COP26: World Leaders Reach Global Deal to Cut Greenhouse Gas Emissions

Glasgow: World’s delegations participating in the COP26 in Glasgow, Scotland, reached a global deal to cut greenhouse gas emissions, following two weeks of contentious talks and high-profile negotiations for urgent climate action.
The Glasgow deal clearly stipulates reducing the use of coal as a source of power, increasing funding for climate adaptation projects in poor and developing countries, and committing to next year’s conference to pledge a significant reduction in carbon emissions to stop global warming by more than 1.5 degrees celsius.
The 197 signatories to the agreement also pledged to review plans of reducing greenhouse gases regularly to implement them effectively.
The last hours of the negotiations witnessed an objection by India and China to the clause related to the gradual reduction in the use of coal to completely abandon it, and replaced it with the phrase “reducing the use of coal,” which was described by COP26 President, Alok Sharma, as “disappointing, but necessary to fully preserve the agreement.”
EU lead negotiator in COP26, Frans Timmermans, expressed his disappointment at the change in the clause related to coal use.
Moreover, UN Secretary-General Antonio Guterres said, “The world must enter into a state of emergency,” adding that the agreement “is a compromise that reflects interests, contradictions and the reality of political will in today’s world.”
Guterres described the Glasgow agreement as an important step, but it is not enough, noting that the world needs to enter into a state of emergency. He explained that climate change is “a battle for our lives and we must win this battle.”
The developing countries sought during the conference to put pressures on the rich countries, which are responsible for the bulk of the greenhouse gas emissions, to bear their responsibility and compensate the poor countries with aid due to their being affected by climate changes, but the matter was not progressed during the conference.
The 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP27) will be held in 2022 in Sharm El-Sheikh, Egypt.

غلاسكو: توصلت الوفود المشاركة في المؤتمر السادس والعشرين للأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ COP26 إلى اتفاق عالمي في اللحظات الأخيرة للحد من الانبعاثات الحرارية.
وينص اتفاق غلاسكو للمناخ بشكل واضح على خفض استخدام الفحم كمصدر للطاقة، وزيادة التمويل اللازم لمشروعات التكيف المناخي في الدول الفقيرة والنامية، والالتزام بالاجتماع العام المقبل من أجل التعهد بخفض كبير في انبعاثات الكربون بهدف وقف زيادة درجة حرارة الأرض لأكثر من درجة ونصف مئوية.
وتعهدت الوفود الـ197 الموقعة على الاتفاق أيضا بمراجعة خطط خفض الانبعاثات الحرارية بشكل منتظم بهدف تنفيذ هذه الخطط بشكل فعال.
وشهدت الساعات الأخيرة من المفاوضات اعتراضا من قبل الهند والصين على الفقرة المتعلقة بالخفض التدريجي لاستخدام الفحم بهدف التخلي عنه نهائيا، واستبدلتها بعبارة /خفض استخدام الفحم/، الأمر الذي وصفه السيد ألوك شارما رئيس المؤتمر بأنه “مخيب للآمال وإن كان ضروريا للحفاظ على الاتفاق بشكل كامل “.
وأعرب السيد فرانز تيمرمانز، المفاوض الممثل للاتحاد الأوروبي في المؤتمر، عن خيبة أمله في تغيير صياغة الفقرة المتعلقة باستخدام الفحم، قائلا “إننا نعرف أنه كلما تأخرنا في التخلص من الفحم كلما زاد الضغط على البيئة الطبيعية، وكلما زاد العبء على الاقتصاد”.
من جهته قال السيد أنطونيو غوتيريش الأمين العام للأمم المتحدة، إن “على العالم أن يدخل في حالة طوارئ، مضيفا أن الاتفاق الذي أعلن عنه “هو حل وسط يعكس المصالح والتناقضات وواقع الإرادة السياسية في عالم اليوم”.
ووصف غوتيريش اتفاق /غلاسكو/ بأنه خطوة مهمة ولكنها غير كافية، وعلينا الدخول في حالة طوارئ، فمعركة المناخ هي معركة من أجل حياتنا وينبغي علينا أن نربح هذه المعركة.
وسعت الدول النامية خلال المؤتمر إلى الضغط من أجل تحمل الدول الغنية، المسؤولة عن الجزء الأكبر من الانبعاثات الحرارية، مسؤوليتها وتعويض الدول الفقيرة بالمساعدات نظير تأثرها بالتغيرات المناخية، وهو الأمر الذي لم يتم إحراز تقدم فيه خلال المؤتمر.
الجدير بالذكر أن المؤتمر السابع والعشرين للأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ COP27 سيقام العام المقبل في مدينة شرم الشيخ المصرية.
