Inflation is Global Crisis that Requires Solutions and Laws

Doha: Qatari newspapers highlighted, in their Tuesday editorials, the Shura Councils discussion, in its regular weekly session on Monday, about the issue of inflation, the rise in the cost of living and the increase in financial burdens in society.

The inflation index in Qatar at the end of last year recorded its highest reading since 2014, driven by the rise in the prices of a number of goods and services in key sectors.

The newspapers warned that the issue of inflation affected not just Qatar, but many countries around the world. They highlighted that overcoming this state of inflation for consumers is easy through preventing the dominance of consumerism, and limiting spending money on luxury goods and services, without underestimating the importance of other factors that led to an increase in inflation, including the significant rise in freight rates, which affects prices.

Al-Sharq newspaper said in its editorial that the inflation index in Qatar at the end of last year recorded its highest reading since 2014, driven by the rise in the prices of a number of goods and services in key sectors. The consumer price index rose by 6.47 percent, which necessitated a discussion by the Shura Council to clarify reasons and find the necessary solutions to stop the rising cost of living and increased financial burden on society.

Although the issue of inflation is a global crisis, such as the rise in oil and gas prices, and disruptions in supply chains, there are local causes for the issue, such as monopoly and culture of consumption. This prompts the reconsideration of laws and policies that prevent monopolistic practices, and puts forward initiatives of societal change to consumer culture, and reduces spending on luxury goods and services, the newspaper explained.

Al-Sharq indicated that the Shura Council, in its session on Monday, touched on the importance of national companies, supported by the state, contributing to confronting this phenomenon, the need to reduce the monopoly of some companies on goods and services, increase the permissible licenses for shops, and change the uses of some lands and streets to commercial ones. They stressed that the steady rise in prices has become a threat to the standard of living and the prosperity of citizens. This issue requires holding periodic meetings to work on taking effective steps and discuss the rationale to come up with positive and effective results and solutions.

Concluding, the newspaper said that according to economic experts, determining the rental value and increasing subsidized food commodities according to the needs of citizens, opening the field of competition, easing investment burdens, and increasing commercial streets, are all solutions that can contribute to decreasing inflation rates. Therefore, the Shura Council must now consider the laws enacted by the state to regulate the market, prevent monopoly, protect the consumer, regulate the work of commercial agents and search for the necessary legislative means to control the market in line with the states objectives in achieving the welfare of the citizen.

Al-Watan newspaper highlighted the Shura Council’s discussion, in its regular weekly session on Monday, about the inflation issue and the rise in the cost of living and the increase in financial burdens on society, based on a request for general discussion submitted by several members.

HE Speaker of the Shura Council Hassan bin Abdullah Al Ghanim indicated that inflation has witnessed great jumps in the world during the last period, pointing to the importance of discussing the issue at the local level, given that it witnessed a great disparity compared to the countries of the region, and needs effective steps to address it, the newspaper said.

It referred to what was said by HE Deputy Speaker of the Shura Council Dr. Hamda bint Hassan Al Sulaiti that inflation recently exceeded six percent, while it was expected that it would not exceed 2.5 percent, indicating that the high inflation rate requires studying the issue and considering the laws that were enacted by the state to regulate the market, prevent monopoly, protect the consumer, and regulate the work of commercial agents.

The inflation index in Qatar recorded its highest reading since 2014, driven by the rise in the prices of a number of goods and services in key sectors for internal and external reasons, some of which are related to supply chain disruptions, which left its effects on many countries of the world, not only State of Qatar. However, overcoming this state of inflation for consumers is very easy by preventing the dominance of consumer life values, the newspaper noted.

Al-Watan concluded its editorial by saying that the wrong consumption culture plays a major role in raising prices, which calls for spreading awareness about consumption, and reducing spending money on luxury goods and services, without underestimating the importance of other factors that led to an increase in inflation rates, such as high freight rates.

For its part, The Peninsula newspaper saw that soaring prices are emerging as a feature of the pandemic-era recovery, explaining that there are worldwide manufacturing revives at different speeds, which causes a mismatch between the goods that are being produced and those that customers want to buy and that is helping drive prices higher. It pointed out that the high inflation rate in Qatar is similar to the prevailing trend in other major economies around the world.

The newspaper referred to the assertion of HE Speaker of the Shura Council Hassan bin Abdullah Al Ghanim on the importance of discussing inflation at the local level, given that it witnessed a significant disparity compared to the countries of the region and needs practical steps to address it. Al Ghanim pointed out that inflation and price increases necessitate the Council to discuss its justifications to develop positive and effective results and solutions.

The Peninsula highlighted what was mentioned by HE Deputy Speaker of the Shura Council Dr. Hamda bint Hassan Al Sulaiti, on the importance of studying the issue and considering the laws that were enacted by the state to regulate the market, prevent monopoly, protect the consumer, and regulate the work of commercial agents.

