Arab League demands international probe into Gaza border crimes by Israeli forces
Cairo: The Arab League called yesterday for an international probe into alleged crimes by Israeli forces against Palestinians following mass protests on the Gaza border that saw dozens of demonstrators killed.
Tens of thousands have protested along Gaza’s border with Israel since March 30 calling for Palestinian refugees to be able to return to their homes now inside Israel.
The largest demonstrations coincided with the move of the US embassy in Israel from Tel Aviv to Jerusalem on Monday, which saw Israeli forces kill some 60 Palestinians.
Turkish President Recep Tayyip Erdogan will today host an emergency summit in Istanbul of the world’s main pan-Islamic body, the Organisation of Islamic Cooperation (OIC), which he said would send a “strong message to the world”.
Foreign ministers at an extraordinary meeting of the Arab League in Cairo called on the United Nations to form an international committee to investigate the killings.
They adopted a resolution calling for “a clear mechanism to hold Israeli officials accountable and bring them to trial over this crime”.
Erdogan, who also announced plans for a pro-Palestinian rally today, has exchanged barbs with Israeli Prime Minister Benjamin Netanyahu, calling Israel an “apartheid state” and ordering the country’s ambassador to Turkey to leave.
Weeks of protests and clashes along the border may be reaching an end as Ramadan begins, but the death toll has led to international condemnations of Israel and calls for an independent investigation.
“We are facing a state of blatant aggression against international law and legitimacy which was embodied by the US embassy’s transfer in the occupying state to Jerusalem,” said Abul Gheit. Israel has rejected those demands, saying its actions are necessary to stop mass infiltrations from the blockaded Palestinian enclave run by Islamist movement Hamas.
The protests, which have seen unsuccessful attempts to break through the fence, have dwindled since Monday, and the start of the Islamic holy month of Ramadan on Thursday may further dampen interest.
Friday — the day protests usually peak — will be a key test of whether the current round of unrest will continue. The demonstrations were meant to end on May 15, but Hamas officials have said they want them to continue.
Israeli forces have killed 116 Palestinians since the protests began, with one Israeli soldier reported wounded.
Israel hit a Hamas base in an air raid Thursday, the military said, adding that gunfire from Gaza had targeted its soldiers and damaged a house. No one was reported hurt on either side.
Hamas on Thursday signalled it could resort to its weapons in response to this week’s violence, but many analysts see that as unlikely for now.
Hamas’s leader in the Gaza Strip, Yahya Sinwar, told Al Jazeera on Wednesday that the Egyptians “support the right of our people to struggle and the right of return, and stressed their keenness not to allow these marches to degenerate into an armed military confrontation.”
Israel has rejected criticism over Monday’s violence, with the United States strongly backing its ally and blaming Hamas for the deaths.
Calls for an independent probe into the deaths have come from many sides, including Britain, Germany, UN Secretary-General Antonio Guterres and the European Union. Israel accuses Hamas, with whom it has fought three wars since 2008, of seeking to use the demonstrations as cover for violence.
It says those approaching the fence have used explosive devices and firebombs, while soldiers have been shot at.
The military, referring to Monday’s deaths, said “it appears that at least 24” of those killed were militants, mainly from Hamas and Islamic Jihad.
Palestinians and rights groups say protesters are being shot despite posing no threat to Israeli soldiers on the other side of the heavily guarded fence.
طالب مجلس جامعة الدول العربية على مستوى وزراء الخارجية العرب، مجلس الأمن والجمعية العامة والأمين العام للأمم المتحدة ومجلس حقوق الإنسان والمفوض السامي لحقوق الإنسان، باتخاذ الإجراءات اللازمة لتشكيل لجنة دولية مستقلة من الخبراء للتحقيق في الجرائم والمجازر التي اقترفتها قوات الاحتلال الإسرائيلي ضد المتظاهرين العزل في قطاع غزة.
