IMF Expects Qatar’s Economic Growth to Accelerate to 3.2% in 2022

Doha: The International Monetary Fund (IMF) expected Real GDP growth of the State of Qatar to accelerate to 3.2 percent in 2022, noting that the North Field LNG expansion project will support growth prospects and further strengthen fiscal and external positions over the medium-term.

The report of the 2022 Article IV consultation, which was held between the State of Qatar and the IMF from Feb. 13 to March 1, praised the Qatari authorities swift and decisive response to the COVID-19 crisis which dampened its health and economic impact and paved the way for a speedy recovery.

The IMF report underlined that the economic recovery in the State of Qatar is gaining strength on the back of rebounding domestic demand, higher hydrocarbon prices, and the preparation for the 2022 FIFA World Cup, adding that the banking sector remains well-capitalized and liquid, with non-performing loans (NPLs) at relatively low levels.

The report noted that the State of Qatar has made commendable progress in advancing structural reforms during the pandemic. It became the first GCC country to abolish Kafala with a mandatory minimum wage and allowances for food and housing. In addition, various reforms have been introduced to boost foreign and private investment and improve productivity and competitiveness.

The IMF report also pointed to the recently launched National Environment and Climate Change Strategy envisages a 25 percent reduction of trend greenhouse gas emissions by 2030.

Strong reform momentum should continue to improve productivity and inclusiveness, further enhance the business environment and attract private investment, and embrace new global trends, such as digitalization and green growth, for more diversified and stronger growth in the long term, as well as to address climate challenges, the report said.

الدوحة: توقع صندوق النقد الدولي أن يتسارع نمو الناتج المحلي الإجمالي الحقيقي (النمو الاقتصادي) في قطر خلال العام الجاري إلى 3.2 بالمئة، مدعوما بتوسعة مشروع حقل الشمال لإنتاج الغاز الطبيعي المسال الذي سيساهم في تعزيز الآفاق متوسطة المدى.

وأشاد تقرير مشاورات المادة الرابعة لعام 2022 لدولة قطر، والتي عقدت بين قطر وصندوق النقد الدولي خلال الفترة المتراوحة بين 13 فبراير الماضي والأول من مارس الجاري، الذي نشره مصرف قطر المركزي على موقعه الرسمي، بقوة وفاعلية استجابة السياسات في دولة قطر لمواجهة /كوفيد-19/ والتي ساعدت في تقليل الأثر السلبي للجائحة، وتعزيز عملية التعافي.

وأكد صندوق النقد الدولي، في تقريره، اكتساب الانتعاش الاقتصادي قوة، مدعوما بانتعاش الطلب المحلي، وارتفاع أسعار الهيدروكربونات، والتحضير لاستضافة كأس العالم FIFA قطر 2022، لافتا إلى أن القطاع المصرفي لا يزال يتمتع بالسيولة وبرسملة جيدة، مع معدلات منخفضة نسبيا في مستويات القروض المتعثرة.

كما قال التقرير إن دولة قطر تمكنت من إحراز تقدم جدير بالثناء في تحسين الإصلاحات الهيكلية خلال فترة الجائحة، وقد كانت الدولة الأولى بين دول الخليج العربي التي تلغي نظام الكفالة مع اشتراط حد أدنى للأجور ومخصصات للغذاء وللسكن، فضلا عن تنفيذ عدة إصلاحات من أجل زيادة الاستثمار الأجنبي والخاص، وتحسين الإنتاجية والتنافسية.

كما أشار التقرير إلى توخي دولة قطر في استراتيجيتها الوطنية لحماية البيئة والتغير المناخي، التي تم إطلاقها مؤخرا، خفضا بنسبة 25 بالمئة من انبعاثات غازات الاحتباس الحراري بحلول عام 2030.

ويتوقع صندوق النقد الدولي استمرار زخم الإصلاحات القوية من أجل تحسين الإنتاجية والشمولية، بالإضافة إلى تعزيز بيئة العمل، وجذب الاستثمار الأجنبي، وتبني التوجهات العالمية الجديدة، مثل الرقمنة والنمو الأخضر، وذلك بهدف تحقيق نمو أقوى وأكثر تنوعا على المدى الطويل، إلى جانب مواجهة التحديات المرتبطة بالمناخ.
