Qatar updates Covid-19 precautionary measures from Jan 29

HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held via videoconferencing on Wednesday.

Following the meeting, HE Minister of State for Cabinet Affairs Mohammed bin Abdullah Al Sulaiti issued the following statement:

At the outset of the meeting, the Cabinet listened to the explanation given by HE Minister of Public Health on the latest developments to limit the spread of the coronavirus (COVID-19). Also, the Cabinet reviewed the report of the Supreme Committee for Crisis Management in this regard, and in the interest of the health and safety of all members of society, it has decided the following:

First:

1- The continuation of all employees in the government sector to carry out their work at their place of work, and allowing all employees in the private sector to carry out their work at their place of work.

2- Continuing to allow meetings to be held for employees in the government and private sectors who are at their workplace in the presence of no more than 30 people who have completed COVID-19 vaccine doses, provided that the rest of the meetings are held remotely via videoconferencing.

3- Continuing to oblige all employees in the governmental and private sectors to conduct a rapid COVID-19 test (Rapid Antigen) approved by the Ministry of Public Health, on a weekly basis, for employees who did not receive or complete the COVID-19 vaccine doses. Employees, who have completed the COVID-19 vaccine doses and those who have recovered from the disease, are exempted from conducting this examination.

4- Continuing the obligation to wear masks in all open and closed public places, with the exception of people who practice sports in open places.

5- Continuing to obligate all citizens, residents and visitors to activate the EHTERAZ application on smart phones when leaving the house for any reason.

6- Continuing to open mosques to perform daily prayers and Friday prayer, and allow children to enter, while adhering to the precautionary measures determined by the Ministry of Public Health and the Ministry of Endowments and Islamic Affairs, and allowing the opening of toilets and ablution facilities in mosques determined by the Ministry of Endowments and Islamic Affairs.

7- Continuing to allow social gatherings in homes and majlises according to the following:

A- The presence of a maximum of 10 people who have completed the COVID-19 vaccine doses in closed places in homes and majlises, with the exception of family members residing in the same house.

B- The presence of a maximum of 15 people, who have completed the COVID-19 vaccine doses in open spaces in homes and majlises, with the exception of family members residing in the same house.

8- Continuing to allow wedding parties to be held in wedding halls in hotels and independent wedding halls only, and for people who have completed the COVID-19 vaccine doses, according to the following:

A- The presence of not more than 30 percent of the capacity of the closed wedding hall, with a maximum of 40 people.

B – The presence of not more than 50 percent of the capacity of the open wedding hall, with a maximum of 80 people.

9- Continuing to allow gatherings or sitting in public parks, beaches and the Corniche with a maximum of 15 people or family members residing in the same house, allowing to practice individual sports such as walking, running and cycling, allowing the opening of playgrounds and sports equipment in those places, allowing the opening of private beaches with a maximum of 75 percent the capacity, and allowing the opening of toilets in the parks specified by the Ministry of Municipality.

10- Continuing to oblige all citizens, residents and visitors to a maximum of four people in the vehicle, including the driver of the vehicle, when leaving and moving for any reason, with the exception of family members residing in the same house.

11- Continuing to allow people to be transported by buses with a maximum 75 percent capacity, while taking precautionary measures.

12- Continuing the operation of metro services and public transport services with a maximum 75 percent capacity throughout the week, with the continued closure of places designated for smoking and not allowing food and drink in the mentioned means of transport.

13- Continuing to allow driving schools to operate and provide services as follows:

A- A full capacity if 75 percent or more of the total number of trainees have completed the COVID-19 vaccine doses.

B- A capacity that does not exceed 75 percent if the percentage of trainees who have completed doses of the COVID-19 vaccine is less than 75 percent of the total number of trainees.

In all cases, all employees working in the school must complete doses of the COVID-19 vaccine, while obligating all trainees who did not complete or did not receive the COVID-19 vaccine doses, to take a Rapid Antigen test approved by the Ministry of Public Health.

14- Continuing to allow the opening of theaters and cinemas and the provision of their services with a maximum 50 percent capacity, provided that 75 percent of the customers have completed doses of COVID-19 vaccine, and allowing children under the age of 12 to enter and counting them among the 25 percent allowed for those who did not complete or did not receive doses of the COVID-19 vaccine.

