Qatar to begin second phase of Gaza humanitarian project

DOHA: Under the directives of H H the Amir Sheikh Tamim bin Hamad Al Thani, the Qatari National Committee for the Reconstruction of Gaza will, after the Eid Al-Fitr holiday, embark on the second phase of the emergency humanitarian relief programme for the residents of the Gaza Strip after it had completed the $15m first phase project which began mid-February last year.

Chairman of the Qatari National Committee for the Reconstruction of Gaza, Ambassador Mohammed Al Emadi said that he will visit the Gaza Strip and the Palestinian territories after the Eid Al Fitr holiday to oversee the completion of the second phase of humanitarian relief projects for the residents of the Gaza Strip, announced in early May. It is scheduled that work will begin on a new phase of the project (decent housing) to renovate the homes of poor families at a cost of $3m, he said.

Over the past three years, he added, the committee spent nearly $3m for this project which renovated and constructed more than 400 apartments and houses in three phases.

Al Emadi pointed out that the State of Qatar provided another grant of QR50m in early May allocated to the humanitarian areas, the most important of which are health, education and housing sectors, in addition to food needs and others, especially in the holy month of Ramadan.

Chairman of the Qatari National Committee for the Reconstruction of Gaza pointed out that the committee concluded an important phase of relief programs and projects for the residents of the Gaza Strip at a value of $15m, with the end of the holy month of Ramadan. The committee carried out many projects, most notably the iftar project for one million people at a cost of about $2m that were implemented in the name of H H the Amir, he said, adding that the project included the distribution of food parcels to more than 40,000 poor families in Gaza, as well as the provision of iftar meals to thousands of poor families through daily tours of the homes of the poor carried out by the staff of the committee in cooperation with charitable and civil institutions.

During the holy month of Ramadan, he said, the committee implemented an iftar party for various Palestinian groups, including the families of the martyrs, the wounded and the prisoners, as well as for hundreds of athletes and people with special needs, dozens of persons with war-related injuries in Gaza and cancer patients, as well as iftar meals for the families of new converts and non-Arabic speaking foreign women.

Al Emadi pointed out that the humanitarian relief program included the implementation of a project to distribute cash aid to about 40,000 poor families at a value of $4m. He also pointed out that the committee responded to the appeal of the Ministry of Health in the Gaza Strip to provide the necessary fuel to operate the hospitals of the Ministry for at least two months, in coordination with the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), at a cost of $500,000, adding that the first of medicines and medical supplies at a cost of about $2.5m were delivered to hospitals, as urgent humanitarian relief in light of the acute shortage experienced by the ministry in Gaza of various medicines and supplies necessary to provide medical service.

Al Emadi said that he will oversee during his next visit to the Gaza Strip the completion of medicines and medical supplies to the Ministry of Health at a cost of up to $2m, as part of Qatar’s continued support for the collapsed health sector in Gaza.

In this regard, Al Emadi thanked H M King Mohammed VI of the Kingdom of Morocco and the Moroccan government for sending the field hospital donated by the Kingdom of Morocco to the Gaza Strip to contribute to alleviating the suffering of families in Gaza, calling on all countries to respond urgently to the suffering of the people of Gaza and try to recover the situation in the Strip.

During the visit, he said that he will also pay the university grant worth about $2.5 million that will be given to poor students who cannot pay tuition fees and graduation certificates, in accordance with the standards and rules that have been developed and agreed upon with the committee. During the previous visit, a $1 million grant benefited about 2,250 university students in Gaza, he pointed out.

Al Emadi announced the Eid clothing distribution project to more than 1,000 poor children and orphans in the governorates of the Gaza Strip was also completed, adding that sweets, toys and gifts were distributed on behalf of the State of Qatar to dozens of children suffering from cancer and others at the Dr Abdulaziz Al Rantisi Hospital and the main children’s hospital in Gaza on the occasion of Eid Al-Fitr in order to bring joy and pleasure and draw the smile on the faces of children under the difficult conditions they live in Gaza.

The directives of H H the Amir Sheikh Tamim bin Hamad Al-Thani to provide assistance to the people of Gaza came in response to the deteriorating humanitarian situation in the Gaza Strip and the UN appeals in this regard to address the difficult conditions facing the residents these days due to severe shortage of medicines and fuel for operating hospitals as well as shortage of other basic materials as a result of the blockade.

بتوجيهات من حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، اختتمت اللجنة القطرية لإعادة إعمار غزة برنامج الإغاثة الإنسانية العاجلة لسكان القطاع، والذي بدأ منتصف فبراير الماضي، حيث وجه سموه بتقديم مبلغ 33 مليون ريال، في استجابة كريمة كانت هي الأسرع للنداءات العاجلة لإنقاذ الأوضاع المتدهورة في غزة.

وسوف تشرع اللجنة القطرية لإعادة إعمار غزة بعد إجازة عيد الفطر في استكمال المرحلة الثانية من برنامج الإغاثة الإنسانية العاجلة لسكان القطاع، بعد أن أكملت المرحلة الأولى -التي بدأت منتصف فبراير الماضي- بقيمة 15 مليون دولار.

