The European Union recently announced a new system for travel to member states through the ETIAS system, which includes some restrictions on those exempt from entry visas, as of May 2023, which raised many questions about the most important changes and had people wondering about travelers from countries that require a Schengen visa.

Here’s the highlights of the new EU travel system:

1- What is the ETIAS licensing system?

The name stands for European Travel Information and Authorization System, an IT system aimed at identifying the exceptional threats posed by visa-exempt travellers to enter the Schengen area.

2- Those concerned with the ETIAS licensing system, according to the “Schengen Visa” website in Arabic:

– The ETIAS system will not affect citizens of Schengen member states or citizens of non-Schengen EU countries.
– It will not affect citizens of non-EU countries who require a visa to travel to the Schengen area.
– The ETIAS system will affect citizens of non-EU countries who do not require a visa to enter the Schengen area.

3- Traveling to EU countries from visa-exempt countries requires obtaining an approval permit, through the “ETIAS” system, at a fee of €7, and filling out a form containing all personal data and visit details, according to Al-Hurra website.

The application process takes place through a “largely automated IT system”, with approval given “within minutes”, for approximately 95% of applicants, and up to a month in “extremely exceptional cases”, and appeals are permitted for any rejected application.

4- The new system will allow non-residents of the Union countries, to make an unlimited number of visits over a period of 3 years, with no more than 90 days stay in all the countries of the entire bloc, every 6 months.

5- The new system affects 59 Schengen visa-free States, including the United States of America, the United Kingdom, Australia, Brazil, Argentina, Mexico, Bosnia and Herzegovina, Japan, Ukraine, Peru, Uruguay, Singapore, Hong Kong, and Canada, Serbia, and other States.

6- No change in travel procedures for travelers who require a “Schengen” visa.

 

The difference between ETIAS and Schengen Visa:

ETIAS is not a visa, but rather a travel permit and differs from a Schengen visa in the following respects:

– ETIAS permit is not available through consulates or embassies.

– You are not required to provide biometric data, such as fingerprints.

– ETIAS license application fees are much lower when compared to Schengen visa application fees (€7 for ETIAS permit for €80 for Schengen visa). Furthermore, you do not need to provide any information about your financial situation in order to obtain an ETIAS permit.

أعلن الاتحاد الأوروبي مؤخراً عن نظام جديد للسفر إلى الدول الأعضاء عن طريق نظام “إتياس” (ETIAS) يتضمن بعض القيود على المعفيين من تأشيرة الدخول، اعتباراً من مايو 2023، وهو ما أثار العديد من التساؤلات حول أبرز التغييرات وماذا عن المسافرين من الدول التي تحتاج إلى تأشيرة شنغن.

إليك أبرز المعلومات عن النظام الجديد للسفر لدول الاتحاد الأوروبي:

١- ما هو نظام ترخيص اتياس (ETIAS)؟

يرمز الاسم اختصاراً إلى النظام الأوروبي لمعلومات وتراخيص السفر، هو نظام لتكنولوجيا المعلومات يهدف إلى تحديد التهديدات الاستثنائية التي يشكّلها المسافرون المعفيون من التأشيرة لدخول منطقة شنغن.

٢- المعنيّون بنظام ترخيص اتياس، بحسب موقع “فيزا شنغن” بالعربي:

– لن يؤثر نظام اتياس على مواطني الدول الأعضاء في شنغن أو مواطني دول الاتحاد الأوروبي غير الأعضاء في شنغن.

– لن يؤثر على مواطني الدول من خارج الاتحاد الأوروبي والذين يلزمهم الحصول على تأشيرة للسفر إلى منطقة شنغن.

– سوف يؤثر نظام اتياس على مواطني الدول غير الأعضاء في الاتحاد الأوروبي الذين ليسوا بحاجة إلى تأشيرة لدخول منطقة شنغن.

٣- يستوجب السفر إلى دول الاتحاد الأوروبي من الدول المعفاة من التأشيرة، الحصول تصريح موافقة، من خلال نظام “إيتياس”، برسوم قدرها 7 يوروات، وملء استمارة تحتوي على جميع البيانات الشخصية، وتفاصيل الزيارة، بحسب موقع الحرة.

وتتم عملية تقديم الطلبات عبر “نظام تكنولوجيا معلومات آلي إلى حد كبير”، مع منح الموافقة “خلال دقائق”، لقرابة 95% من مقدمي الطلبات، وقد يصل إلى شهر في “حالات استثنائية للغاية”، ويحق لأي شخص رُفض طلبه الاستئناف.

٤- سيسمح النظام الجديد لغير المقيمين في دول الاتحاد، القيام بعدد غير محدود من الزيارات على مدى 3 سنوات، مع عدم البقاء لأكثر من 90 يوماً في كل دول التكتل بأكملها، كل 6 أشهر.

٥- يؤثر النظام الجديد على 59 دولة معفاة من تأشيرة شنغن، من بينها الولايات المتحدة الأمريكية، والمملكة المتحدة، وأستراليا والبرازيل والأرجنتين والمكسيك والبوسنة والهرسك، واليابان وأوكرانيا وبيرو وأوروجواي وسنغافورة، وهونج كونج وكندا، وصربيا وغيرها من الدول.

٦ – لا تغيير يتعلق بإجراءات السفر للمسافرين الذين كانوا يحتاجون إلى تأشيرة دخول “شنغن”.

 

الفرق بين ترخيص اتياس (ETIAS) وفيزا شنغن:

إتياس ليس تأشيرة، وإنما هو تصريح سفر ويختلف عن تأشيرة شنغن في النواحي التالية:

– تصريح اتياس (ETIAS) غير متاح عبر القنصليات أو السفارات.

– لا يتطلب منك تقديم بيانات قياساتك الحيوية (البيومترية)، مثل بصمات الأصابع.

– رسوم طلب ترخيص اتياس أقل كثيراً عند مقارنتها برسوم طلب تأشيرة شنغن (7 يورو لترخيص إيتياس مقابل 80 يورو لتأشيرة شنغن). علاوةً على ذلك لا تحتاج إلى تقديم أيّ معلومات حول وضعك المالي من أجل الحصول على تصريح إيتياس (ETIAS).