15- Educational centers and private training centers can continue to provide their services at a maximum 75 percent capacity and with full capacity if 75 percent of the trainees have completed doses of COVID-19 vaccine, with all the instructors working at these centers have completed the COVID-19 vaccine doses, while obligating trainees who did not receive or complete the doses of the COVID-19 vaccines to carry out a rapid antigen test accredited by the MOPH.

16- Continuing to allow nurseries to open and provide their services at a maximum 75 percent capacity, provided that all workers have completed the COVID-19 vaccine doses.

17- Continuing to allow museums and public libraries to continue operating with a full capacity, allowing entry to everyone, whether those who have completed the COVID-19 vaccine doses or not, and allowing entry to children.

18- Continuing to allow centers for people with disabilities to provided their services with a maximum of five people per session, provided that all workers have completed the COVID-19 vaccine doses.

19- Continuing to allow professional sports training both indoors and outdoors, permitting preparatory training for local and international tournaments approved by the MOPH, allowing training of age groups (18 and under) with a maximum capacity of 40 persons outdoors, and 30 persons indoors, provided that all have completed the doses of the COVID-19 vaccine, with no public attendance, and suspending the training of children under 12 years of age in private clubs.

20- Continuing to allow the hosting of local and international sporting events after obtaining the approval of the MOPH, with the presence of fans not surpassing the 50 percent capacity in outdoor venues, provided that they all completed the doses of the COVID-19 vaccine, and allowing the presence of a maximum 30 percent capacity of the fans in closed places, provided that they have completed the doses of the COVID-19 vaccine, and suspending the local and private sports leagues and tournaments for all age groups as well as community sports tournaments and activities.

21- Continuing to allow the organization of conferences, exhibitions, and events in accordance with the following:

A- A capacity not exceeding 50 percent in open spaces.

B – A capacity not exceeding 30 percent in closed places.

In all cases, prior approval from the Ministry of Public Health is required before holding any conference, exhibition or event, provided that all organizers and participants in such conferences, exhibitions and events have completed the COVID-19 vaccine doses.

22- Continuing to allow the work of commercial complexes with a full capacity, and to allow the entry of everyone, whether those who have completed doses of the COVID-19 vaccine or not, and to allow the entry of children, and to allow the opening of common restaurant areas within the commercial complexes, not exceeding 50 percent of the capacity, allowing the opening of mosques, changing rooms and toilets in those complexes, with all shops adhering to those measures.

23- Continuing to allow restaurants and cafes to serve food and beverages according to the following:

A- In outdoor spaces, a full capacity for restaurants and cafes that have the Qatar Clean certificate and a maximum capacity of 50 percent for restaurants and cafes that meet the conditions determined by the Ministry of Commerce and Industry.

B- In indoor places, a maximum capacity of 75 percent for restaurants and cafes that have the Qatar Clean certificate, and a maximum capacity of 40 percent for restaurants and cafes that meet the conditions determined by the Ministry of Commerce and Industry, provided that all customers have completed the COVID-19 vaccine doses, and allow entry to children under 12 years of age accompanied by their families only.

In all cases, all workers in those facilities must have completed doses of the COVID-19 vaccine.

24- Continuing to allow the opening of rental services of boats, tourist yachts and pleasure boats, provided that all workers have completed doses of the COVID-19 vaccine, and that the number of passengers on these boats and yachts does not exceed 30 percent of its capacity with a maximum of 15 people who have completed doses of the COVID-19 vaccine. Owners of boats and personal yachts are obligated not to have more than 12 people on board, with the exception of family members residing in the same house.

25- Allowing popular markets to operate every day with a full capacity, allowing children to enter, with all stores in those markets adhering to the maximum number of customers allowed to be there, which is determined by the Ministry of Commerce and Industry.

26- Continuing the functioning of wholesale markets at a capacity not exceeding 75 percent, and allowing to everyone, whether those who have completed doses of the COVID-19 vaccine or not, allowing children to enter. All stores must adhere to the maximum number of customers allowed inside, which is determined by the Ministry of Commerce and Industry, and allowing auctions to be held in those markets.

27- Continuing to allow the opening of beauty and hairdressing salons with a capacity not exceeding 50 percent, provided that all workers in those facilities and clients have completed doses of the COVID-19 vaccine, and allowing the entry of children, taking into account that there are no more than two children under 12 years at the same time in those salons.

28- Continuing to allow the opening of amusement parks and all entertainment centers according to the following:

A- A capacity not exceeding 75 percent in open spaces.

