Hamad International Airport implements electronic invoicing system

DOHA: Hamad International Airport (HIA) in cooperation with International Air Transport Association (IATA) has implemented the IATA Simplified Invoicing and Settlement (SIS) platform. It is an electronic invoicing system that streamlines the air transport industry’s billing and settlement activities by optimising and reducing the cost of back-office processes, unifying invoicing standards and reducing paper waste and ultimately fostering a simpler and more efficient environment for airlines and aviation business partners.

Since the implementation of the SIS platform, HIA has billed 46 invoices per month for 23 airlines as well as billed a total revenue of QR150m per year with a significant cost saving of 2 percent per year. HIA’s migration to the SIS platform sets to adhere to the latest invoice data standards for the aviation industry and will see a significant reduction of manual labour and paper-driven activities such as invoicing and dispute handling as well as delivering tangible financial benefits to the industry.

It will also eliminate unnecessary paperwork, mail charges and courier fees as well as mitigate the risks related to lost documents and internal paper handling as well as improve control over cash flows, as data is being directly linked to the payable systems of airlines.

With the SIS platform, HIA’s next step is to integrate full automation of the billing and settlement system through the IATA Clearing House (ICH) which will help in providing settlement services for the airport. The ICH enables the world’s airlines and industry suppliers to settle their passenger, cargo, non-transportation billings by applying the principles of off-set and netting. The ICH also offers protection in the event of a payment default and/or bankruptcy.

SIS is the aviation industry’s electronic invoicing service provided by IATA. Since its inception, more than 1500 airlines and air operators have joined the SIS network. Via the SIS platform, an operator can submit a single electronic billing file that then is converted into an invoice and a settlement file which will help to avoid record duplication and improve efficiency by integrating a unified e-invoicing standard (IS-XML). The platform also enables the participant to choose from options such as automated invoice validation and offers a variety of other beneficial functions.

بالتعاون مع الاتحاد الدولي للنقل الجوي، أدخل مطار حمد الدولي منصة «الإياتا» المبسطة للفواتير والسداد (SIS) في عملياته. والمنصة هي عبارة عن نظام فوترة إلكتروني يعمل على تبسيط أنشطة الفوترة والسداد لصناعة النقل الجوي، من خلال تخفيض نفقات المكاتب الخلفية وتحسينها، وتوحيد معايير الفوترة، وتقليص الهدر في الأوراق؛ مما يعزز في نهاية المطاف بيئة العمل لتصبح أكثر بساطة وأعلى كفاءة لشركات الطيران وشركاء العمل في القطاع.

ومنذ وضع المنصة حيّز التطبيق، أصدر مطار حمد الدولي 46 فاتورة شهرياً لحساب 23 شركة طيران، إضافة إلى إصدار فواتير بإيرادات إجمالية بقيمة 150 مليون ريال سنوياً، بنسبة توفير كبيرة في التكاليف بلغت 2% في العام. ويعكس انتقال المطار إلى منصة «SIS» الالتزام بأحدث معايير بيانات الفواتير الخاصة بقطاع الطيران، وسيشهد خفضاً كبيراً في العمل اليدوي والأنشطة المعتمدة على الورق، كالفوترة، والتعامل مع المنازعات، إضافة إلى تحقيق فوائد مالية ملموسة. كما أنه سيحد من الأعمال الورقية غير الضرورية، ورسوم البريد العادي والبريد السريع، إضافة إلى تخفيف المخاطر المتعلقة بفقدان المستندات ومعاملات الأوراق الداخلية، وكذلك تحسين التحكم في التدفقات النقدية، حيث تُربط البيانات مباشرة بأنظمة شركات الطيران مستحقة الدفع.

ومع منصة «SIS»، تتمثل الخطوة المقبلة للمطار في دمج الأتمتة الكاملة لنظام الفوترة والسداد من غرفة مقاصة الإياتا (ICH)، التي ستساعد في توفير خدمات السداد للمطار. وتمكّن غرفة المقاصة شركات الطيران العالمية ومزودي الخدمات من تسديد فواتير المسافرين والبضائع والفواتير غير المتعلقة بالنقل من خلال تطبيق مبادئ المقاصة والمعاوضة، كما توفر الحماية في حال التخلف عن السداد و/أو الإفلاس.

وبهذه المناسبة، قالت السيدة سوجاتا سوري، نائب رئيس الاستراتيجية والتطوير في مطار حمد الدولي: «يُعتبر دمج مطار حمد الدولي مع منصة (SIS) خطوة كبيرة نحو تحقيق أتمتة كاملة لفوترة جميع العمليات التجارية للمطار، وسيسرّع هذا بشكل كبير من الوقت الذي تستغرقه الفوترة والسداد، إضافة إلى عمليات إدارة المستندات. ويُعدّ استخدام المنصة جزءاً من التزام مطار حمد الثابت بالتميّز البيئي والممارسات التجارية المسؤولة».

الفوترة

وفي هذا الشأن أيضاً، قال السيد أليكس بوبفيتش، نائب الرئيس الأول لشؤون الخدمات المالية والتوزيع في الاتحاد الدولي للنقل الجوي (إياتا): «نهنئ مطار حمد الدولي على وضع منصة الفوترة والسداد المبسطة (SIS) حيّز التطبيق. وبهذا الاستخدام للمنصة، انضم المطار إلى شبكة تضم حوالي 2500 شركة طيران ومطار ومزوّد خدمة نقل اعتمدوا المنصة لكفاءتها وتوفيرها في التكاليف. وستدعم المنصة المطار أيضاً في تحقيق برنامجه البيئي الطموح، من خلال خفض أنشطة الفوترة والسداد التي تعتمد على الأوراق».

ومنصة «SIS» عبارة عن خدمة فوترة إلكترونية لقطاع الطيران مقدمة من قبل «الإياتا». ومنذ إنشائها، انضم ما يزيد على 1500 شركة طيران ومشغّل إلى شبكتها. ويمكن للمشغّل عبر هذه المنصة إرسال ملف فوترة إلكتروني واحد يُحولّ في ما بعد إلى ملف فاتورة وسداد؛ الأمر الذي من شأنه المساعدة في تجنب تكرار السجلات وتحسين الكفاءة من خلال دمج معيار الفوترة الإلكترونية الموحد (IS-XML). كما تمكّن المنصة المشاركين من الاختيار من بين مجموعة من الاختيارات، مثل التحقق التلقائي من صحة الفاتورة، كما أنها توفر مجموعة متنوعة من الوظائف المفيدة الأخرى.

حماية البيئة

ويلتزم المطار بشدة باستراتيجيته لحماية البيئة، بالإضافة إلى تقليل استهلاك الموارد الطبيعية، ويحرص على التحكم في الانبعاثات وإدارة النفايات. ويلتزم المطار -بالتعاون مع الخطوط الجوية القطرية، والشركة القطرية لخدمات الطيران، والشركة القطرية لتموين الطائرات، والشركة القطرية للأسواق الحرة، وفندق المطار- بخفض انبعاثات الغازات الدفيئة، وتحقيق كفاءة أكبر لها، للمساعدة في معالجة التغير المناخي، والحد من وإعادة استخدام وإعادة تدوير النفايات، وإدارة الضوضاء، والسيطرة على الانبعاثات في الهواء والماء للحد من تأثيرها على البيئة المحلية، وذلك في جميع الأماكن التي تعمل فيها هذه المؤسسات. كما يلتزم المطار بدعم الحفاظ على الطاقة والمياه والمواد واستهلاكها بكفاءة للمساعدة في حماية الموارد الطبيعية.
