Filming and publishing road accidents and quarrels is a serious offense, Citizens warn

Doha: A number of citizens have criticized the widespread proliferation of images and videos of incidents, crimes and difficult situations that occur to some in streets and public places.
They suggested that some social media users and fame-seekers were behind the circulation of such videos.
They confirmed to Al-Raya that the most viewed videos are of road accidents and quarrels showing the faces of those injured without their consent. This act has a bad psychological impact on the victims and their families as a result of encroaching on the sanctity of their personal lives and defaming them and making them a material to attract viewers.
They called on the competent authorities to activate the law that prohibits filming and sharing photos and videos of injured and deceased people in accidents and to book those who film and publish such videos and take legal measures against them.
They stressed the importance of intensifying awareness campaigns through various social media platforms and disseminating them in multiple languages, to publicize the dangers of this crime, its social and psychological impact, and the penalties for committing it.
The second paragraph of Law No. 4 of 2017 stipulates a penalty of imprisonment for a period not exceeding two years, and a fine of no more than (10,000) QR, or one of these two penalties, anyone who has violated the privacy of individuals, without their consent in illegal circumstances, by taking or sharing photographs or videos of injured or deceased people in accidents, through a device of any kind, in cases other than those authorized by law.

الدوحة: انتقدَ عددٌ من المواطنين الانتشارَ الواسعَ لصور ومقاطع الفيديو الخاصة بالحوادث والجرائم والمواقف الصعبة التي تقعُ للبعض في الشوارع والأماكن العامة.
وألمحوا إلى أن وراء تداول تلك المقاطع بعض مستخدمي وسائل التواصل الاجتماعي والباحثين عن الشهرة.
وأكدوا لـ الراية أن مقاطع فيديو حوادث الطرق والمشاجرات التي يظهرُ فيها وجوه المصابين بغير رضاهم، تتصدر قوائم المشاهدات، وهذا الفعل يتركُ أثراً نفسياً سيئاً في نفوس الضحايا وذويهم نتيجة التعدي على حرمة حياتهم الشخصية والتشهير بهم، وجعلهم مادة لجذب المشاهدين.
ودعوا الجهات المختصة لتفعيل القانون الذي يحظرُ تصوير وتداول الصور ومقاطع الفيديو الخاصة بالمصابين والمتوفين في الحوادث، وضبط من يقومون بالتصوير والتداول واتخاذ الإجراءات القانونية تجاههم.
وشددوا على أهمية تكثيف الحملات التوعوية عبر منصات التواصل الاجتماعي المختلفة ونشرها بلغات متعددة، للتعريف بمخاطر تلك الجريمة وتأثيرها الاجتماعي والنفسي والعقوبات المترتبة على ارتكابها.
حيث تنص الفقرة الثانية من قانون رقم (4) لسنة 2017 بعقوبة الحبس لمدة لا تجاوزُ السنتين، وبغرامة لا تزيدُ على (10.000) آلاف ريال، أو بإحدى هاتين العقوبتين، كل من اعتدى على حرمة الحياة الخاصة للأفراد، بغير رضائهم في غير الأحوال المصرح بها قانوناً، وذلك بالتقاط أو نقل صور أو مقاطع فيديو للمصابين أو المتوفين في الحوادث، عن طريق جهاز أياً كان نوعه، في غير الأحوال المُصرّح بها قانوناً.
