QFCA and R3 Sign Agreement Supporting Qatar Fintech Industry

Doha: The Qatar Financial Centre Authority (QFCA), the legal and tax arm of the Qatar Financial Centre (QFC), a leading onshore financial and business centre in the region, has signed a Memorandum of Understanding (MoU) with R3, a global leading provider of enterprise distributed ledger technology (DLT) and services, to accelerate the development of Qatars financial technology industry and collaborate on initiatives to promote common interests.

According to a statement issued by QFC today, under the agreement, the QFC and R3 will work together to create a potential lab environment that caters to commercial banks and fintechs in Qatar. The partnership also aims to promote education and training on asset digitization and the use of (DLT).

The two organizations will also create working groups to observe new and emerging regulatory paradigms and support the QFC’s deployment of DLT at national level.

Speaking about the partnership, the Chief Executive Officer of QFC Yousuf Mohamed Al Jaida said: “We are pleased to partner with R3, a renowned financial technology company, to explore opportunities that will contribute to the growth and success of the financial technology industry in Qatar. Through this collaboration, we aim to foster innovation and create an environment that supports the growth of fintech companies in Qatar.” Commenting on the MoU, the Chief Executive Officer and Co-Founder of R3 David Rutter said: “We are delighted to work with the QFC in helping to enhance Qatars rapidly growing fintech industry and promote exciting initiatives around asset digitalization and DLT. The QFC is already making great progress in expanding the development of fintech in Qatar, and this collaboration will further help create an environment conducive to innovation. We look forward to using our experience and expertise to assist the QFC in supporting the growth of Qatar-based fintech companies.” Qatar’s financial technology industry has grown rapidly over the past few years, driven by extensive digital transformation, government support for fintech innovation and a rising interest in digital banking and Islamic fintech.

وأفاد بيان صادر لمركز قطر للمال اليوم، بأنه وبموجب هذه الاتفاقية، سيعمل الطرفان معا على بناء بيئة بحثية واختبارية محتملة، تخدم البنوك التجارية وشركات التكنولوجيا المالية في قطر، مشيرا إلى أن هذه الشراكة ستساهم في تعزيز منهجية التعليم والتدريب في مجال رقمنة الأصول واستخدام تقنية السجلات الموزعة (DLT).

كما سيقوم الطرفان بموجب الاتفاقية، بإنشاء مجموعات عمل لمراقبة النماذج التنظيمية الجديدة والناشئة ودعم جهود مركز قطر للمال الرامية إلى توظيف تقنية السجلات الموزعة (DLT) وتعزيز استخدامها على المستوى الوطني.

وقال السيد يوسف محمد الجيدة، الرئيس التنفيذي لمركز قطر للمال تعليقا على هذه الشراكة، “يسرنا أن نتعاون مع شركة تكنولوجية مالية مرموقة مثل R3، حيث سنعمل معا على استكشاف الفرص التي تساهم في نمو صناعة التكنولوجيا المالية في قطر وتوسعها”، لافتا إلى أن هذا التعاون يهدف إلى تعزيز الابتكار وتوفير بيئة داعمة لنمو شركات التكنولوجيا المالية في قطر.

وفي السياق ذاته قال ديفيد راتر الرئيس التنفيذي والشريك المؤسس في شركة R3، سعداء بالعمل مع مركز قطر للمال لدعم النمو السريع لصناعة التكنولوجيا المالية في قطر وتنفيذ مبادرات متميزة في مجال رقمنة الأصول وتقنية السجلات الموزعة (DLT)، منوها إلى أن مركز قطر للمال قطع شوطا كبيرا في دعم تطور صناعة التكنولوجيا المالية في قطر وتقدمها، وسيساهم هذا التعاون في خلق بيئة مواتية وداعمة للابتكار، مضيفا “سنقوم بتسخير خبراتنا وتجاربنا الواسعة لمساعدة مركز قطر للمال في تحقيق جهوده في هذا المجال”.

يشار إلى أن صناعة التكنولوجيا المالية بدولة قطر حققت تقدما سريعا خلال السنوات القليلة الماضية، مدفوعة بعملية التحول الرقمي الشامل والدعم الحكومي لابتكارات التكنولوجيا المالية، فضلا عن الاهتمام المتزايد بالخدمات المصرفية الرقمية والتكنولوجيا المالية الإسلامية.