B – A capacity not exceeding 50 percent in closed places, provided that 75 percent of the customers have completed doses of the COVID-19 vaccine, and allowing entry of children under 12 years, accompanied by their families only, and counting them within the percentage of 25 percent allowed for those who did not complete or did not receive doses of the COVID-19 vaccine.

In all cases, all employees of these facilities must have completed doses of the COVID-19 vaccine.

29- Continuing to allow the opening of health clubs, physical training clubs, and massage services, not exceeding 75 percent of the capacity, with the closure of saunas, steam rooms, Moroccan and Turkish baths and allowing the opening of changing rooms, showers, and jacuzzi services, provided that all employees of these facilities and customers have completed doses of the COVID-19 vaccine.

30- Continuing to allow the opening of swimming pools and water parks according to the following:

A- A capacity not exceeding 75 percent in open spaces.

B – A capacity not exceeding 50 percent in closed places, provided that 75 percent of the customers who have completed doses of the COVID-19 vaccine, and allowing entry to children under 12 years, accompanied by their families only, and counting them within the percentage of 25 percent allowed for those who did not complete or did not receive doses of the COVID-19 vaccine.

In all cases, all employees of these facilities must have completed doses of the COVID-19 vaccine.

31- Continuing to allow medical services to be provided in private health care facilities with the full capacity of these facilities, provided that all workers have completed doses of the COVID-19 vaccine

32- Continuing to allow cleaning and hospitality companies to provide their services through their employees who have completed doses of the COVID-19 vaccine, whether in one or more homes, allowing the provision of cleaning and hospitality services to the facilities contracting with it during working hours with a full capacity, through its employees who have completed doses of the COVID-19 vaccine.

Second: Compliance with the health requirements, procedures, precautionary measures and controls determined by the Ministry of Public Health shall be taken into consideration.

Third: The Ministry of Interior, the Ministry of Public Health, the Ministry of Commerce and Industry, and other government agencies, each within its jurisdiction, take the necessary measures in this regard, to ensure compliance with health requirements, precautionary measures and established controls.

Fourth: These decisions shall come into force as of Saturday, Jan. 29 , 2022, until further notice.

The Cabinet took note of what will be issued by the Ministry of Education and Higher Education regarding the attendance rate of students in all public and private schools and kindergartens, and the precautionary measures that will be followed.

Then, the Cabinet considered the topics on the agenda as follows:

First- Approval of the draft Cabinet decision to amend some of the provisions of decision No. 2 for 2019 to form and organize the Statistics Advisory Committee.

The committee, established by the Planning and Statistics Authority, is responsible for:

1- Expressing opinions and providing advice on all statistical operations.

2- Suggesting priorities to meet the needs of users of statistical data.

3- Suggesting the necessary annual statistical plans and programs.

4. Providing the required support to improve the statistical work.

Second – Approval of the draft decision of the Minister of Endowments and Islamic Affairs regarding achieving the transparency requirements for endowments.

Third – Approval of the renewal of the membership term of the National Civil Aviation Security Committee for three years, starting from 11/4/2022.

This committee established in the Civil Aviation Authority is specialized in several specializations, including: developing the general policy for civil aviation security, coordinating between ministries and government agencies and other parties concerned with the implementation of the National Civil Aviation Security Program, defining procedures and issuing necessary instructions to protect civil aviation from acts of unlawful interference and following up on their implementation, and evaluating the standards and procedures in place, in line with technological developments related to civil aviation security and other related technologies.

Fourth – Approval of a draft letter of intent between the Ministry of Municipality in the State of Qatar and the Ministry of Agriculture, Water Resources and Fishing in the Republic of Tunisia.

Fifth – The Cabinet reviewed the following topics and took appropriate decisions:

1- The report of the National Committee for the Prohibition of Weapons on the results of its work during the period from 1/9 to 31/12/2021.

2- Reports of the coordination committee on the protection of Qatar railways facilities ‘Qatar Rail’ on the results of its work during the period from 1/8/2020 to 31/10/2021.

3- The results of the 41st meeting of the Arab Ministers of Social Affairs Council and the Conference of the Management of Social Transformations (MoST) Program and the 46th coordination meeting of the Ministers of Social Affairs in the GCC countries in Riyadh in Dec. 2021.

