Private school fees are on a constant rise, for how long?

“These increases are not matched by an improvement in the level of services, and the purpose of the increase is to raise the annual profit margin for those schools, based on investment and trade and afar from educational aspects.” Citizens stressed in a survey for Al-Sharq.
They added: “The Ministry of Education is helping private school owners empty the pockets of citizens and residents alike without clemency”.
In time, The Ministry of Education justifies the approval of the increase in fees for some private schools as being for logical reasons as a result of the following:
* The presence of a financial deficit in the financial statements.
* Changes in the school building, moving to another school building or a change in the rental value.
* Taking into account the inflation standard announced in the country.
The Ministry receives requests to increase fees from dozens of private schools annually, and these requests are studied by the administrative and financial team in accordance with the conditions, requirements and procedures that were specified in the fees circular.
While parents see that the annual increase is done in more than one way, there are many additional items such as bus fees, books and support materials, and schools can raise the value of these additional items regardless of the officially announced increase in tuition fees.
Parents explained to Al-Sharq that private school enrolment for Qataris has not been easy, and parents sometimes borrow to cover school expenses while disbursing the educational voucher.
They called on the Ministry of Education to find an alternative solution to the voucher system, to put an end to private school greed, to tighten oversight of all schools’ financial reports, to more seriously verify schools that claim losses, and to verify actual teachers’ salaries.

مع اقتراب موعد دفع قسط الرسوم الدراسية، تتجدد شكوى أولياء الأمور من ارتفاع رسوم المدارس الخاصة.
وفي استطلاع لـ الشرق أكد مواطنون على أن: “هذه الزيادات لا يقابلها تحسين في مستوى الخدمات، وإنما يكون الغرض من الزيادة رفع هامش الربح السنوي لتلك المدارس، من منطلق الاستثمار والتجارة البحت وبعيداً عن الجوانب التعليمية.”
وأضافوا: “وزارة التربية والتعليم تساعد ملاك المدارس الخاصة في إفراغ ما في جيوب المواطنين والمقيمين على السواء دون رأفة.”
وتبرر وزارة التربية والتعليم الموافقة على الزيادة في رسوم بعض المدارس الخاصة بأنها تتم لأسباب منطقية نتيجة لما يلي:
- وجود العجز المالي في البيانات المالية
- تغييرات في المبنى المدرسي والانتقال إلى مبنى مدرسي آخر أوالتغير في القيمة الإيجارية
- مراعاة معيار التضخم المعلن في الدولة
وتتلقى الوزارة طلبات بزيادة الرسوم من عشرات المدارس الخاصة سنوياً، ويتم دراسة هذه الطلبات من قبل الفريق الإداري والمالي وفق الشروط والمتطلبات والإجراءات التي تم تحديدها في تعميم الرسوم.
فيما يرى أولياء أمور أن الزيادة السنوية تتم بأكثر من طريقة، فهناك العديد من البنود الإضافية مثل رسوم الباص والكتب ومواد الدعم، ويمكن للمدارس أن ترفع قيمة هذه البنود الإضافية بغض النظرعن الزيادة المعلنة رسمياً على الرسوم الدراسية.
وأوضح أولياء الأمور لـ الشرق، أنه قد أصبح الالتحاق بالمدارس الخاصة بالنسبة إلى القطريين أمراً ليس بالهين، ويلجأ أولياء الأمور في بعض الأحيان إلى الاقتراض لتغطية مصروفات المدارس مع صرف القسيمة التعليمية.
وطالبوا وزارة التعليم بإيجاد حل بديل لنظام القسائم، وبوضع حد لجشع المدارس الخاصة، وبتشديد الرقابة على التقارير المالية لجميع المدارس، والتحقق بشكل أكثر جدية من المدارس التي تدعي الخسارة، والتحقق من رواتب المعلمين الفعلية.
