94% school staff receive COVID-19 vaccine, says Education Minister

Doha: HE Minister of Education and Higher Education Dr. Mohammed bin Abdul Wahed Al Hammadi congratulated the students, parents, school principals, administrative and teaching staff and the educational process partners on the occasion of the start of the new the academic year 2021-2022 on schedule despite the repercussions of the coronavirus (COVID-19) pandemic.

In a press statement on the occasion, HE the Minister of Education and Higher Education said that the blended learning has become the best option available to ensure the continuity of the educational process without interruption and to ensure the quality of education while maintaining the health and safety of students.

In this context, HE the Minister noted that more than 94% of the educational and administrative cadres in all public and private schools as well as kindergartens in the State of Qatar have been vaccinated, creating a safe and healthy school environment that enhances the academic achievement of students.

HE the Minister called on students to persevere and diligence to achieve their aspirations and to benefit from the academic opportunities and options available in the field of higher and public education. He also called on parents to cooperate and communicate with their children’s schools and to follow up the learning process of their children and give it the top priority, noting that the blended learning has transferred the educational process outside the school walls, and gave the parents a greater role in the education of their children, thus reinforcing their partnership in the educational process. In this context, he praised the fruitful cooperation and constructive efforts exerted by all parties to the educational process which led to the success of the last school year, which makes it imperative to build on best practices and experiences in the field of blended learning.

HE the Minister also called for adherence to the procedures and precautionary measures approved by the Ministry of Education and Higher Education in cooperation and coordination with the Ministry of Public Health in order to ensure the safety of all.

On the preparations for the new academic year, HE Minister Mohammed bin Abdul Wahed Al Hammadi said that the Ministry provided all inputs to the educational process so that the new academic year be effective and keeping pace with the requirements of the era, including the provision of well-qualified teachers, effective and inspiring school administrative, modern school systems and curriculum; in addition to the promotion of enlightened partnership with parents and strengthening the favorable digital infrastructure and supportive school environment, providing logistical support to the blended learning system under the best policies and scientific strategies.

HE the Minister of Education and Higher Education praised the leading role of teachers in building a promising future for the students, and lauded their extraordinary efforts in the pandemic time, and welcomed the new teachers.

He stressed that the development of the students, their progress and high academic achievement represent the primary goal of the educational process, and the first and most important indicator on the quality of school performance as a whole.

HE Minister of Education and Higher Education Dr. Mohammed bin Abdul Wahed Al Hammadi said that the percentage of students who received two doses of the COVID-19 vaccine in the age groups from age 12 to 15 is 48.71%, and for students in the age groups form 16 to 18 is 63.17%, while the percentage of the total number of vaccinated employees in public and private schools is 93.3%, according to data received from the Primary Health Care Corporation.

On the recruitment of new teachers, HE the Minister noted that approximately 530 teachers were recruited, including 416 local contracts and 114 external contracts.

On the readiness of the schools, HE Minister Al Hammadi, two kindergartens and an elementary school designated for Al-Hedaya schools for people with special needs were prepared. In addition, 20 additional buildings attached to schools within the project of the Public Works Authority have been received. Nearly 2150 school buses were provided.

The number of private schools and kindergartens in the country has reached 328 schools and kindergartens with 203939 male and female students, representing more than 85 nationalities. 33% of Qatari students study in private schools.

These schools offer various international curricula and a variety of study materials and many school activities that respond to the aspirations of students and their families. A total of 16 new private schools and kindergarten are expected to open this year.

The number of schools within the educational vouchers program reached 111 private schools and kindergartens.

The Ministry od Education and Higher Education licensed 10 new educational and training centers, bringing the total number of educational and training centers to 148. 

Regarding the activation of learning resource centers in schools during the application of the blended learning system, Al Khater noted that guidelines have been provided in order to facilitate the work of learning resource officials in activating learning resource centers for students during distance study, in addition to preparing a work agenda that includes the most prominent programs and activities of the Learning Resource Centers for the year 2021-2022.

She highlighted preparations and directives to limit and compensate for learning loss among students, stressing that the Educational Affairs Sector was keen to limit the learning loss in learning resulted from the application of blended learning or distance learning, in terms of knowledge and practical, applied and intellectual skills in all age stages. The competent departments provided schools with the proposed tools and strategies to identify learning loss such as direct monitoring and diagnostic evaluation, using evaluation methods and tools that reveal learning loss among students.