وكما قدّمت دولة قطر منحة أخرى بقيمة 50 مليون ريال مطلع مايو الماضي، خُصصت للمجالات الإنسانية وأهمها قطاعات الصحة والتعليم والإسكان، بالإضافة إلى الاحتياجات الغذائية وغيرها خاصة في شهر رمضان المبارك.

وأشار سعادة السفير محمد بن إسماعيل العمادي رئيس اللجنة القطرية لإعادة إعمار غزة إلى أن اللجنة قد أنهت مرحلة مهمة من سلسلة البرامج والمشاريع الإغاثية لسكان القطاع بقيمة 15 مليون دولار أميركي، وذلك مع انتهاء شهر رمضان المبارك.

وبيّن سعادته أن اللجنة نفذت خلال شهر رمضان المبارك عدداً من الإفطارات الجماعية لفئات متعددة، منهم أهالي وأسر الشهداء والجرحى والأسرى، وكذلك إفطار مئات الرياضيين وذوي الاحتياجات الخاصة، وعشرات الأطفال الذين أصيبوا من الحروب في غزة ومرضى السرطان منهم، بالإضافة لتنفيذ إفطار صائم لعائلات المهتدين الجدد والأجنبيات المسلمات الناطقات بغير العربية.

ولفت السفير العمادي إلى أن برنامج الإغاثة الإنسانية شمل تنفيذ مشروع توزيع المساعدات النقدية على ما يقارب 40 ألف أسرة فقيرة بتكلفة وصلت لـ 4 مليون دولار، تم تنفيذه على ثلاث مراحل، حيث تم صرف 100 دولار لكل عائلة كمساعدة طارئة تم تسليمها للمستفيدين عبر فروع بنك فلسطين.

وأوضح سعادته أن اللجنة استجابت لمناشدة وزارة الصحة الفلسطينية بتوفير الوقود اللازم لتشغيل مشافي الوزارة، حيث تم ذلك بالتنسيق مع وكالة الغوث الدولية بتكلفة نصف مليون دولار أميركي يكفي لمدة شهرين على الأقل، مشيراً إلى أنه تم أيضاً تزويد المستشفيات بالشحنة الأولى من الأدوية والمستهلكات الطبية بتكلفة وصلت إلى حوالي 2.5 مليون دولار، كإغاثة إنسانية عاجلة في ظل النقص الحاد الذي تعاني منه الوزارة بغزة من مختلف الأدوية والمستلزمات اللازمة لتقديم الخدمة الطبية.

وأعلن السفير العمادي عن انتهاء مشروع توزيع كسوة العيد على أكثر من 1000 طفل من الفقراء والأيتام في محافظات القطاع، وكذلك تم توزيع الحلويات والألعاب والهدايا باسم دولة قطر على عشرات الأطفال من مرضى السرطان وغيرهم في مستشفى الدكتور عبدالعزيز الرنتيسي التخصصي ومستشفى الأطفال الرئيسي بغزة، بمناسبة حلول عيد الفطر، وذلك لإدخال البهجة والسرور ورسم البسمة على وجوه الأطفال في ظل الظروف الصعبة التي يعيشونها في غزة.

وقال السفير العمادي إنه سيزور غزة والأراضي الفلسطينية بعد إجازة عيد الفطر، للإشراف على استكمال المرحلة الثانية من مشاريع الإغاثة الإنسانية لسكان القطاع، حيث من المقرر بدء العمل في مرحلة جديدة من مشروع «مسكن كريم» لترميم بيوت الأسر الفقيرة بتكلفة تصل لـ 3 مليون دولار أميركي.

وأوضح السفير العمادي أنه سيُشرف خلال زيارته المقبلة للقطاع على استكمال تزويد وزارة الصحة بالأدوية والمستهلكات الطبية بقيمة تصل إلى 2 مليون دولار أميركي، تأكيداً من دولة قطر على استمرارها في تقديم الدعم المتواصل لقطاع الصحة المنهار في غزة.

وأضاف سعادته: «سيتم أيضاً خلال الزيارة صرف منحة الجامعات بقيمة تقدر بنحو 2.5 مليون دولار، ستُصرف للطلبة الفقراء ممن لا يستطيعون تسديد رسوم الدراسة واستخراج شهادات التخرج، وفقاً لمعايير وضوابط تم وضعها والتوافق عليها مع اللجنة».

وأعرب السفير العمادي عن أمله بأن تتحرك دول العالم وجميع المؤسسات الدولية لوقف مأساة الشعب الفلسطيني في غزة، وضرورة التنسيق والتدخل العاجل لتحسين ظروف حياة السكان هناك، مشيراً إلى أن الوضع الكارثي المتدهور أثّر على جميع مناحي الحياة فيها، كما حذّر من أن الأوضاع الصعبة التي يعيشها سكان القطاع قد تؤدي إلى تدهور الأمور التي قد تخرج عن السيطرة وتزيد الأوضاع صعوبة وتعقيداً.

وتقدم سعادة السفير العمادي بالشكر لجلالة الملك محمد السادس ملك المملكة المغربية الشقيقة وللحكومة المغربية، لإرسال المستشفى الميداني الذي تبرعت به المملكة المغربية لقطاع غزة للمساهمة في تخفيف معاناة أهله، مثمّناً دور دولة المغرب، وداعياً جميع الدول للالتفات العاجل لمعاناة سكان غزة ومحاولة إنقاذ الأوضاع في القطاع.;