جاء ذلك في البيان الصادر عن المجلس، مساء اليوم، في ختام أعمال دورته غير العادية على مستوى وزراء الخارجية العرب، التي عقدت بمقر الأمانة العامة للجامعة العربية، لبحث سبل مواجهة قيام الولايات المتحدة الأمريكية بنقل سفارتها إلى مدينة القدس المحتلة وتطورات الأوضاع وإدانة الجرائم التي يقترفها الاحتلال الإسرائيلي في فلسطين.
وشاركت دولة قطر في أعمال الاجتماع بوفد يترأسه سعادة السيد سلطان بن سعد المريخي وزير الدولة للشؤون الخارجية.
وكلّف مجلس جامعة الدول العربية، الأمانة العامة للجامعة بإعداد خطة متكاملة تشمل الوسائل والطرق المناسبة التي يمكن استخدامها لمواجهة قرار الولايات المتحدة الأمريكية أو أي دولة أخرى تعترف بالقدس المحتلة عاصمة للكيان الإسرائيلي أو نقل سفارتها إليها، وتعميم هذه الخطة على الدول الأعضاء في غضون أسبوعين من تاريخ صدور هذا القرار لاعتمادها والعمل بمقتضاها.
كما دان الجرائم الإسرائيلية الممنهجة ضد الفلسطينيين والتي ترقى إلى جرائم حرب وجرائم ضد الإنسانية بموجب القانون الدولي الإنساني والقانون الدولي لحقوق الإنسان، والاقتحامات المتكررة للمستوطنين للمسجد الأقصى المبارك.
واعتبر وزراء الخارجية العرب قيام الولايات المتحدة الأمريكية بنقل سفارتها إلى القدس في ذكرى نكبة الشعب الفلسطيني إمعانا في العدوان على حقوق الشعب الفلسطيني واستفزازا لمشاعر الأمة العربية والإسلامية والمسيحية، وزيادة في تأجيج الصراع وعدم الاستقرار في المنطقة والعالم، فضلا عما يمثله من تقويض للشرعية الأخلاقية والقانونية للنظام الدولي.
ودان المجلس إقدام غواتيمالا على نقل سفارتها إلى مدينة القدس المحتلة، وإعلان قلة من الدول نيتها نقل سفارتها إلى القدس لما في ذلك من خرق للقانون الدولي وقرارات الشرعية الدولية ذات الصلة.
وطالب المجتمع الدولي بما في ذلك مجلس الأمن بمتابعة تنفيذ قراراته المؤكدة على أن أي إجراءات تهدف إلى تغيير طابع مدينة القدس أو مركزها أو تركيبتها الديمغرافية ليس لها أي أثر قانوني وأنها لاغية وباطلة ويجب إلغاؤها، وبضرورة التزام الدول بالقرارات الأممية ذات الصلة، إضافة إلى دعوة المجتمع الدولي بالتدخل الفوري لضمان حماية دولية للمدنيين الفلسطينيين من جرائم قوات الاحتلال الإسرائيلي.
وقرر تقديم الدعم لجهود دولة الكويت، العضو العربي غير الدائم في مجلس الأمن، في متابعة تطورات القضية الفلسطينية والدفاع عن الحقوق المشروعة للشعب الفلسطيني والتي كان آخرها طلب عقد جلسة طارئة لمجلس الأمن لبحث الجرائم الإسرائيلية ضد المتظاهرين المدنيين الفلسطينيين في قطاع غزة.
وشدد على دعم قرارات القيادة الفلسطينية دفاعا عن حقوق الشعب الفلسطيني على مختلف الصعد بما فيها الانضمام إلى المعاهدات والمنظمات الدولية، وإحالة جرائم الكيان الإسرائيلي إلى المحاكم والآليات الدولية المناسبة بما يشمل ملف الاستيطان الاحتلالي الاسرائيلي.
كما دعا وزراء الخارجية العرب جميع الدول للامتناع عن إنشاء بعثات دبلوماسية في مدينة القدس عملا بقرار مجلس الأمن 478 لعام 1980، والذي أكد أيضا على أن مسألة القدس هي إحدى قضايا الحل النهائي التي يجب حلها عن طريق المفاوضات وفقا لقرارات مجلس الأمن ذات الصلة.