4- Results of the 112th session of the Board of Directors of the International Organization for Migration (IOM) in Geneva in Dec. 2021.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية، الاجتماع العادي الذي عقده المجلس ظهر اليوم عبر تقنية الاتصال المرئي.

وعقب الاجتماع أدلى سعادة السيد محمد بن عبدالله السليطي، وزير الدولة لشؤون مجلس الوزراء بما يلي :

في بداية الاجتماع استمع المجلس إلى الشرح الذي قدمته سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد – 19/، كما اطلع على تقرير اللجنة العليا لإدارة الأزمات في هذا الصدد، وحرصاً على صحة وسلامة جميع أفراد المجتمع، قرر ما يلي :

أولاً :

1- استمرار مباشرة جميع الموظفين في القطاع الحكومي أعمالهم بمقر عملهم، والسماح بمباشرة جميع العاملين بالقطاع الخاص أعمالهم بمقر عملهم.

2- استمرار السماح بعقد الاجتماعات بالنسبة للموظفين والعاملين بالقطاعين الحكومي والخاص المتواجدين بمقر عملهم بحضور ما لا يزيد على (30) شخصاً ممن استكملوا جرعات لقاح /كوفيد – 19/ ، على أن تكون باقي الاجتماعات (عن بعد) باستخدام الوسائل التقنية الحديثة.

3- استمرار إلزام جميع الموظفين والعاملين بالقطاعين الحكومي والخاص بإجراء فحص الاختبار السريع لفيروس كورونا (Rapid Antigen) المعتمد من وزارة الصحة العامة ، أسبوعياً، وذلك بالنسبة للموظفين والعاملين الذين لم يتلقوا أو يستكملوا جرعات لقاح /كوفيد – 19/ ، ويعفى من إجراء ذلك الفحص الموظفون والعاملون الذين استكملوا جرعات لقاح /كوفيد – 19/ ، والمتعافون من المرض.

4- استمرار الإلزام بارتداء الكمامات في جميع الأماكن العامة المفتوحة والمغلقة ، ويستثنى من ذلك الأشخاص الذين يمارسون الرياضة في الأماكن المفتوحة .

5- استمرار العمل بإلزام جميع المواطنين والمقيمين والزائرين بتفعيل تطبيق احتراز (EHTERAZ) على الهواتف الذكية عند الخروج من المنزل لأي سبب .

6- استمرار فتح المساجد لأداء الفروض اليومية وصلاة الجمعة، والسماح بدخول الأطفال ، مع الالتزام بالتدابير الاحترازية التي تحددها وزارة الصحة العامة ووزارة الأوقاف والشؤون الإسلامية، والسماح بفتح دورات المياه ومرافق الوضوء في المساجد التي تحددها وزارة الأوقاف والشؤون الإسلامية .

7- استمرار السماح باللقاءات الاجتماعية في المنازل والمجالس وفقاً لما يلي :

أ- بتواجد (10) أشخاص ، بحد أقصى ، ممن استكملوا جرعات لقاح /كوفيد – 19/ ، وذلك في الأماكن المغلقة في المنازل والمجالس ، ويستثنى من ذلك أفراد الأسرة المقيمة في المنزل ذاته .

ب- بتواجد (15) شخصاً ، بحد أقصى ، ممن استكملوا جرعات لقاح /كوفيد – 19/ ، وذلك في الأماكن المفتوحة في المنازل والمجالس ، ويستثنى من ذلك أفراد الأسرة المقيمة في المنزل ذاته.

8- استمرار السماح بإقامة حفلات الزفاف في قاعات الأفراح بالفنادق وقاعات الأفراح المستقلة فقط ، وبالتواجد فيها للأشخاص الذين استكملوا جرعات لقاح /كوفيد – 19/ وفقاً لما يلي :

أ- بتواجد ما لا يجاوز (30%) من الطاقة الاستيعابية لقاعة الأفراح المغلقة ، وبحد أقصى (40) شخصاً .

ب- بتواجد ما لا يجاوز (50%) من الطاقة الاستيعابية لقاعة الأفراح المفتوحة ، وبحد أقصى (80) شخصاً .

