NHRC monitors rights violations against persons with disabilities
اللجنة الوطنية لحقوق الإنسان ترصد انتهاكات دول الحصار بحق الأشخاص ذوي الإعاقة
Geneva: The Chairman of the National Human Rights Committee (NHRC), Dr. Ali bin Smaikh Al Marri, underlined that the violations of the siege countries have even included the persons with disabilities who have been subjected to unprecedented measures in human history.
During a meeting with Special Rapporteur on the Rights of Persons with Disabilities Catalina Devandas in Geneva, Dr. Al Marri said that the violations resulting from the Gulf crisis have not exclude persons with disabilities. Many of them have been separated from their families and others have been expelled and deprived from the hospitals of some of the siege countries such as Saudi Arabia.
The NHRC Chairman handed over a statistic of the violations against the persons with disabilities to the Special Rapporteur, asking her to include it in her report before the Human Rights Council.
He explained that the NHRC has monitored and documented cases described as tragic, especially the violations that have affected the large number of the Gulf common families, noting that some of the cases which need special care has been expelled from the hospitals of some of the siege countries such as Saudi Arabia.
Dr Al Marri briefed the Special Rapporteur on the Rights of Persons with Disabilities on the complaints filed with the UN Committee on the Rights of Persons with Disabilities (CRPD) and some international mechanisms, and gave her updates on the statistics of violations monitored by the NHRC.
Dr Al Marri called for taking the necessary procedures on the basis of the information provided to the Special Rapporteur regarding the violations of the rights of persons with disabilities by the siege countries, sending urgent appeals and letters to the States concerned to clarify these cases and to compensate the victims morally and materially for the unprecedented measures they have been subjected to.
He also called for conducting field visits to the countries parties to the crisis to discuss the issue of the protection of the rights of persons with disabilities and to prepare a report to the Human Rights Council to present the conclusions and recommendations, like all the international organizations and missions that monitored the various violations of the siege countries.
أكد سعادة الدكتور علي بن صميخ المري رئيس اللجنة الوطنية لحقوق الإنسان، أن انتهاكات دول الحصار طالت الأشخاص ذوي الإعاقة، حيث تعرضوا لإجراءات غير مسبوقة في التاريخ الإنساني.
وقال سعادته خلال اجتماعه بجنيف مع السيدة كاتالينا ديفانداس المقررة الخاصة المعنية بحقوق الأشخاص ذوي الإعاقة “إن الانتهاكات الناجمة عن الأزمة الخليجية لم تستثن الأشخاص ذوي الإعاقة، فكثير منهم تشتت أسرهم وآخرون طردوا وحرموا من مستشفيات بعض دول الحصار مثل السعودية”.
وسلم سعادة رئيس اللجنة الوطنية لحقوق الإنسان، خلال الاجتماع، المقررة الخاصة المعنية بحقوق الأشخاص ذوي الإعاقة، إحصائية للانتهاكات الواقعة بحقهم، مطالبا إياها بتضمينها في تقريرها أمام مجلس حقوق الإنسان.
وأوضح أن اللجنة الوطنية لحقوق الإنسان رصدت أوضاعا وصفها بالمأساوية تأثر بها ذوو الإعاقة، خاصة تلك الانتهاكات التي طالت بشكل واسع الأسر الخليجية المشتركة، مشيرا إلى أن اللجنة رصدت ووثقت حالات لهذه الفئة التي تحتاج لرعاية خاصة تم طردها من مستشفيات بعض دول الحصار مثل السعودية.
وأطلع رئيس اللجنة الوطنية لحقوق الإنسان، المقررة الخاصة على الشكاوى المرفوعة لدى لجنة ذوي الإعاقة بالأمم المتحدة وعن بعض الآليات الدولية، إلى جانب تسليمها تحديثات أخرى عن إحصائيات الانتهاكات التي رصدتها اللجنة الوطنية لحقوق الإنسان.
وطالب المري باتخاذ ما يلزم من إجراءات بناء على المعلومات التي تقدم بها إلى المقررة الخاصة بخصوص الانتهاكات التي ارتكبتها دول الحصار في حقوق الأشخاص ذوي الإعاقة، وتوجيه نداءات عاجلة ورسائل إلى الدول المعنية لتوضيح هذه الحالات وتعويض الضحايا معنويا وماديا بسبب ما تعرضوا له من إجراءات غير مسبوقة في التاريخ الإنساني، إلى جانب القيام بزيارات ميدانية للدول أطراف الأزمة، لبحث حالة حماية حقوق الإنسان للأشخاص ذوي الإعاقة وإعداد تقرير لمجلس حقوق الإنسان، تعرض فيه النتائج والاستنتاجات والتوصيات التي توصلت إليها أسوة بكافة المنظمات والبعثات الدولية التي وقفت على انتهاكات دول الحصار بمختلف أنواعها.
