Former British Prime Minister: Debt relief for poor countries is a necessity to invest in education

The former Prime Minister of UK, Gordon Brown, has warned the underfunding of education means “a human tragedy is unfolding”, at an international conference organised by Qatar Foundation’s global education initiative.

Speaking at ‘Education Disrupted, Education Reimagined Part II’ – a three-day online event hosted by the World Innovation Summit for Education (WISE) – Brown, a UN Special Envoy for Global Education, voiced his fears that “hope will die” among millions of children and young people if they are denied access to learning because their countries cannot afford to give them the opportunity.

He called for solutions, including debt relief for the poorest nations to allow them to invest in education and health, saying: “I harbour the aspiration that we will be in a world where we are developing the potential of all young people, but we also have to recognise that we have an education emergency impacting the life chances of millions of children around the world.

“We know that $180 a year is spent on the education of a sub-Saharan child, compared to $5,000-$7,000 a year on a child in Western and other countries and that 70-80 percent of young people in countries like South Korea, Japan, and Singapore can go into some form of higher education, while in an African country it is less than five percent. It’s not just about what then happens to education systems — it’s about what happens to children and young people as human beings.

“It’s said you can survive 40 days without food, eight days without water, and eight minutes without air, but you can’t survive for a second without hope. Hope doesn’t just die when food convoys cannot get through or ventilators are not available; it can die when young people feel they don’t have a chance to plan for, or dream of, the future. And we have to face the fact that it will die unless we take the necessary action.”

Brown told the conference that education is being “crowded out” as other areas are prioritised for expenditure and aid, and that low and middle-income countries with “already low and meager education budgets” could see them cut further, described this as “a recipe for disaster”.

“As well as persuading countries that they cannot build for a long-term future without investing in education, we have to remind them that education unlocks opportunities for employment,” he said. 

“We must persuade them that not cutting education budgets is not just in the interests of education, it is in the interests of quality of life.

“Financing education has to be taken seriously, because we cannot send teachers into classrooms without the resources they need, and children into schools without the necessary backing. A human tragedy is unfolding if we do nothing and leave education completely underfunded, lacking the resources to enable children to flourish in the future.”

Speaking about his hope that “we can be the first generation in history where we can say every child goes to school”. Brown emphasised that education cannot be reformed without global cooperation, saying: “Scientists, technicians, researchers, virologists, and immunologists all want to work together to fight COVID-19. The same is true of teachers, educators, and others in education to coordinate a response to the crisis that it faces.

“We know we have a challenge ahead, so let us work together to reimagine a new future and put pressure on to ensure the proper financing of education. We can make a difference. I think back to the ‘space race’, with the US and Russia vying to get to the Moon quickest, and then, in the 1990s, they came together to create the International Space Station.

“If we can cooperate in outer space, surely we can find better ways to cooperate on earth and build the future for education that we all dream about, and that every child in the world deserves.”

The conference saw participants given an overview of the 2020 Global Education Monitoring (GEM) Report by its director, Manos Antoninis of Unesco. He said that “identity, background, and ability still dictate education opportunities”, highlighting that children with disabilities are two-and-a-half times more likely never to go to school than their peers and, in at least 20 countries, no girls in poor rural areas complete secondary school.

حذر رئيس الوزراء البريطاني الأسبق جوردون براون من أن نقص تمويل قطاع التعليم سيؤدي إلى “مأساة إنسانية”، وذلك خلال حديثه في مؤتمر القمة العالمي للابتكار في التعليم “وايز”، إحدى مبادرات مؤسسة قطر.

وفي إطار مشاركته في الجزء الثاني من مؤتمر القمة العالمي للابتكار في التعليم “وايز” بعنوان “تعطل التعليم وإعادة تصوره”، الذي يستمر على مدار ثلاثة أيام عبر الإنترنت، أعرب براون، المبعوث الخاص للأمم المتحدة المعني بالتعليم العالمي، عن مخاوفه إزاء حرمان الملايين من الشباب من الحصول على فرص التعلم ووصف ذلك بأنه “سيقضي على آمالهم” في حالة عدم تمكن بلدانهم من منحهم تلك الفرصة.

ودعا براون إلى إيجاد حلول تتضمن تخفيف عبء الديون على الدول الأكثر فقراً للسماح لها بالاستثمار في مجالي التعليم والصحة، قائلاً: “اتطلع إلى العيش في عالم يعمل على تمكين جميع الشباب وتطوير إمكاناتهم، ولكن علينا أيضًا الاعتراف بأننا نواجه حالة طوارئ فيما يخص قطاع التعليم، تؤثر على فرص مستقبل الملايين من الأطفال حول العالم”.

