Total Budget Expenditures Amount to QR 204.3 Billion in 2022

Doha: HE Minister of Finance Ali bin Ahmed Al Kuwari, announced that the total revenue estimates in the 2022 budget amount to QR 196.0 billion, which represents an increase of 22.4 percent compared to the 2021 budget estimates.

His Excellency said in a press statement that the general budget for 2022 was based on an average oil price of USD 55 a barrel due to the remarkable recovery in global energy prices, which still reflects the continued adoption of conservative estimates of revenues in order to maintain fiscal balance and limit the effects of oil price fluctuations on the performance of public finances.

His Excellency added that the total planned expenses in the new budget rose by 4.9 percent from last year to reach QR 204.3 billion during 2022, mainly due to the temporary increase in operational expenses related to the World Cup hosting activities, which include security and operating costs for all related events to the FIFA World Cup Qatar 2022.

His Excellency indicated that the expected deficit is estimated at QR 8.3 billion, as the Ministry of Finance will work to cover it through available cash balances and issue of local and foreign debt instruments if the need arises.

His Excellency explained that an amount of QR 74.0 billion has been allocated for major projects out of the total expenditures of the general budget for 2022, as the state continues to complete public projects in accordance with pre-prepared plans and strategies. Infrastructure projects, the development of citizens’ lands, and public services development projects, including health and education, are given spending priority.

His Excellency pointed out that the state continues to focus on the education and health sectors, as the education sector allocations are estimated at QR 17.8 billion, representing 8.7 percent of total expenditures, part of which was allocated to the expansion and development of schools and educational institutions. An amount of QR 20 billion has been allocated to the health sector, which represents 9.8 percent of total expenditures. It includes more development projects and programs in order to improve health care services.

الدوحة: أعلن سعادة السيد علي بن أحمد الكواري وزير المالية، أن التقديرات الإجمالية للإيرادات في موازنة العام المالي 2022 تبلغ 196.0 مليار ريال قطري ما يمثل زيادة بنسبة 22.4 في المئة مقارنة مع تقديرات موازنة 2021.

وقال سعادة وزير المالية في بيان صحفي إن الموازنة العامة لعام 2022 بُنيت على أساس متوسط سعر نفط عند 55 دولاراً للبرميل بسبب الانتعاش الملحوظ في أسعار الطاقة العالمية، والذي لا يزال يعكس الاستمرار في تبني تقديرات متحفظة للإيرادات من أجل الحفاظ على التوازن المالي والحد من آثار تقلبات أسعار النفط على أداء المالية العامة.

وأضاف سعادته أن إجمالي المصروفات المخطط لها في الميزانية الجديدة ارتفعت بنسبة 4.9 في المئة عن العام الماضي لتبلغ 204.3 مليار ريال قطري خلال عام 2022، ويعزى ذلك بشكل أساسي إلى الارتفاع المؤقت في المصروفات التشغيلية المتعلقة بأنشطة استضافة كأس العالم والتي تشمل تكاليف الأمن والتشغيل لكافة الفعاليات المتعلقة بكأس العالم FIFA قطر 2022.

وبين أن العجز المتوقع يُقدر بمبلغ 8.3 مليار ريال، حيث ستعمل وزارة المالية على تغطيته من خلال الأرصدة النقدية المتاحة وإصدار أدوات الدين المحلية والخارجية إذا دعت الحاجة لذلك.

وأوضح سعادة وزير المالية، أنه تم تخصيص مبلغ 74.0 مليار ريال للمشروعات الرئيسية من إجمالي مصروفات الموازنة العامة لعام 2022، حيث تستمر الدولة في اسـتكمال المشاريع العامة وفق الخطط والاستراتيجيات المعدة مسبقا. وتحظـى مشـاريع البنيـة التحتيـة، وتطويـر أراضـي المواطنيـن، ومشاريع تطوير الخدمات العامة مـن صحـة وتعليـم بأولويـة الإنفـاق.

وأشار إلى استمرار الدولة في التركيز على قطاعي التعليم والصحة، إذ تُقدر مخصصات قطاع التعليم بنحو 17.8 مليار ريال ما يمثل 8.7 في المئة من إجمالي المصروفات، وتم تخصيص جزء منها لتوسعة وتطوير المدارس والمؤسسات التعليمية. كما تم تخصيص مبلغ 20 مليار ريال لقطاع الصحة وهو ما يمثل 9.8 في المئة من المصروفات الإجمالية، تتضمن المزيد من المشاريع والبرامج التطويرية من أجل الارتقاء بخدمات الرعاية الصحية المقدمة.