9- استمرار السماح بالتجمعات أو الجلوس في الحدائق العامة والشواطئ والكورنيش بحد أقصى (15) شخصاً أو أفراد الأسرة المقيمة في المنزل ذاته ، ويسمح بممارسة الرياضة الفردية كالمشي والجري وركوب الدراجات الهوائية، والسماح بفتح ساحات الألعاب وأجهزة ممارسة الرياضة في تلك الأماكن ، والسماح بافتتاح الشواطئ الخاصة بما لا يجاوز (75%) من الطاقة الاستيعابية ، والسماح بفتح دورات المياه في الحدائق التي تُحددها وزارة البلدية .

10- استمرار العمل بإلزام جميع المواطنين والمقيمين والزائرين عند الخروج والتنقل لأي سبب بعدم تواجد أكثر من أربعة أشخاص في المركبة بمن فيهم سائق المركبة، ويستثنى من ذلك أفراد الأسرة المقيمة في المنزل ذاته عند الخروج والانتقال بالمركبات.

11- استمرار السماح بنقل الأشخاص بواسطة الحافلات بما لا يجاوز (75%) من الطاقة الاستيعابية للحافلة، مع اتخاذ الإجراءات والتدابير الاحترازية.

12- استمرار تشغيل خدمات المترو وخدمات النقل العام بما لا يجاوز (75%) من الطاقة الاستيعابية طوال أيام الأسبوع ، مع استمرار إغلاق الأماكن المخصصة للتدخين، وعدم السماح بتناول الطعام والشراب في وسائل النقل المذكورة.

13- استمرار السماح بفتح مدارس تعليم القيادة وتقديم خدماتها ، وفقاً لما يلي :

أ- بطاقة استيعابية كاملة في حال كان (75%) أو أكثر من إجمالي عدد المتدربين ممن استكملوا جرعات لقاح /كوفيد – 19/.

ب- بطاقة استيعابية لا تجاوز (75%) إذا كانت نسبة المتدربين الذين استكملوا جرعات لقاح /كوفيد – 19/ أقل من (75%) من إجمالي عدد المتدربين.

وفي جميع الأحوال يجب أن يكون جميع العاملين الذين يباشرون العمل بالمدرسة من الذين استكملوا جرعات لقاح /كوفيد – 19/، مع إلزام جميع المتدربين الذين لم يستكملوا أو لم يتلقوا جرعات لقاح /كوفيد – 19/ بإجراء فحص الاختبار السريع لفيروس كورونا (Rapid Antigen) المعتمد من وزارة الصحة العامة.

14- استمرار السماح بفتح المسارح ودور السينما وتقديم خدماتها بما لا يجاوز (50%) من الطاقة الاستيعابية ، على أن يكون من بين تلك النسبة (75%) من العملاء ممن استكملوا جرعات لقاح /كوفيد – 19/، والسماح بدخول الأطفال دون (12) عاماً واحتسابهم ضمن نسبة الـ(25%) المسموح بها للذين لم يستكملوا أو لم يتلقوا جرعات لقاح /كوفيد – 19/.

15- استمرار السماح للمراكز التعليمية ومراكز التدريب الخاصة بتقديم خدماتها بطاقة استيعابية لا تجاوز (75%) ، وبطاقة استيعابية كاملة في حال كان (75%) أو أكثر من إجمالي عدد المتدربين ممن استكملوا جرعات لقاح /كوفيد – 19/ ، على أن يكون جميع المدربين الذين يباشرون العمل بتلك المراكز من الذين استكملوا جرعات لقاح /كوفيد – 19/ ، مع إلزام المتدربين الذين لم يتلقوا جرعات لقاح /كوفيد – 19/ بإجراء فحص الاختبار السريع لفيروس كورونا (Rapid Antigen) المعتمد من وزارة الصحة العامة .

16- استمرار السماح بفتح دور الحضانة وتقديم خدماتها بما لا يجاوز (75%) من الطاقة الاستيعابية، على أن يكون جميع العاملين الذين يباشرون العمل بدور الحضانة من الذين استكملوا جرعات لقاح /كوفيد – 19/.

17- استمرار السماح بفتح المتاحف والمكتبات العامة بطاقة استيعابية كاملة ، والسماح بدخول الجميع سواء من استكملوا جرعات لقاح /كوفيد – 19/ أو لم يستكملوا ، والسماح بدخول الأطفال.

18- استمرار السماح بعقد الجلسات التعليمية في المراكز المخصصة لذوي الاحتياجات الخاصة بما لا يجاوز (5) أشخاص في الجلسة الواحدة ، على أن يكون جميع المدربين الذين يباشرون العمل بتلك المراكز من الذين استكملوا جرعات لقاح /كوفيد – 19/.

