Complaints: Hotlines are cold; employees busy with their phones during working hours

Doha: Two citizens complained about government employees being preoccupied with their personal phones while working, as well as not answering citizens on hotlines.
Citizen Abdul Aziz said – in an interview with – Watani Al-Habib Good Morning Program – that the employee’s mobile phones hinder them from helping people, explaining that if the employee answers every incoming call, he will not accomplish anything.
Abdul Aziz suggested that the cellphones of the employees be kept at an official’s office, because the presence of a mobile phone with the employee means that he will not complete the tasks assigned to him and serve the public.
For his part, another citizen who works as a lecturer at a university complained about the employees’ failure to respond to citizens on the hotlines designated in ministries and government agencies, pointing to the importance of these lines to help with people’s interests in light of the Coronavirus pandemic.
He explained that one of the official agencies allows its hotlines to automatically contact the citizen after his call, pointing out that he received 48 automatic calls from the hotline, and wondering where the employee was all this time.
He added that sometimes, the operator will refer you to the competent employee to no avail because the employee is not present at his office, so the phone keeps ringing unanswered.
He pointed out that when the phone operators’ ignore incoming calls, thus forcing people to go out to accomplish their needs on their own, especially in light of the Coronavirus pandemic, and that some government agencies and bodies do not allow this.
In this regard, he said, that he received 4 E-mails from the court without an attached file, calling for employees to be made aware of the importance of responding to inquiries and clearing citizens’ transactions.

اشتكى مواطنان من انشغال موظفي الجهات الحكومية بجوالاتهم الشخصية أثناء العمل، وكذلك عدم الرد على المواطنين في خطوط الهاتف الساخنة .
وقال المواطن عبد العزيز – في مداخلة مع برنامج وطني الحبيب صباح الخير – إن الهواتف النقالة للموظف والموظفة تعطلهم عن إنجاز مصالح الناس، موضحاً أن الموظف إذا رد على كل مكالمة واردة لن ينجز شيئاً.
واقترح عبد العزيز، أن يتم الاحتفاظ بهواتف الموظفين عند أحد المسؤولين، لأن وجود الهاتف المحمول مع الموظف يعني أنه لن ينجز المهام الموكلة إليه ويخدم الجمهور .
من جانبه، اشتكى مواطن آخر يعمل محاضراً بإحدى الجامعات من عدم الرد على الخطوط الساخنة والمخصصة بالوزارات والهيئات الحكومية للرد على المواطنين، مشيراً إلى أهمية هذه الخطوط لإنجاز مصالح الناس في ظل جائحة كورونا.
وأوضح أن إحدى الهيئات الرسمية تسمح لهاتفها الساخن بالاتصال أوتوماتيكياً بالمواطن بعد اتصاله، لافتاً إلى أنه استقبل 48 اتصالاً من الهاتف الساخن أوتوماتيكياً، ومتسائلاً أين كان الموظف كل هذا الوقت .
وأضاف أنه في بعض الأحيان، راعي البدالة يقوم بتحويلك إلى الموظف المختص دون جدوى لأنه غير موجود في مكتبه فيظل الهاتف يرن حنى انقطاع الخط .
وأشار إلى تجاهل الموظفين للمكالمات الواردة يجبر الناس على الذهاب لقضاء حوائجهم بأنفسهم، في ظل جائحة كورونا، علاوة على أن بعض الهيئات والمصالح لا تسمح بذلك.
وقال – في هذا الصدد – وصلتني 4 رسائل بريد إلكترونية من المحكمة بدون ملف مرفق، مطالباً بتوعية الموظفين بأهمية الرد على استفسارات وتخليص معاملات المواطنين.