The newspaper indicated that at the height of the pandemic, the government injected significant funds into the economy, and the country has maintained a stable outlook. Despite the rise, Qatar still leads the Arab world in the assessment index on the quality of life of Arab citizens, according to Kuwait-based think-tank CSRGulf.

Concluding, The Peninsula noted that all the major indicators indicate that Qatars economy set to achieve remarkable performance in coming years, and that the consensus forecasts by a number of international institutions, organizations, and banks showed that the Qatari economy will undergo recovery during 2021 and 2022, adding that optimism by global organizations about Qatar demonstrate the strength and resilience of the local economy.

وأوضحت أنه على الرغم من أن موضوع التضخم هو أزمة عالمية، إلا أن هناك أسبابا محلية للمشكلة بخلاف ارتفاع أسعار النفط والغاز، والاضطرابات في سلاسل الإمداد، مثل الاحتكار، وثقافة الاستهلاك، مما يدفعنا إلى إعادة النظر في القوانين والسياسات التي تمنع الممارسات الاحتكارية، وطرح مبادرات مجتمعية لتغيير ثقافة المستهلك، والحد من إنفاق الأموال على السلع والخدمات الكمالية .

وأشارت /الشرق/ إلى أن مجلس الشورى تطرق في جلسته أمس، إلى أهمية دور الشركات الوطنية المدعومة من الدولة، في مواجهة جميع تلك الظواهر المؤدية إلى التضخم، وعلى رأسها الاحتكار، فضلاً عن ضرورة زيادة المسموح في رخص المحلات التجارية، وتغيير استخدامات بعض الأراضي والشوارع إلى تجارية، مؤكداً أن ارتفاع الأسعار المطرد أصبح يهدد المستوى المعيشي ورخاء المواطنين، مما يتطلب عقد اجتماعات دورية والعمل على اتخاذ خطوات فاعلة لمعالجة الإشكالية، وبحث الحيثيات للخروج بنتائج وحلول إيجابية وفعالة.

واختتمت الصحيفة افتتاحيتها بالقول:” وفقاً لخبراء اقتصاديين، فإن تحديد القيمة الايجارية وزيادة السلع التموينية المدعومة وفق دراسة حاجات المواطنين، وفتح مجال المنافسة وتخفيف الأعباء عن الاستثمار، وزيادة الشوارع التجارية، جميعها حلول يمكن أن تساهم في تراجع نسب التضخم .. لذلك يتعين على مجلس الشورى الآن النظر في القوانين التي سنتها الدولة لتنظيم السوق ومنع الاحتكار وحماية المستهلك، وتنظيم أعمال الوكلاء التجاريين.. والبحث عن السبل التشريعية اللازمة لضبط السوق بما يتناسب مع أهداف الدولة في تحقيق رفاهية المواطن “.

ولفتت إلى ما قالته سعادة الدكتورة حمدة بنت حسن السليطي، نائب رئيس مجلس الشورى، إن التضخم تجاوز مؤخرا 6 بالمئة، في حين أنه كان من المتوقع ألا يتجاوز 2.5 بالمئة، موضحة أن النسبة التي وصل لها التضخم كبيرة، ويتوجب معها دراسة الموضوع، والنظر في القوانين التي سنتها الدولة لتنظيم السوق ومنع الاحتكار وحماية المستهلك، وتنظيم أعمال الوكلاء التجاريين.

من ناحيتها رأت صحيفة /البننسولا/ أن الأسعار المرتفعة كانت أحدى آثار التعافي في عصر وباء كورونا (كوفيد-19)، حيث أن هناك عدم توافق بين البضائع التي يتم إنتاجها وتلك التي يرغب العملاء في شرائها نظرًا لأن الصناعات تنتعش في جميع أنحاء العالم بسرعات مختلفة، مما ساهم في ارتفاع الأسعار، لافتة إلى أن ارتفاع معدل التضخم في قطر مماثل للاتجاه السائد في الاقتصادات الكبرى الأخرى حول العالم.

وأشارت إلى تأكيد سعادة السيد حسن بن عبدالله الغانم رئيس مجلس الشورى خلال الجلسة الأسبوعية العادية لمجلس الشورى، على أهمية مناقشة التضخم على المستوى المحلي، نظرا لأنه شهد تفاوتا كبيرا بالمقارنة مع دول المنطقة ويحتاج إلى اتخاذ خطوات عملية لمعالجته، مشدداً على أن التضخم وارتفاع الأسعار يوجب على المجلس بحث حيثياته للخروج بنتائج وحلول إيجابية وفعالة.

واختتمت /البننسولا/ افتتاحيتها بالإشارة إلى أن جميع المؤشرات الرئيسية تظهر أن الاقتصاد القطري يستعد لتحقيق أداء متميز في السنوات المقبلة، حيث أظهرت توقعات عدد من المؤسسات والمنظمات والبنوك الدولية أن الاقتصاد القطري سيمر بمرحلة انتعاش خلال عامي 2021 و2022، مؤكدة على أن تفاؤل المنظمات العالمية بشأن قطر يظهر قوة ومرونة الاقتصاد المحلي.