19- استمرار السماح بالتدريبات الرياضية الاحترافية ، سواء في الأماكن المغلقة أو المفتوحة، والسماح بالتدريبات التحضيرية للبطولات المحلية والدولية المعتمدة من قبل وزارة الصحة العامة ، والسماح بتدريبات الفئات العمرية من (18) عاماً فما دون للأندية والاتحادات الرياضية القطرية ، وبحد أقصى (40) شخصاً في الأماكن المفتوحة و(30) شخصاً في الأماكن المغلقة ، ممن استكملوا جرعات لقاح /كوفيد – 19/، مع عدم السماح بحضور الجمهور، وتعليق تدريب الأطفال دون (12) عاماً في الأندية الخاصة .

20- استمرار السماح بتنظيم الفعاليات الرياضية المحلية والدولية بعد الحصول على موافقة وزارة الصحة العامة ، والسماح بتواجد ما لا يجاوز (50%) من الطاقة الاستيعابية للجمهور في الأماكن المفتوحة على أن يكونوا ممن استكملوا جرعات لقاح /كوفيد – 19/، والسماح بتواجد ما لا يجاوز (30%) من الطاقة الاستيعابية للجمهور في الأماكن المغلقة على أن يكونوا ممن استكملوا جرعات لقاح /كوفيد – 19/ ، وتعليق الدوريات والبطولات الرياضية المحلية والخاصة للفئات العمرية وتعليق بطولات وأنشطة الرياضات المجتمعية.

21- استمرار السماح بتنظيم المؤتمرات والمعارض والفعاليات وفقاً لما يلي :

أ- بطاقة استيعابية لا تجاوز (50%) ، في الأماكن المفتوحة .

ب- بطاقة استيعابية لا تجاوز (30%) ، في الأماكن المغلقة.

وفي جميع الأحوال ، يلزم الحصول على موافقة مسبقة من وزارة الصحة العامة قبل إقامة أي مؤتمر أو معرض أو فعالية ، وأن يكون جميع المنظمين والمشاركين بتلك المؤتمرات والمعارض والفعاليات ممن استكملوا جرعات لقاح /كوفيد – 19/.

22- استمرار السماح بعمل المجمعات التجارية بطاقة استيعابية كاملة ، والسماح بدخول الجميع سواء من استكملوا جرعات لقاح /كوفيد – 19/ أو لم يستكملوا ، والسماح بدخول الأطفال ، والسماح بفتح ساحات المطاعم المشتركة داخل المجمعات التجارية بما لا يجاوز (50%) من الطاقة الاستيعابية لتلك الساحات ، والسماح بفتح المصليات وغرف تبديل الملابس ودورات المياه بتلك المجمعات ، مع التزام جميع المحال بتلك المجمعات بالحد الأقصى للعملاء المسموح بتواجدهم بها والذي تحدده وزارة التجارة والصناعة.

23- استمرار السماح للمطاعم والمقاهي بتقديم الأطعمة والمشروبات وفقاً لما يلي :

أ- بطاقة استيعابية كاملة للمطاعم والمقاهي الحاصلة على شهادة برنامج “قطر نظيفة” ، وبطاقة استيعابية لا تجاوز (50%) للمطاعم والمقاهي التي تتوافر فيها الشروط التي تحددها وزارة التجارة والصناعة، وذلك في الأماكن المفتوحة.

ب- بطاقة استيعابية لا تجاوز (75%) للمطاعم والمقاهي الحاصلة على شهادة برنامج “قطر نظيفة” ، وبطاقة استيعابية لا تجاوز (40%) للمطاعم والمقاهي التي تتوافر فيها الشروط التي تحددها وزارة التجارة والصناعة ، على أن يكون جميع العملاء ممن استكملوا جرعات لقاح /كوفيد – 19/ ، والسماح بدخول الأطفال دون (12) عاماً برفقة أسرهم فقط، وذلك في الأماكن المغلقة.

وفي جميع الأحوال يجب أن يكون جميع العاملين بتلك المنشآت من الذين استكملوا جرعات لقاح /كوفيد – 19/.

