French President Stresses Importance of Cooperation Relations Between his Country and Qatar

Doha: HE President of the French Republic Emmanuel Macron described his country’s relations with the State of Qatar as important and distinguished, and said that they are witnessing continuous progress in all fields.

In a press conference held at Doha International Airport prior to his departure from Qatar yesterday morning after a working visit, His Excellency added that France and Qatar have very important relations and there is tangible progress in many issues of bilateral cooperation.

HE French President expressed his deep thanks to HH the Amir Sheikh Tamim bin Hamad Al-Thani for the warm reception he received during his visit to the State of Qatar.

His Excellency pointed out that the talks he held with HH the Amir covered many and very important topics, including the importance of developing bilateral relations between the two countries, as well as regional situations such as Lebanon, the Gulf states and neighboring relations, and the situation in Afghanistan, especially in humanitarian terms.

In this context, His Excellency praised the role played by the State of Qatar during the Afghan crisis, especially the important assistance it provided to France in evacuating its nationals from Afghanistan at the beginning of the crisis, praising Qatar’s humanitarian aid and operations in Afghanistan.

His Excellency said that thanks to the efforts and assistance of the State of Qatar, at the beginning of the Afghan crisis from 4 to 8 September, several hundred Frenchmen who were working in Afghanistan were evacuated, in addition to about 400 Afghan men and women who were threatened because of their relations with France.

HE the French President added that the joint humanitarian operation between Qatar and France during the Afghan crisis was also represented in the delivery of more than 40 tons of humanitarian aid to Afghanistan, especially to the French Medical Institute for Mothers and Children (FMIC) in Kabul.

His Excellency explained that these operations are carried out jointly, and both countries will continue with such joint humanitarian operations.

In response to a question regarding Qatar’s hosting of the FIFA World Cup Qatar 2022, HE the French President expressed his satisfaction with the improvement in the conditions of migrant workers in the State of Qatar through the fruitful cooperation between the International Labour Organization and Qatar.

His Excellency said that Qatar’s hosting of the FIFA World Cup Qatar 2022 improved the conditions of migrant workers, and that the dialogue between the State of Qatar and the International Labour Organization has allowed significant progress in this field, in addition to security standards and worker safety, indicating that there is cooperation between France and Qatar in this field.

In response to a question regarding opening a diplomatic representative office for France in Afghanistan, HE the French President said that this will happen, but there is currently no specific date as there are talks between European countries to secure a joint diplomatic site in Kabul because what matters is securing the safety of ambassadors and diplomatic missions of European countries over there.

His Excellency stressed that this does not mean dialogue with the Taliban, as France has ambassadors in several countries where France does not recognize the existing regime.

HE the French President touched on the situation in Lebanon and said that the resignation of Lebanese Information Minister George Kordahi would reopen the door to resuming talks and exchanges with Arab countries in general and Saudi Arabia in particular.

His Excellency said that the goal is for the Lebanese government to be able to return to work normally, and to be able to resume work in order to implement the required reforms, and it is also important for the countries of the region to reopen the door to cooperation and economic work with Lebanon.

In response to a question about international efforts to combat terrorism, HE the French President praised the Qatari-French cooperation in the field of combating terrorism, and talked about the conference to combat terrorist financing organized by France four years ago and then the second edition of it was held in Australia, where His Excellency indicated that this work allowed the development of a framework and international cooperation to improve the fight against terrorism.

وأضاف فخامته في مؤتمر صحفي عقده في مطار الدوحة الدولي قبيل مغادرته دولة قطر صباح الأمس بعد زيارة عمل، أن فرنسا وقطر تجمعهما علاقات هامة جدا وهناك تقدم ملموس في كثير من مواضيع التعاون الثنائي.

وأعرب فخامة الرئيس الفرنسي عن شكره العميق لحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى على حفاوة الاستقبال التي حظي بها فخامته خلال زيارته لدولة قطر.

