Efforts afoot to establish modern infrastructure for freight industry

Doha: The Ministry of Transport (MoT) has invited employers and staff of construction and logistics companies, heavy and light cargo companies, and freight service companies to participate in field surveys for Qatar Freight Master Plan (QFMP) project.

The Ministry said in a tweet yesterday that it is conducting field surveys to study land freight operations within the scope of Qatar Freight Master Plan (QFMP) project. “The surveys are expected to continue till the end of September 2022, based on field conditions,” the MoT added.

“MoT cordially inviting employers and staff of construction and logistics companies, heavy and light cargo companies, and freight service companies to kindly cooperate with MoT’s staff and its affiliated specialised field survey teams to collect the required data throughout the State of Qatar,” the tweet reads.

All the data, the Ministry said, collected will be handled with full privacy and confidentiality. “The data collected will only be used to meet the objectives of this project. None of the data collected will be disclosed or shared with any third party in any form.”

According to an earlier statement of the Ministry, it is currently considering the Qatar Freight Master Plan, which is expected to be finalised by the end of 2022.

The MoT is on the stage of collecting data and conducting relevant surveys and questionnaires. This effort includes collecting a wide range of freight-related information on origins, routes and destinations of freight movements, the flow rate of trucks at major junctions, as well as other qualitative and quantitative data on the performance of freight industry across Qatar in general.

Field surveys are collecting data needed to develop the QFMP. Extensive data will be collected through traffic counts on roads and junctions using cameras, measuring trip duration on existing roads, classifying the vehicles including all types of trucks, and conducting surveys and questionnaires with employers and staff of construction, logistics, heavy and light transportation and freight services companies, as well as with harbours and Hamad International Airport, MoT had said earlier.

The QFMP aims to establish a modern infrastructure for freight industry across the country as part of an integrated transportation system in such a way that upgrades the culture and service of freight in Qatar to the best global standards and practices in terms of traffic safety and least possible environmental imprint, the Ministry had said in an earlier statement.

It is to be noted that the Ministry of Transport also launched the Transportation Master Plan for Qatar 2050 (TMPQ) last month.

The TMPQ works as a roadmap for investing in land transportation infrastructure and also identifies the frameworks and future orientations for developing the transportation networks nationwide in a way that ensures their integration with land uses, urban development, population growth and meeting the future demand for transportation.

To implement land transport strategies under TMPQ, a total of 286 schemes will be launched including 86 schemes for highways, 22 schemes for goods transport, 54 public transport schemes, 21 schemes for pedestrians, 29 cycling schemes, and 74 schemes for cross-modal.

For future highway schemes, there are 37 infrastructure schemes of 770km length, 22 are truck schemes and 10 will be infrastructure/facilities schemes. Under public transport schemes, there are 30 schemes for upgrading the main public transport network with a length of 540km.

الدوحة: دعت وزارة النقل أصحاب العمل وموظفي شركات البناء واللوجستيات وشركات الشحن الثقيل والخفيف وشركات خدمات الشحن للمشاركة في المسوحات الميدانية لمشروع الخطة الرئيسية للشحن القطري.

وقالت الوزارة في تغريدة أمس، إنها تجري مسوحات ميدانية لدراسة عمليات الشحن البري ضمن نطاق مشروع الخطة الرئيسية للشحن القطري. وأضافت الوزارة: “من المتوقع أن تستمر المسوحات حتى نهاية سبتمبر 2022، بناءً على الظروف الميدانية”.

“وتدعو وزارة الاتصالات بحرارة أرباب العمل والعاملين في شركات البناء واللوجستيات وشركات الشحن الثقيل والخفيف وشركات خدمات الشحن إلى التكرم بالتعاون مع موظفي الوزارة وفرق المسح الميداني المتخصصة التابعة لها لجمع البيانات المطلوبة في جميع أنحاء دولة قطر”.

وقالت الوزارة إن جميع البيانات التي تم جمعها سيتم التعامل معها بخصوصية وسرية تامة. “وسيتم استخدام البيانات التي تم جمعها فقط لتحقيق أهداف هذا المشروع. ولن يتم الكشف عن أي من البيانات التي تم جمعها أو مشاركتها مع أي طرف ثالث بأي شكل من الأشكال “.

ووفقاً لبيان سابق للوزارة، فإنها تدرس حالياً خطة قطر الرئيسية للشحن، والتي من المتوقع أن يتم الانتهاء منها بحلول نهاية عام 2022.

وإن زارة الاتصالات الآن في مرحلة جمع البيانات وإجراء المسوحات والاستبيانات ذات الصلة. ويتضمن هذا الجهد جمع مجموعة واسعة من المعلومات المتعلقة بالشحن عن منشأ ومسارات ووجهات حركات الشحن، ومعدل تدفق الشاحنات عند التقاطعات الرئيسية، فضلاً عن البيانات النوعية والكمية الأخرى حول أداء صناعة الشحن في جميع أنحاء قطر بشكل عام.

وقالت وزارة النقل في وقت سابق بأن المسوحات الميدانية تقوم بجمع البيانات اللازمة لتطوير خطة إدارة الجودة الشاملة. وسيتم جمع بيانات واسعة النطاق من خلال إحصاء حركة المرور على الطرق والتقاطعات باستخدام الكاميرات، وقياس مدة الرحلة على الطرق الحالية، وتصنيف المركبات بما في ذلك جميع أنواع الشاحنات، وإجراء المسوحات والاستبيانات مع أصحاب العمل وموظفي الإنشاءات واللوجستيات والنقل الثقيل والخفيف وشركات خدمات الشحن والموانئ ومطار حمد الدولي.

وقالت الوزارة في بيان سابق، بأن الخطة الرئيسية للشحن القطري تهدف إلى إنشاء بنية تحتية حديثة لصناعة الشحن في جميع أنحاء البلاد كجزء من نظام نقل متكامل بطريقة تعمل على ترقية ثقافة وخدمة الشحن في قطر إلى أفضل المعايير والممارسات العالمية من حيث السلامة المرورية وتقليل البصمة البيئية قدر الإمكان.

ويشار إلى أن وزارة النقل أطلقت أيضاً الخطة الرئيسية للنقل في قطر 2050 الشهر الماضي.

وتعمل الخطة الرئيسية للنقل في قطر كخريطة طريق للاستثمار في البنية التحتية للنقل البري وتحدد أيضاً الأطر والتوجهات المستقبلية لتطوير شبكات النقل على الصعيد الوطني بطريقة تضمن تكاملها مع استخدامات الأراضي والتنمية الحضرية والنمو السكاني وتلبية الطلب المستقبلي على النقل.

ولتنفيذ استراتيجيات النقل البري في إطار الخطة الرئيسية للنقل في قطر، سيتم إطلاق ما مجموعه 286 مخططاً بما في ذلك 86 مخططاً للطرق السريعة، و 22 مخططاً لنقل البضائع، و 54 مخططاً للنقل العام، و 21 مخططاً للمشاة، و 29 مخططاً لركوب الدراجات، و 74 مخططاً متعدد الوسائط.

أما بالنسبة لمخططات الطرق السريعة المستقبلية، هناك 37 مخططاً للبنية التحتية بطول 770 كم، و 22 مخططاً للشاحنات و10 مخططات للبنية التحتية / المرافق. في إطار مخططات النقل العام، هناك 30 مخططاً لتطوير شبكة النقل العام الرئيسية بطول 540 كم.