وتابع: “نحن نعلم أن الميزانية التي يتم إنفاقها سنويًا على تعليم طفل من جنوب الصحراء الكبرى تقدر بـ 180 دولارًا أمريكيًا، وفي المقابل يُنفق مبلغ يتراوح بين 5000 إلى 7000 دولار أمريكي سنويًا على تعليم طفل في الدول الغربية والدول الأخرى؛ كما أن نسبة 70 إلى 80 في المائة من الشباب في دول مثل كوريا الجنوبية واليابان وسنغافورة يمكنهم الالتحاق بأحد أشكال التعليم العالي، بينما في بلد أفريقي تقل تلك النسبة عن خمسة في المائة. لا يتعلق الأمر فقط بما يحدث لأنظمة التعليم – بل يتعلق بما يحدث للأطفال والشباب على الصعيد الإنساني”.

* التخطيط للمستقبل

وأضاف: “يُقال إن الإنسان بإمكانه الصمود لمدة 40 يومًا بدون طعام، وثمانية أيام بدون ماء، وثماني دقائق بدون هواء، ولكن لا يمكنه تحمل ثانية واحدة بدون أمل. إن الأمل لا يموت فقط ما لم يتوفر الطعام أو أجهزة التنفس الصناعي؛ بل يمكن أن يموت عندما يشعر الشباب أنه ليس لديهم فرصة للتخطيط للمستقبل أو الحلم به. وعلينا أن نواجه حقيقة أنه لا مفر من حدوث ذلك ما لم نتخذ الإجراءات اللازمة”.

وقال براون خلال المؤتمر إن ما يحدث في قطاع التعليم يتم ” تهميشه” على حساب القطاعات الأخرى التي تأتي كأولوية من حيث الإنفاق والمساعدات، وأن الدول ذات الدخل المنخفض والمتوسط التي لديها “ميزانيات تعليم ضئيلة بالفعل” يمكن أن تشهد مزيدًا من الانخفاض، ووصف هذا بأنه “يُعد لحدوث لكارثة”. وعلق قائلاً: “إلى جانب ضرورة إقناع الدول بأنها لا تستطيع بناء مستقبل طويل الأمد دون الاستثمار في التعليم، علينا أن نذكرها أيضًا بأن التعليم يفتح فرص العمل. علينا إقناعهم بأن عدم الاقتصاص من ميزانيات التعليم لا يصب فقط في مصلحة التعليم، بل يساهم أيضًا في تحسين جودة الحياة”.

* تمويل التعليم

وأضاف: “علينا أن نأخذ قضية تمويل القطاع التعليمي بجدية، حيث لا يمكننا إرسال المعلمين إلى المدارس دون توفير الموارد التي يحتاجونها، وكذلك بالنسبة للأطفال، لا يمكننا إرسالهم إلى المدارس دون حصولهم على الدعم اللازم. إذا لم نتخذ الإجراءات اللازمة وتركنا التعليم يعاني من نقص التمويل، ونقص الموارد لتمكين الأطفال من الازدهار في المستقبل، فحتمًا سنشهد مأساة إنسانية”.

كما كشف التقرير أن عدم المساواة قد ساهم في مفاقمة أزمة التعليم التي سببتها جائحة (كوفيد-19)، حيث إن هناك 40 بالمائة من الدول الفقيرة لم تضع هؤلاء المعرضين لفقدان فرص التعليم ضمن خططهم للاستجابة للوباء، وأوضح أنه يجب توسيع النظرة المتعلقة بفهم أهمية التعليم الشامل، وضرورة تركيز التمويل على “أولئك الذين تخلفوا عن الركب”، وينبغي على الحكومات تشجيع أولياء الأمور والمجتمعات على المساعدة في تصميم سياسات التعليم الشامل؛ وأن تكون الممارسة الشاملة موضوعًا أساسيًا وليس موضوعًا متخصصًا يهدف إلى تطوير المعلمين فحسب.

ويشهد مؤتمر “وايز” الذي يتناول تأثير جائحة (كوفيد-19) على مستقبل الأنظمة التعليمية حول العالم، ويستمر لمدة ثلاثة أيام حتى 25 يونيو، مشاركة أكثر من 50 متحدثًا، من سياسيين، ومديري مدارس وشخصيات تلفزيونية ومعلمين ورجال الأعمال ومتعلمين.