24- استمرار السماح بعمل خدمات تأجير القوارب واليخوت السياحية وقوارب النزهة، على أن يكون جميع العاملين بتلك القوارب واليخوت ممن استكملوا جرعات لقاح /كوفيد – 19/ ، وألا يتجاوز عدد الركاب بتلك القوارب واليخوت (30%) من الطاقة الاستيعابية لها وبحد أقصى (15) شخصاً من الذين استكملوا جرعات لقاح /كوفيد – 19/ ، ويلتزم أصحاب القوارب واليخوت الشخصية في حال استخدامها بعدم تواجد أكثر من (12) شخصاً على متنها ، ويستثنى من ذلك أفراد الأسرة المقيمة في المنزل ذاته .

25- استمرار السماح بعمل الأسواق الشعبية طوال أيام الأسبوع بطاقة استيعابية كاملة ، والسماح بدخول الأطفال، مع التزام جميع المحال بتلك الأسواق بالحد الأقصى للعملاء المسموح بتواجدهم بها والذي تحدده وزارة التجارة والصناعة.

26- استمرار عمل أسواق الجملة بطاقة استيعابية لا تجاوز (75%)، والسماح بدخول الجميع سواء من استكملوا جرعات لقاح /كوفيد – 19/ أو لم يستكملوا ، والسماح بدخول الأطفال ، مع التزام جميع المحال بتلك الأسواق بالحد الأقصى للعملاء المسموح بتواجدهم بها والذي تحدده وزارة التجارة والصناعة، والسماح بإقامة المزادات بتلك الأسواق.

27- استمرار السماح بفتح صالونات التجميل والحلاقة بطاقة استيعابية لا تجاوز (50%) ، على أن يكون جميع العاملين بتلك المنشآت والعملاء ممن استكملوا جرعات لقاح /كوفيد – 19/، والسماح بدخول الأطفال ، مع مراعاة عدم تواجد أكثر من طفلين دون (12) عاماً في ذات الوقت في تلك الصالونات.

28- استمرار السماح بفتح مدن الملاهي وجميع المراكز الترفيهية وفقاً للتالي:

أ- بطاقة استيعابية لا تجاوز (75%) في الأماكن المفتوحة .

ب- بطاقة استيعابية لا تجاوز (50%) في الأماكن المغلقة، على أن يكون من بين تلك النسبة (75%) من العملاء ممن استكملوا جرعات لقاح /كوفيد – 19/ ، والسماح بدخول الأطفال دون (12) عاماً برفقة أسرهم فقط ، واحتسابهم ضمن نسبة الـ(25%) المسموح بها للذين لم يستكملوا أو لم يتلقوا جرعات لقاح /كوفيد – 19/.

وفي جميع الأحوال ، يجب أن يكون جميع العاملين بتلك المنشآت من الذين استكملوا جرعات لقاح /كوفيد – 19/.

29- استمرار السماح بفتح الأندية الصحية وأندية التدريب البدني وخدمات المساج بما لا يجاوز (75%) من الطاقة الاستيعابية ، مع إغلاق غرف الساونا والبخار والحمامات المغربية والتركية ، والسماح بفتح غرف تبديل الملابس والاستحمام وخدمات الجاكوزي ، على أن يكون جميع العاملين بتلك المنشآت والعملاء ممن استكملوا جرعات لقاح /كوفيد – 19/ .

30- استمرار السماح بفتح برك السباحة وحدائق الألعاب المائية وفقاً للتالي :

أ- بطاقة استيعابية لا تجاوز (75%) في الأماكن المفتوحة .

ب- بطاقة استيعابية لا تجاوز (50%) في الأماكن المغلقة، على أن يكون من بين تلك النسبة (75%) من العملاء ممن استكملوا جرعات لقاح /كوفيد – 19/، والسماح بدخول الأطفال دون (12) عاماً برفقة أسرهم فقط ، واحتسابهم ضمن نسبة الـ(25%) المسموح بها للذين لم يستكملوا أو لم يتلقوا جرعات لقاح /كوفيد – 19/.

وفي جميع الأحوال ، يجب أن يكون جميع العاملين بتلك المنشآت من الذين استكملوا جرعات لقاح /كوفيد – 19/.

31- استمرار السماح بتقديم الخدمات الطبية في منشآت الرعاية الصحية الخاصة بكامل الطاقة الاستيعابية لهذه المنشآت، على أن يكون جميع العاملين الذين يباشرون العمل بتلك المنشآت من الذين استكملوا جرعات لقاح /كوفيد – 19/ .