She noted that the issues of learning loss were also taken into account in the semester plans, and the schools were directed to prepare and implement plans to bridge the gap based on students’ results in diagnostic tests, and to provide reinforcement lessons to students in some educational subjects, in addition to creating special learning teams on the MS Teams platform for some categories taking into account individual differences. The Sector has prepared a plan to supervise the compensation of educational losses for students in all schools.

Al Khater noted the measures adopted for students with disabilities, stressing in this context the coordination regarding the registration and transfer of students with disabilities in schools, and the preparation of the necessary instructions for school administrations and their education staff to ensure the provision of special education services in the required form, in addition to listing the needs of schools and students from tools equipment and educational and technological resources.

In conclusion, Assistant Undersecretary of the Ministry of Education and Higher Education for Educational Affairs Fawzia Abdulaziz Al Khater congratulated school principals, administrative and teaching staff, students and parents on the occasion of the start of the new academic year, calling on students to benefit from the opportunities and the unlimited support provided by the wise leadership for the education system.

وقال سعادته في تصريح صحفي بهذه المناسبة، إن التعليم المدمج أصبح أفضل الخيارات المطروحة لضمان استمرارية العملية التعليمية دون انقطاع ولضمان جودة التعليم ونوعيته مع الحفاظ على صحة وسلامة الطلبة، منوها في هذا السياق بتطعيم ما يزيد على 94 بالمئة من الكوادر التعليمية والإدارية في جميع المدارس الحكومية والخاصة ورياض الأطفال في قطر لخلق بيئة مدرسية آمنة وصحية تعزز التحصيل الأكاديمي للطلبة.

ودعا سعادة الوزير في تصريحه الطلبة للمثابرة والاجتهاد لتحقيق تطلعاتهم التعليمية والتربوية والاستفادة من الفرص والخيارات الأكاديمية في مجال التعليم العام والعالي.

كما طالب أولياء الأمور بالتعاون والاهتمام بمتابعة تعلم أبنائهم، ووضعه على قمة أولوياتهم وتعزيز تواصلهم مع مدارس أبنائهم، منوها بأن التعلم المدمج قد نقل العملية التعليمية والتربوية خارج أسوار المدرسة، وأعطى أولياء الأمور دورا أكبر في تعليم أبنائهم، مما يعزز شراكتهم في العملية التعليمية والتربوية، مشيدا في هذا السياق بالجهود المثمرة والتعاون البناء الذي بذلته كافة أطراف العملية التعليمية وأفضى لنجاح العام الدراسي المنصرم، مما يحتم البناء على أفضل الممارسات والتجارب الرائدة في مجال التعليم المدمج.

كما دعا سعادته إلى التقيد بالإجراءات والتدابير الاحترازية التي أقرتها وزارة التعليم والتعليم العالي بالتعاون والتنسيق مع وزارة الصحة العامة لضمان سلامة جميع منتسبي الوسط المدرسي.

وحول الاستعدادات للعام الدراسي، قال سعادته إن الوزارة وفرت كل مدخلات العملية التعليمية والتربوية لانطلاق العام الدراسي الجديد ليكون تعليمنا فعالا ومخرجاتنا مواكبة لمتطلبات العصر، بما في ذلك توفير المعلمين المؤهلين تأهيلا جيدا، والإدارات المدرسية الفعالة والملهمة في آن واحد، وتأسيس النظم المدرسية الحديثة، والمناهج الدراسية التي تستجيب لمهارات القرن الحادي والعشرين، وتعزيز الشراكة المستنيرة مع أولياء الأمور، وتعزيز البنية التحتية الرقمية المواتية، والبيئة المدرسية الداعمة، إضافة لتوفير الدعم اللوجستي وكافة معينات التعليم المدمج، في ظل أفضل السياسات والاستراتيجيات العلمية، إضافة لبحث العوامل المؤثرة على جودة التعليم في مدارسنا والعمل على تذليلها.

كما ثمّن سعادة وزير التعليم والتعليم العالي، الدور الرائد للمعلمين في بناء مستقبل واعد للأبناء الطلبة، وأشاد بجهودهم الاستثنائية خصوصا في فترة الجائحة، مضيفا في هذا الصدد “فالثقة بكم متنامية، ودوركم في بناء الإنسان تنشئة وعلما هو ركن أساسي من أركان بناء الوطن، وتفوق أبنائنا وبناتنا في كل مشهد وميدان يخوضونه إنما هو نتاج جهدكم وعطائكم”.

ورحّب سعادة الوزير في سياق ذي صلة بانضمام المعلمين الجدد، وباختيارهم هذه المهنة العظيمة /مهنة بناء الأجيال للمستقبل/.

