Qatar Pays Great Attention to Risks of Climate Change

Glasgow: HE Minister of Environment and Climate Change Sheikh Dr. Faleh bin Nasser bin Ahmed bin Ali Al-Thani stressed that the State of Qatar attaches great importance to the risks of climate change and has spared no effort in supporting the global response to address climate change by hosting the 18th United Nations Climate Change Conference (COP18/CMP8) in 2012, and the launch of the initiative to establish the Global Dryland Alliance, which is one of the international mechanisms aimed at confronting climate change.

In his speech at the COP26, Glasgow, Scotland, HE the Minister said that the State of Qatar, during the UN Climate Action Summit 2019 in September 2019, contributed USD100 million to support small island states and least developed countries to deal with climate change, in addition to directing the Qatar Fund for Development (QFFD) to continue mobilizing support to address climate change and promote green growth in these countries.

HE the Minister explained that climate change is a national priority for the State of Qatar, as it has set bold and realistic ambitions to reduce greenhouse gas emissions in all sectors and it is committed to achieving its goals. He added that a specialized Ministry for Environment and Climate Change has recently been established to ensure continuous and systematic attention and implement future plans.

His Excellency noted that the State of Qatar continues to invest in low-carbon technologies such as carbon capture and sequestration and solar energy and will start producing electricity from solar energy for the first time in the first half of 2022, adding that it aspires to double the use of solar power plants to generate electricity by 2030. He pointed out that Qatar is also examining the best ways to develop and use other clean fuels such as hydrogen.

He pointed out that the State of Qatar contributes to supporting the transition to low-carbon energy by continuing and increasing the export of natural gas, which plays a key role in reducing dependence on high-carbon fuels, adding that the State of Qatar is working in partnership with many countries around the world in this field.

HE the Minister explained that the State of Qatar, in conjunction with the expansion of its LNG production capabilities, is working to remove more carbon from the gas production chain, through the largest carbon sequestration facility in the Middle East and North Africa, which has been operating for several years with an annual capacity of 2.5 million tons of carbon dioxide, adding that the State of Qatar aims to expand the facility to nine million tons of carbon dioxide per year by 2030.

He pointed out that natural gas, along with the sequestering carbon technology, is part of practical solutions and contributes to dealing with the intermittency of renewable energy sources such as wind and solar energy.

HE Minister of Environment and Climate Change Sheikh Dr. Faleh bin Nasser bin Ahmed bin Ali Al-Thani affirmed the State of Qatar’s commitment to more global environmental efforts by planting one million trees before the 2022 FIFA World Cup, which is a source of pride for Qatar as the first carbon-neutral World Cup. The state also announced that it will plant ten million trees by 2030 to complete these efforts.

Looking beyond reducing greenhouse gas emissions, His Excellency said that the State of Qatar has worked to develop a comprehensive environmental strategy, as the concern for the environment is deeply rooted in its heritage and determines the future, adding that the new environmental strategy is based on a vision to achieve harmony and balance between protecting the environment, economic growth, and social development.

He noted that Qatar’s environmental strategy consists of five main pillars: reducing greenhouse gas emissions and air pollutants, enhancing the abundance of biodiversity, establishing sustainable water management, improving waste management, building a circular economy, and enhancing land-use productivity, explaining that these pillars will be supported by detailed objectives and initiatives that have a realistic path to implementation.

HE Minister of Environment and Climate Change expressed his aspiration that the Fifth United Nations Conference on the Least Developed Countries (LDC5), which will be hosted by the State of Qatar from Jan. 23 to Jan. 27, 2022, will constitute an opportunity to address the many challenges that these countries face in addressing climate change, as it has serious repercussions that undermine the ability of least developed countries to achieve sustainable development goals.

He called to establish strong partnerships between the public and private sectors globally, which Qatar considers vital to find quick and effective solutions and participation to face the challenges of climate change and provide a cleaner and more reliable transitional energy for all people.

He said that this includes the development of innovative and low-carbon technologies, which are key to achieving decarbonization at the speed and scale required, noting that the lessons learned from the last two years provide a perspective on what is possible when everyone works together in the face of global crises, while the international community here showed a renewed desire during this week, and everyone should stand together to find a common and balanced path for a better tomorrow for all.

In this context, His Excellency indicated that the State of Qatar is a party to the United Nations Framework Convention on Climate Change (UNFCCC) and ratified both the Kyoto Protocol and the Paris Agreement, and provided confirmation of its international obligations, the nationally determined contributions in accordance with UNFCCC, which reflects the ambition that Qatar seeks to achieve in the field of reducing greenhouse emissions by 25 percent by 2030 to address the phenomenon of climate change, promote sustainable development and continue to work within the international system to adapt to climate change and mitigate its effects.

HE the Minister said that the State of Qatar, based on its belief in the joint responsibility to address this phenomenon, will continue to implement all its commitments and support all regional and international endeavors to combat the dangers and challenges resulting from climate change.

