Ministry of Education Implements Projects, Services for Students with Disabilities

Doha: The Ministry of Education represented by the Special Education and Gifted Students Department, organized a number of events and activities to celebrate the International Day of Persons with Disabilities, which falls on Dec.3 each year.

Among these events was a lecture titled “Educational Services Provided to Students with Disabilities in Education Schools in the State of Qatar”, which dealt with the legal and legislative framework, the history of integration in the State of Qatar, and the services provided to these students.

In this regard, the department clarified that it provides many important services for students with disabilities, including assessment, consultation and support, as well as attention to their perceptual, cognitive, academic, social, independence and self-care skills to determine their needs before enrolling in public schools, while specifying the appropriate educational environment and alternatives for them.

The ministry has completed many projects and initiatives in the field of caring for students with disabilities, including the draft frame of reference for education and training programs for students with disabilities to reach the 2018 curriculum and Al-Hidaya Schools for students with intellectual disabilities and students with autism that provide specialized services and support programs in preparation for their integration into general education schools, the Special Education and Gifted Students Department said. In addition, the ministry implemented a project that developed technical and vocational tracks for high school students with disabilities in four schools, making 10 schools for the integration schools and specialized schools this year, it noted.

The achievements also included a project to rehabilitate 70 schools to be centers for integrating students with disabilities into government schools, raising the enrollment rate in these centers of the ages of 4-18 years in the public education system, by 1 percent annually until 2022, as well as the development of a comprehensive system for assessing and diagnosing students with special needs in public schools, to provide equitable opportunities for all learners to enroll in high-quality educational programs.

The International Day of Persons with Disabilities, endorsed by the United Nations since 1992, aims to support people with special needs, increase awareness of disability issues, and ensure their rights in all areas of education, rehabilitation, sports, entertainment, social integration, and more.

In this context, Qatar is one of the first countries to ratify the Convention on the Rights of Persons with Disabilities (CRPD) in 2008. Since then, it has made great strides in the field of promoting and protecting their rights, integrating them fully into society, and involving them in the development process, all of which has been included in Qatar’s National Vision 2030.

الدوحة: نظمت وزارة التربية والتعليم والتعليم العالي ممثلة في إدارة التربية الخاصة ورعاية الموهوبين، جملة من الفعاليات والأنشطة احتفاء باليوم العالمي للأشخاص ذوي الإعاقة، الذي يوافق الثالث من شهر ديسمبر كل عام.

ومن بين هذه الفعاليات محاضرة بعنوان الخدمات التربوية المقدمة للطلاب ذوي الإعاقة بمدارس التعليم بدولة قطر، تناولت الإطار القانوني والتشريعي وتاريخ الدمج في دولة قطر، والخدمات المقدمة لهذه الفئة من الطلاب .

وأوضحت الإدارة في هذا الصدد أنها تقدم العديد من الخدمات الهامة للطلبة ذوي الاعاقة منها التقييم والاستشارات والدعم، فضلا عن الاهتمام بمهاراتهم الإدراكية والمعرفية والأكاديمية والاجتماعية والاستقلالية والرعاية الذاتية، لتحديد احتياجاتهم قبل تسجيلهم في مدارس التعليم العام، مع تحديد البيئة والبدائل التعليمية المناسبة لهم.

ونوهت بأنها أنجزت العديد من المشاريع والمبادرات في مجال رعاية الطلبة ذوي الإعاقة، من بينها، مشروع وضع الإطار المرجعي لبرامج التعليم والتدريب للطلاب ذوي الإعاقة للوصول للمنهج العام 2018، وسلسلة مدارس الهداية لذوي الاحتياجات الخاصة التي تقدم الخدمات المتخصصة والبرامج الداعمة التي تناسب حاجة الطلبة من ذوي اضطراب طيف التوحد وذوي الإعاقة الذهنية بشكل مكثف، تمهيداً لدمجهم في مدارس التعليم العام، وكذا مشروع استحداث مسارات تقنية ومهنية لطلبة الثانوية العامة من ذوي الإعاقة في أربع مدارس، ليصبح عددها هذا العام عشر مدارس من مدارس الدمج والمدارس المتخصصة.

كما شملت الانجازات مشروع تأهيل 70 مدرسة، لتكون مراكز لدمج الطلبة ذوي الإعاقة في المدارس الحكومية، وذلك بهدف رفع نسبة التحاقهم بهذه المراكز بعمر 4 – 18 سنة بنظام التعليم العام، وبنسبة 1 بالمئة سنوياً حتى عام 2022، إلى جانب تطوير نظام شامل لتقييم وتشخيص طلبة ذوي الاحتياجات الخاصة في المدارس الحكومية، لتوفير فرص منصفة مقدمة لكافة المتعلمين للالتحاق بالبرامج التعليمية عالية الجودة.

يهدف اليوم العالمي للأشخاص ذوي الإعاقة الذي أقرته الأمم المتحدة منذ 1992، الى دعم ذوي الاحتياجات الخاصة وزيادة الفهم لقضايا الإعاقة والتأكيد على ضمان حقوقهم في جميع المجالات التعليمية والتأهيلية والرياضية والترفيهية وفي الدمج المجتمعي وغير ذلك .

وفي هذا السياق فإن قطر تعد من أوائل الدول التي صادقت على اتفاقية حقوق الأشخاص ذوي الإعاقة في العام 2008، ومنذ ذلك الوقت قطعت شوطاً كبيراً في مجال تعزيز وحماية حقوقهم، ودمجهم الكامل في المجتمع وإشراكهم في عملية التنمية، وضمنت كل ذلك في رؤيتها الوطنية 2030.