32- استمرار السماح لشركات النظافة والضيافة بتقديم خدماتها من خلال العاملين لديها الذين استكملوا جرعات لقاح /كوفيد – 19/ سواء في منزل أو أكثر ، والسماح بتقديم خدمات النظافة والضيافة للمنشآت المتعاقدة معها أثناء ساعات العمل بطاقة استيعابية كاملة ، وذلك من خلال العاملين لديها الذين استكملوا جرعات لقاح /كوفيد – 19/ .

ثانياً: يراعى في ذلك الالتزام بالاشتراطات الصحية والاجراءات والتدابير الاحترازية والضوابط التي تحددها وزارة الصحة العامة .

ثالثاً: تتولى وزارة الداخلية ، ووزارة الصحة العامة ، ووزارة التجارة والصناعة ، والجهات الحكومية الأخرى – كل فيما يخصه – اتخاذ الإجراءات اللازمة في هذا الصدد، لضمان الالتزام بالاشتراطات الصحية والإجراءات والتدابير الاحترازية والضوابط المقررة .

رابعاً: يُعمل بهذه القرارات اعتباراً من يوم السبت الموافق 29 / 1 / 2022 ، وذلك حتى إشعار آخر .

وأحاط المجلس علماً بما ستصدره وزارة التربية والتعليم والتعليم العالي بشأن نسبة حضور الطلبة في جميع المدارس ورياض الأطفال الحكومية والخاصة ، والإجراءات الاحترازية التي ستتبعها .

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي :

أولاً- الموافقة على مشروع قرار مجلس الوزراء بتعديل بعض أحكام القرار رقم (2) لسنة 2019 بتشكيل لجنة الإحصاء الاستشارية وتنظيم أعمالها .

وتختص هذه اللجنة المنشأة بجهاز التخطيط والإحصاء بما يلي :

1- إبداء الرأي وتقديم المشورة بشأن جميع العمليات الإحصائية .

2- اقتراح الأولويات لتلبية احتياجات المستخدمين للبيانات الإحصائية .

3- اقتراح الخطط والبرامج الإحصائية السنوية اللازمة .

4- توفير الدعم المطلوب للارتقاء بالعمل الإحصائي .

ثانياً- الموافقة على مشروع قرار وزير الأوقاف والشؤون الإسلامية بشأن تحقيق متطلبات الشفافية للأوقاف .

ثالثاً- الموافقة على تجديد مدة عضوية اللجنة الوطنية لأمن الطيران المدني ، لثلاث سنوات اعتباراً من 11 / 4 / 2022 .

وتختص هذه اللجنة المنشأة بالهيئة العامة للطيران المدني بعدة اختصاصات منها : تطوير السياسة العامة بأمن الطيران المدني ، والتنسيق بين الوزارات والأجهزة الحكومية وغيرها من الجهات المعنية بتنفيذ البرنامج الوطني لأمن الطيران المدني ، وتحديد الاجراءات واصدار التعليمات اللازمة لحماية الطيران المدني من أفعال التدخل غير المشروع ومتابعة تنفيذها ، وتقييم المعايير والإجراءات المعمول بها ، بما يتفق مع التطورات التكنولوجية المتعلقة بأمن الطيران المدني والتقنيات الأخرى المرتبطة بها .

رابعاً- الموافقة على مشروع خطاب نوايا بين وزارة البلدية في دولة قطر ووزارة الفلاحة والموارد المائية والصيد البحري في الجمهورية التونسية .

خامساً- استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة :

1- تقرير اللجنة الوطنية لحظر الأسلحة عن نتائج أعمالها خلال الفترة من 1 / 9 إلى 31 / 12 / 2021 .

2- تقارير لجنة تنسيق آليات حماية منشآت السكك الحديد القطرية “الريل” عن نتائج أعمالها خلال الفترة من 1 / 8 / 2020 إلى 31 / 10 / 2021 .

3- نتائج الدورة (41) لمجلس وزراء الشؤون الاجتماعية العرب ومنتدى برنامج إدارة التحولات الاجتماعية لليونسكو “MoST” ، والاجتماع التنسيقي (46) لوزراء الشؤون الاجتماعية بدول مجلس التعاون لدول الخليج العربية (الرياض ديسمبر 2021) .

4- نتائج الدورة (112) لمجلس إدارة المنظمة الدولية للهجرة ( جنيف ديسمبر 2021 ) .
