The most prominent decisions of the weekly cabinet meeting

Doha: The Prime Minister and Minister of Interior HE Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the cabinet’s regular meeting on Wednesday held at its seat at the Amiri Diwan.

Following the meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs HE Dr Issa bin Saad Al Jafali Al Nuaimi issued the following statement:

At the beginning of the meeting, the Cabinet welcomed the results of the sixth session of the Qatar-Turkey Supreme Strategic Committee, which was held in Ankara last Thursday under the chairmanship of the Amir HH Sheikh Tamim bin Hamad Al Thani, and his brother Turkish President HE Recep Tayyip Erdogan.

The cabinet affirmed that the discussions of the Qatari-Turkish summit reflected the depth of the strong strategic relations between the two countries, and the common understanding, solidarity and desire prevailing to enhance and develop them in various fields, especially political, economic, investment, defense, energy, education, transportation, and sports.

The fruitful results of the meeting of the Supreme Strategic Committee in its sixth session, and the agreements, memoranda and declarations signed during that period, to enhance cooperation and understanding, to open new horizons for the development of the strategic partnership between the two countries, for the good and the interests of their brotherly peoples.

At the outset of the meeting, the cabinet was briefed by the Minister of Public Health on the latest developments in the efforts to contain the spread of the Coronavirus (COVID-19). The cabinet stressed on the importance of precautionary measures in combatting the pandemic.

Then, the cabinet considered the topics on the agenda as follows:

First – Taking the necessary measures to issue a draft law approving the state budget for the fiscal year 2021, after the council reviewed the recommendation of the Shura Council on the draft law

Second – Approval of:
1- A draft of the first executive program for the cooperation agreement in the cultural and artistic field between the governments of the State of Qatar and the government of the State of Kuwait for the years (2021, 2022, 2023).

2-A draft agreement between the government of the State of Qatar and the government of the Republic of Rwanda regarding the elimination of double taxation in relation to income taxes and the prevention of tax evasion and avoidance.

3- A draft agreement between the government of the State of Qatar and the United Nations Development Program regarding the establishment of the United Nations Development Program office in Doha.
The preparation of the draft agreement comes within the framework of the state’s keenness to promote and improve the sustainable development goals at the national and global levels, in addition to enhancing cooperation programs in areas of common interest between the government of the State of Qatar and the United Nations Development Program.

Third – The cabinet reviewed the results of the meeting (23) of the ministers concerned with municipal affairs in the countries of the Cooperation Council for the Arab States of the Gulf, which was held on 10/11/2020 via videoconference, and took the appropriate decisions regarding it.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس ظهر اليوم بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة الدكتور عيسى بن سعد الجفالي النعيمي، وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:

في بداية الاجتماع رحب مجلس الوزراء بنتائج الدورة السادسة للجنة الاستراتيجية العليا القطرية التركية التي انعقدت في مدينة أنقرة يوم الخميس الماضي برئاسة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، وأخيه فخامة الرئيس رجب طيب أردوغان رئيس الجمهورية التركية الشقيقة.

وأكد المجلس أن مباحثات القمة القطرية التركية قد عكست عمق العلاقات الاستراتيجية الوطيدة بين البلدين، وما يسودها من تفاهم وتضامن ورغبة مشتركة لتعزيزها وتطويرها في شتى المجالات لاسيما السياسية والاقتصادية والاستثمارية والدفاع والطاقة والتعليم والنقل والرياضة.

كما جاءت النتائج المثمرة لاجتماع اللجنة الاستراتيجية العليا في دورتها السادسة، وما تم توقيعه خلالها من اتفاقيات ومذكرات وإعلانات لتعزيز التعاون والتفاهم، لتفتح آفاقا جديدة لتطوير الشراكة الاستراتيجية بين البلدين، لما فيه خير ومصلحة شعبيهما الشقيقين.

ثم استمع مجلس الوزراء إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد – 19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- اتخاذ الإجراءات اللازمة لاستصدار مشروع قانون باعتماد الموازنة العامة للدولة للسنة المالية 2021، بعد أن اطلع المجلس على توصية مجلس الشورى حول مشروع القانون.

ثانياً – الموافقة على:

1- مشروع البرنامج التنفيذي الأول لاتفاقية التعاون في المجال الثقافي والفني بين حكومة دولة قطر وحكومة دولة الكويت للأعوام (2021 ، 2022 ، 2023).

2- مشروع اتفاقية بين حكومة دولة قطر وحكومة جمهورية رواندا بشأن إزالة الازدواج الضريبي فيما يتعلق بالضرائب على الدخل ومنع التهرب والتجنب الضريبي.

3- مشروع اتفاقية بين حكومة دولة قطر وبرنامج الأمم المتحدة الإنمائي بشأن إنشاء مكتب برنامج الأمم المتحدة الإنمائي في الدوحة.

ويأتي إعداد مشروع الاتفاقية في إطار حرص الدولة على تعزيز أهداف التنمية المستدامة وتحسينها على المستوى الوطني والعالمي، إضافة إلى تعزيز برامج التعاون في المجالات ذات الاهتمام المشترك بين حكومة دولة قطر وبرنامج الأمم المتحدة الإنمائي.

ثالثاً- استعرض مجلس الوزراء نتائج الاجتماع (23) للوزراء المعنيين بشؤون البلديات بدول مجلس التعاون لدول الخليج العربية الذي عقد بتاريخ 2020/11/10 عبر تقنية الاتصال المرئي، واتخذ بشأنها القرار المناسب.