وشدد على أن العمل على تقدم الطلبة وارتفاع معدلات تحصيلهم الأكاديمي هو الهدف الأساسي للعملية التعليمية، ويعتبر كذلك المؤشر الأول والأهم على جودة الأداء المدرسي ككل، داعيا إلى تعاضد الجميع لإنجاز هذه المهمة الجليلة في توفير أفضل فرص التعليم للطلبة والطالبات.

وأكد سعادة الدكتور محمد بن عبدالواحد الحمادي وزير التعليم والتعليم العالي، أن نسبة المطعمين من الطلبة الذين تلقوا جرعتين من اللقاح المضاد لـ/كوفيد – 19/ في الفئات العمرية من سن 12 إلى 15، هي 48.71 بالمئة، وللطلبة في سن 16 إلى 18 هي 63.17 بالمئة، وذلك حسب البيانات الواردة للوزارة من مؤسسة الرعاية الصحية الأولية، في حين بلغت نسبة إجمالي المطعمين من الموظفين في المدارس الحكومية والخاصة حسب الكوادر الوظيفية (التعليمية الإدارية العمالية) 93.3 بالمئة.

أما بشأن استقطاب المعلمين الجدد، فأوضح سعادته أنه تم استقطاب ما يقارب 530 معلما ومعلمة (للعقود المحلية والخارجية) منها 416 للعقود المحلية، و114 للعقود الخارجية.

وحول جاهزية البيئة المدرسية، قال سعادة الدكتور محمد بن عبدالواحد الحمادي، إنه تم الانتهاء من الصباغة الداخلية لـ133 مدرسة في جميع المناطق، وتجهيز وإتمام عملية الصيانة لمدرستين بالكامل مخصصتين لمدارس /السلم/.

كما تم تجهيز روضتين ومدرسة ابتدائية، مخصصة لمدارس الهداية لذوي الاحتياجات الخاصة، كما تم استلام وتشغيل 20 مبنى إضافيا ملحقا بالمدارس ضمن مشروع هيئة الأشغال العامة، وكذا التأكد من جاهزية جميع المدارس من حيث تزويدها بمواد التعقيم اللازمة ضمن تعليمات وزارة الصحة للحد من انتشار /كوفيد – 19/.

وحول الدعم اللوجستي، قال سعادة الوزير إنه تم توفير الحافلات التي سيتم البدء بها مع بداية العام الدراسي القادم، وهي ما يقارب 2150 حافلة على أن تتم الزيادة أو التخفيض حسب الحاجة الفعلية للمدارس.

تجدر الإشارة إلى أن عدد المدارس ورياض الأطفال الخاصة في الدولة وصل إلى 328 مدرسة وروضة بها 203939 طالبا وطالبة، يمثلون أكثر من 85 جنسية، علما أن 33 بالمئة من الطلاب القطريين يدرسون في مدارس خاصة.

وتقدم هذه المدارس مناهج تعليمية دولية مختلفة، ومواد دراسية متنوعة، إضافة إلى العديد من الأنشطة الدراسية التي تستجيب لتطلعات الطلاب وذويهم، ويتوقع هذا العام افتتاح 16 مدرسة وروضة أطفال خاصة جديدة، توفر 8870 مقعدا دراسيا.

وقد بلغ عدد المدارس ضمن القسائم التعليمية 111 مدرسة وروضة خاصة، حيث أضيفت إلى القائمة هذا العام 4 مدارس جديدة هي أكاديمية إعداد الدولية، وأكاديمية لويندس الخاصة بالعزيزية، ومدرسة نيوتن البريطانية بمريخ، ومدرسة المجتمع الابتدائية الإعدادية الثانوية الخاصة للبنات.

كما رخصت الوزارة خلال هذا العام 10 مراكز تعليمية وتدريبية جديدة، ليبلغ العدد الإجمالي 148 مركزا تعليميا وتدريبيا، تقدم التدريب الإداري التعليم (دروس التقوية) تعليم اللغات التدريب التربوي الحاسب الآلي الفنون البصرية الرياضة الذهنية تعليم ذوي الاحتياجات الخاصة، علما أن ما يسري على المدارس ورياض الأطفال الخاصة بشأن /كورونا/ يسري أيضا على كافة المراكز التعليمية والتدريبية، حيث يتم اتخاذ جميع التدابير والإجراءات الاحترازية المعمول بها للوقاية من جائحة /كورونا/ مع التأكيد على عمل المراكز بطاقة استيعابية هي 50 بالمئة حفاظا على صحة وسلامة الطلبة.