وأشار إلى ان المحادثات التي أجراها مع حضرة صاحب السمو أمير البلاد المفدى شملت مواضيع عديدة ومهمة جدا ومن بينها أهمية تطوير العلاقات الثنائية بين البلدين إلى جانب الأوضاع الإقليمية مثل لبنان ودول الخليج وعلاقات الجوار، فضلا عن الوضع في أفغانستان لاسيما من الناحية الإنسانية.

وأشاد فخامته في هذا الاطار بالدور الذي لعبته دولة قطر خلال الأزمة الأفغانية خاصة المساعدة الهامة التي قدمتها لفرنسا في إجلاء رعاياها من أفغانستان خاصة في بداية الأزمة، مثمنا أيضا المساعدات والعمليات الإنسانية لقطر في أفغانستان.

وقال انه بفضل جهود دولة قطر ومساعدتها تم في بداية الأزمة الأفغانية من 4 إلى 8 سبتمبر الماضي إجلاء عدة مئات من الفرنسيين الذين كانوا يعملون في أفغانستان بالإضافة الى حوالي 400 من الأفغانيين والأفغانيات الذين كانوا مهددين بسبب علاقتهم مع فرنسا.

وأضاف فخامة الرئيس الفرنسي ان العملية الإنسانية المشتركة بين قطر وفرنسا خلال الازمة الأفغانية تمثلت أيضا في إيصال أكثر من 40 طنا من المساعدات الإنسانية لأفغانستان خاصة لمستشفى الأم والطفل في العاصمة كابل.

وأوضح بالقول “ان هذه العمليات تتم بشكل مشترك، وسوف نستمر في مثل هذه العمليات الإنسانية المشتركة”.

وفي رده على سؤال يتعلق باستضافة دولة قطر لكأس العالم FIFA قطر 2022 ، أعرب فخامة الرئيس الفرنسي عن ارتياحه لتحسن ظروف العمال الوافدين في دولة قطر من خلال التعاون المثمر بين منظمة العمل الدولية وقطر. وقال “سمح نيل قطر استضافة كأس العالم FIFA قطر 2022 بتحسين أوضاع العمال الوافدين، وان الحوار بين دولة قطر ومنظمة العمل الدولية سمح بتحقيق تقدم كبير في هذا المجال الى جانب المعايير الأمنية وسلامة العمال”، مبينا ان هناك تعاونا بين فرنسا وقطر في هذا المجال.

وفي رده على سؤال بخصوص فتح مكتب تمثيلي دبلوماسي لفرنسا في أفغانستان، قال فخامة الرئيس الفرنسي ان ذلك سيتم ولكن لا يوجد حاليا تاريخ محدد حيث ان هناك محادثات بين الدول الأوروبية لتأمين موقع دبلوماسي مشترك في كابل لأن ما يهم هو تأمين سلامة السفراء والبعثات الدبلوماسية للدول الأوروبية هناك.

واكد ان ذلك لا يعني الحوار مع طالبان حيث ان فرنسا لديها سفراء في عدة دول لا تعترف باريس بالنظام القائم فيها.

وتطرق فخامة الرئيس الفرنسي إلى الاوضاع في لبنان. وقال ان استقالة وزير الاعلام اللبناني جورج قرداحي من شأنها ان تعيد فتح الباب امام استئناف المحادثات والمبادلات مع الدول العربية بشكل عام والمملكة العربية السعودية بشكل خاص.

وقال ان الهدف هو ان تتمكن الحكومة اللبنانية من العودة الى العمل بشكل طبيعي، وان تتمكن من استئناف العمل من اجل تنفيذ الإصلاحات المطلوبة، كما انه من المهم ان تعيد دول المنطقة فتح باب التعاون والعمل الاقتصادي مع لبنان.

وفي رده على سؤال حول الجهود الدولية لمكافحة الإرهاب، أشاد فخامة الرئيس الفرنسي بالتعاون القطري الفرنسي في مجال مكافحة الإرهاب. وتحدث عن مؤتمر منع تمويل الإرهاب الذي نظمته فرنسا قبل اربع سنوات ثم تم عقد النسخة الثانية منه في استراليا، حيث أشار الى ان ذلك العمل سمح بوضع اطار وتعاون دولي لتحسين مكافحة الإرهاب.
