Doha: The Mission of United Nations International Organization for Migration (IOM) organized a celebration of International Migrants Day under the title “International Migrants Day: Success Stories from Qatar,” under the patronage of HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani.

The parties participating in the ceremony, organized in Doha, shed light on the achievements made by the State of Qatar in the field of migrant workers, highlighting the active and leading role of the various ministries of the state in supporting the Sustainable Development Goals implemented by United Nations programs and institutions.

The celebration also reviewed the success stories of integration and coexistence of migrant workers in the State of Qatar.

    In a speech during the ceremony, HE the Secretary General of the Ministry of Foreign Affairs Dr. Ahmed Hassan Al Hammadi stressed that the State of Qatar paid appreciable attention to migrant workers and considered them authentic partners in the development and renaissance projects pursued by the state. This is in line with the objectives of the Qatar National Vision 2030, which include recruiting migrant workers, protecting their rights, and enhancing economic growth opportunities.

    Thanks to the implementation of Qatar National Vision 2030, the State of Qatar is witnessing a distinct stage in its history, represented in its progress towards a complete, comprehensive and accelerated development. This results in the state recording rates of growth and economic recovery that it has not witnessed before, and the state’s expatriate workers play a pivotal role in this development. Therefore, protecting and promoting their rights has always been a strategic choice and a moral obligation before it was a political and legal obligation, he added.

    He pointed out that the last stage witnessed fundamental legislative and institutional reforms aimed at strengthening and protecting the rights of migrant workers in the State of Qatar and creating a safe and balanced work environment in line with the standards of the International Labor Organization (ILO), as the sponsorship system was abolished and replaced with a contractual system.

    Specific measures were adopted to improve conditions and procedures for hiring expatriate workers, such as the system of wage protection, inspection, occupational safety and health, facilitating access to justice for workers, and removing restrictions related to changing employers, in implementation of the directives of the Qatar National Vision 2030.

    He said that the State of Qatar is convinced that wealth lies in diversity, and that migrant workers all over the world play an important role in achieving development in the countries to which they migrate and in their countries of origin. Therefore, the country has always maintained that the issues of immigration and the presence of foreigners must be addressed in a fair, comprehensive, and balanced manner that takes into account the social and economic dimensions and the protection of human rights and fundamental freedoms of these people.

    In this regard, His Excellency referred to the State of Qatar’s active participation in all consultations and its contribution to the efforts that culminated in the adoption of the Global Compact for Safe, Orderly and Regular Migration.

    He stressed the State of Qatar’s keenness to put the commitments and guiding principles contained in this agreement into practice through the formation of a national working group to keep pace with international efforts in order to achieve the commitments and goals stipulated, based on its national principles based on respect for human rights, upholding the rule of law, and the openness regionally and internationally to achieve the goals of sustainable development.

    On the other hand, HE Secretary General of the Ministry of Foreign Affairs reiterated the State of Qatar’s keenness to enhance coordination and cooperation with various organizations and authorities concerned with migrant workers, as offices for the International Organization for Migration and the International Labor Organization were opened.

    He added that Doha’s hosting of these offices, along with a number of representative offices of other United Nations organizations and agencies, confirms the importance of strengthening the strategic partnership with the United Nations and effectively contributing to enabling it to enhance its ability to implement its regional and international activities and programmes under the wise leadership of the State of Qatar.

    He affirmed the State of Qatar’s readiness and determination to move forward in strengthening these partnerships and pushing them forward to achieve the desired goals.

      He pointed out that the COVID-19 pandemic represented the greatest challenge witnessed by humanity since World War II and the founding of the United Nations. The pandemic’s health, social, and economic effects crossed all borders, so no country was able to address it alone.

    Since the outbreak of this pandemic, the State of Qatar has realized the need for an urgent and coordinated national and international response to address it. So, it took effective measures at the national level to limit the spread of the pandemic, taking into account the needs of some groups, including migrant workers. It provided full and easy access to care services and fair and equitable access to the vaccine, without discrimination, he said.

    He said that the State of Qatar, in fulfillment of its humanitarian duty at the international level, has continued to provide aid for the urgent response to the pandemic, with contributions exceeding $140 million, from which 80 countries have benefited, along with many international organizations, especially the World Health Organization (WHO) and the Global Alliance for Vaccines and Immunization (GAVI).

