.

2 – مشروع قرار أميري بالهيكل التنظيمي لوزارة المالية.

3 – مشروع قرار أميري بالهيكل التنظيمي لوزارة البلدية والبيئة.

4 – مشروع قرار أميري بالهيكل التنظيمي لوزارة التجارة والصناعة.

5 – مشروع قرار أميري بالهيكل التنظيمي لوزارة التنمية الإدارية والعمل والشؤون الاجتماعية.

ثالثاً – الموافقة على:

1 – مشروع قرار مجلس الوزراء بتعديل تنظيم بعض الوحدات الإدارية التي تتألف منها الأمانة العامة لمجلس الوزراء وتعيين اختصاصاتها.

2 – مشروع قرار وزير الدولة لشؤون مجلس الوزراء بتعديل بعض أحكام قرار نائب رئيس مجلس الوزراء ووزير الدولة لشؤون مجلس الوزراء رقم (11) لسنة 2015 بإنشاء أقسام في الوحدات الإدارية التي تتألف منها الأمانة العامة لمجلس الوزراء وتعيين اختصاصها.

رابعاً – الموافقة على:

1 – مشروع قرار وزير البلدية والبيئة بشأن إنشاء وتنظيم وتأجير أراضي منطقة العفجة للصناعات التدويرية.

ويهدف مشروع القرار إلى تشجيع القطاع الخاص على الاستثمار في صناعة تدوير المخلفات بأنواعها، وسرعة منح المواقع للمستثمرين.

2 – مشروع قرار وزير البلدية والبيئة بشأن شروط وضوابط تخصيص عزب المجمعات.

ويتضمن مشروع القرار الشروط العامة والفنية، واشتراطات الأمن الحيوي، والتزامات صاحب الترخيص والأعمال المحظورة عليه وحالات إلغاء الترخيص.

خامساً – اتخاذ الإجراءات اللازمة للتصديق على:

1 – اتفاقية حول إلغاء متطلبات التأشيرة لحاملي جوازات السفر الدبلوماسية والخاصة بين حكومة دولة قطر وحكومة جمهورية غانا.

2 – اتفاقية بين حكومة دولة قطر وحكومة جمهورية غانا بشأن تنظيم استخدام العمال من جمهورية غانا في دولة قطر.

3 – اتفاقية بين حكومة دولة قطر وحكومة جمهورية غانا بشأن تجنب الازدواج الضريبي ومنع التهرب المالي فيما يتعلق بالضرائب على الدخل.

سادساً – استعرض مجلس الوزراء مذكرة سعادة نائب رئيس مجلس الوزراء ووزير الخارجية بشأن تقرير دولة قطر الدوري الثالث لآلية الاستعراض الدوري الشامل، واتخذ بشأنها القرار المناسب.