    HE Dr. Ahmed Al Hammadi reiterated that the State of Qatar will continue to support all efforts aimed at obtaining vaccinations for everyone, especially in light of the spread of new COVID-19 variants that are still emerging.

    He added that they are convinced that this is the best and only way to quickly get rid of this pandemic, pointing out that some people cannot be safe unless everyone is safe, expressing his hope that this celebration will be crowned with success.

      He said that this celebration reflects the importance that the State of Qatar attaches to the great role played by migrant workers and their valuable efforts and contributions, noting that migrants have made positive contributions to society and have many success stories.

      His Excellency valued the efforts of IOM Chief Iman Ereiqat, wishing her and the organization’s office in Qatar every success in carrying out their tasks.

الدوحة: نظمت بعثة الأمم المتحدة للهجرة بدولة قطر، احتفالية اليوم الدولي للمهاجرين بعنوان: /اليوم الدولي للمهاجرين: قصص نـجاح من قطر/ ، وذلك تحت رعاية سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية.

وسلطت الجهات المشاركة في الحفل الذي نظم بالدوحة، الضوء على الإنجازات التي قدمتها دولة قطر فيما يخص العمالة المهاجرة، وإبراز الدور الفاعل والرائد لمختلف وزارات الدولة في دعم أهداف التنمية المستدامة التي تنفذها برامج ومؤسسات الأمم المتحدة.

كما استعرضت الاحتفالية قصص النجاح لاندماج وتعايش العمالة المهاجرة في دولة قطر.

وأكد سعادة الدكتور أحمد حسن الحمادي الأمين العام لوزارة الخارجية، في كلمة خلال الحفل، أن دولة قطر أولت اهتماما مقدرا للعمال الوافدين واعتبرتهم شركاء أصيلين في المشروع التنموي والنهضوي الذي تنتهجه الدولة وهو ما ينسجم مع أهداف /رؤية قطر الوطنية 2030/ التي تضمنت محاورا مهمة تتعلق باستقطاب العمالة الوافدة المطلوبة ورعاية حقوقها، وتعزيز فرص النمو الاقتصادي.

وأضاف: “بفضل تنفيذ رؤية قطر الوطنية تشهد دولة قطر مرحلة متميزة من تاريخها تتمثل في مضيها قدما نحو تنمية كاملة وشاملة، بل ومتسارعة، لينتج عن ذلك تسجيل الدولة لمعدلات نمو وانتعاش اقتصادي لم تشهدها من قبل، وتلعب العمالة الوافدة للدولة دورا محوريا في هذا التطور، لذلك فإن حماية وتعزيز حقوقهم كانت دائما خيارا استراتيجيا، وواجبا أخلاقيا قبل أن يكون التزاما سياسيا وقانونيا”.

ولفت إلى أن المرحلة الماضية شهدت اصلاحات تشريعية ومؤسسية جوهرية هدفت لتعزيز وحماية حقوق العمال الوافدين بدولة قطر، وخلق بيئة عمل آمنة ومتوازنة بما يتوافق مع معايير منظمة العمل الدولية، حيث تم الغاء نظام الكفالة واستبدل

بنظام تعاقدي، وتم اعتماد تدابير محددة لتحسين ظروف واجراءات توظيف العمالة الوافدة، كما تم تحسين نظام حماية الأجور والتفتيش والسلامة والصحة المهنية وتيسير سبل الوصول للعدالة بالنسبة للعمال، وإزالة القيود المتعلقة بتغيير أصحاب العمل، وذلك انفاذا لموجهات رؤية قطر الوطنية.

وقال: “إننا في دولة قطر على يقين بأن الثراء يكمن في التنوع، وأن العمال المهاجرين في جميع أنحاء العالم يلعبون دورا مهما على صعيد تحقيق التنمية في الدول التي يهاجرون إليها، وفي بلدانهم الأصلية، لذلك فقد ظللنا نؤكد أن معالجة مسائل الهجرة ووجود الأجانب يجب أن تتم بطريقة منصفة وشاملة ومتوازنة تأخذ في الاعتبار الأبعاد الاجتماعية والاقتصادية وحماية حقوق الإنسان والحريات الأساسية لهؤلاء الأشخاص”.

وفي هذا الصدد أشار سعادته، إلى مشاركة دولة قطر بفاعلية في جميع المشاورات واسهامها في الجهود التي تكللت بإقرار /الاتفاق العالمي من أجل الهجرة الآمنة والمنظمة والنظامية/.

وأكد حرص دولة قطر على وضع الالتزامات والمبادئ التوجيهية التي تضمنها هذا الاتفاق موضع التنفيذ من خلال تشكيل فريق عمل وطني، وذلك بهدف مسايرة الجهود الدولية في تحقيق الالتزامات والأهداف التي نص عليها الاتفاق ، وذلك انطلاقا من ثوابتها الوطنية القائمة على احترام حقوق الإنسان، ودعم سيادة حكم القانون، والانفتاح إقليميا ودوليا لتحقيق أهداف التنمية المستدامة.

من جانب آخر جدد سعادة الأمين العام لوزارة الخارجية، حرص دولة قطر على تعزيز التنسيق والتعاون مع مختلف المنظمات والجهات المعنية بالعمال الوفدين، حيث تم افتتاح مكتب للمنظمة الدولية للهجرة، ومكتب لمنظمة العمل الدولية.

وأضاف قائلا: “تأتي استضافة الدوحة لهذه المكاتب، بجانب عدد من المكاتب التمثيلية لمنظمات ووكالات الأمم المتحدة الأخرى، تأكيدا على قناعة القيادة الرشيدة بدولة قطر بأهمية تعزيز الشراكة الاستراتيجية مع الأمم المتحدة، والمساهمة بشكل فعال في تمكينها من تعزيز قدرتها على تنفيذ أنشطتها وبرامجها الإقليمية والدولية” ، مؤكدا على استعداد دولة قطر وعزمها على المضي قدما في تعزيز هذه الشراكات ودفعها للأمام لتحقيق الأهداف المرجوة منها.

ولفت إلى أن انتشار وباء /كوفيد-19/ مثل أكبر تحد تشهده البشرية منذ الحرب العالمية الثانية، أي منذ تأسيس الأمم المتحدة، حيث تخطت آثاره الصحية، والاجتماعية والاقتصادية جميع الحدود، لذلك لم يكن بمقدور أي دولة أن تتصدى له بمفردها.

وأضاف: “فور تفشي هذا الوباء، أدركت دولة قطر الحاجة إلى استجابة وطنية ودولية عاجلة ومنسقة للتصدي له، فاتخذت تدابير فاعلة على المستوى الوطني للحد من انتشار الوباء مع الأخذ في الاعتبار احتياجات بعض الفئات ومن ضمنها العمال الوافدين. وقامت بتوفير الوصول الكامل والميسر لخدمات الرعاية الصحية اللازمة، كما قامت لاحقا بإتاحة فرص الوصول الى اللقاح بشكل عادل ومنصف دون تمييز”.

وقال إن دولة قطر ووفاء بواجبها الإنساني على المستوى الدولي، فقد واصلت تقديم المساعدات للاستجابة العاجلة للوباء بمساهمات تجاوزت 140 مليون دولار، استفادت منها 80 دولة، بجانب العديد من المنظمات الدولية لا سيما منظمة الصحة العالمية، والتحالف العالمي للقاحات والتحصين.

وجدد سعادة الدكتور أحمد الحمادي، على أن دولة قطر ستواصل دعم كافة الجهود التي تهدف إلى حصول الجميع على اللقاحات، لا سيما في ضوء انتشار المتحورات الجديدة للفيروس التي لا تزال تظهر.

وأضاف: “نحن على قناعة بأن هذا هو السبيل الأمثل والأوحد للتخلص عاجلا من هذا الوباء، حيث لا يمكن أن يكون البعض في مأمن إلا إذا كان الجميع آمنين”، معربا عن أمله في أن تكلل هذه الاحتفالية بالنجاح.

وقال أن هذه الاحتفالية تعكس الأهمية التي توليها دولة قطر للدور الكبير الذي تضطلع به العمالة الوافدة، وجهودها واسهاماتها القيمة، مشيرا إلى أن المهاجرين لديهم اسهامات ايجابية مقدرة في المجتمعات التي ينتقلون إليها ولديهم الكثير من قصص النجاح.

وثمن سعادته، الجهود المقدرة التي تبذلها السيدة إيمان عريقات رئيسة بعثة الأمم المتحدة للهجرة بدولة قطر، متمنيا لها ولمكتب المنظمة بدولة قطر كل التوفيق في القيام بمهامهم.