His Excellency began his speech by noting that this conference is being held in light of the continuing serious negative effects of climate change in all its dimensions and its economic, environmental, and social repercussions. He expressed hope that the prestigious participation in it will be evidence of the international community’s awareness of the magnitude of the challenges resulting from climate change and the necessity of moving to the stage of binding decisions and their implementation.

In a related context, HE the Minister stressed that the road to addressing climate change issues is still long and that achieving the commitments made requires international and regional cooperation, as the climate knows no borders between countries, adding that everyone lives on the same planet and future generations face the same fate.

غلاسكو: أكد سعادة الشيخ الدكتور فالح بن ناصر بن أحمد بن علي آل ثاني وزير البيئة والتغير المناخي، أن دولة قطر تولي اهتماما كبيرا لمخاطر تغير المناخ ولم تدخر جهدا في دعم الاستجابة العالمية للتصدي لتغير المناخ من خلال استضافة الدورة الثامنة عشرة لمؤتمر الأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ عام 2012، وإطلاق مبادرة إنشاء التحالف العالمي للأراضي الجافة، الذي يعد أحد الآليات الدولية الهادفة لمواجهة التغير المناخي.

وقال سعادته في الكلمة التي ألقاها أمام الدورة السادسة والعشرين لمؤتمر الأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ (COP26)، في مدينة غلاسكو الإسكتلندية، إن دولة قطر بادرت خلال مؤتمر القمة للأمم المتحدة للعمل المناخي في شهر سبتمبر 2019، بتقديم مساهمة بمبلغ 100 مليون دولار أمريكي لدعم الدول الجزرية الصغيرة والدول الأقل نموا للتعامل مع تغير المناخ. كما تم توجيه صندوق قطر للتنمية لمواصلة حشد الدعم لمواجهة تغير المناخ وتعزيز النمو الأخضر في هذه البلدان.

وأوضح سعادة الوزير، أن تغير المناخ يشكل أولوية وطنية لدولة قطر “حيث وضعنا طموحات جريئة وواقعية للحد من انبعاثات غازات الاحتباس الحراري في جميع القطاعات. ونحن ملتزمون بتحقيق أهدافنا وإن كانت طموحة. وقد تم مؤخرا إنشاء وزارة خاصة للعناية بالبيئة وتغير المناخ لضمان الاهتمام المتواصل والمنهجي بهذا الموضوع ولتنفيذ خططنا المستقبلية”.

ونوه سعادته إلى أن قطر تواصل الاستثمار في التقنيات منخفضة الكربون مثل احتجاز وعزل الكربون والطاقة الشمسية، وستبدأ في إنتاج الكهرباء من الطاقة الشمسية لأول مرة في النصف الأول من عام 2022، ونطمح إلى مضاعفة استخدام محطات الطاقة الشمسية لتوليد الكهرباء بحلول عام 2030. كما ندرس أفضل السبل لتطوير واستخدام أنواع الوقود النظيف الأخرى مثل الهيدروجين.

وأضاف: “تسهم بلادنا بدعم الانتقال إلى طاقة منخفضة الكربون من خلال مواصلة تصدير الغاز الطبيعي وزيادته، والذي يلعب دورا أساسيا في تقليل الاعتماد على أنواع الوقود عالية الانبعاثات الكربونية. وتعمل قطر بالمشاركة مع العديد من البلدان حول العالم في هذا المجال”.

وأشار إلى أن دولة قطر بالتزامن مع التوسع في قدراتها الإنتاجية في صناعة الغاز الطبيعي المسال، فإنها تعمل على إزالة المزيد من الكربون من سلسلة إنتاج الغاز، من خلال أكبر منشأة لعزل واحتجاز الكربون في منطقة الشرق الأوسط وشمال إفريقيا، حيث تعمل منذ عدة سنوات بطاقة سنوية تبلغ حوالي اثنين ونصف مليون طن من ثاني أكسيد الكربون، وتسعى لتوسيعها إلى تسعة ملايين طن من ثاني أكسيد الكربون سنويا بحلول عام 2030.

ولفت إلى أن الغاز الطبيعي، يشكل جنبا إلى جنب مع تقنية عزل واحتجاز الكربون، جزءا من الحلول العملية ويسهم في التعامل مع تقطع مصادر الطاقة المتجددة مثل الرياح والطاقة الشمسية.

وأكد سعادة الشيخ الدكتور فالح بن ناصر بن أحمد بن علي آل ثاني وزير البيئة والتغير المناخي، التزام دولة قطر تجاه المزيد من الجهود البيئية العالمية وذلك من خلال زراعة مليون شجرة قبل بطولة كأس العالم 2022، والتي تعتز بها قطر كونها أول بطولة خالية من البصمة الكربونية، فيما أعلنت الدولة كذلك أنها ستزرع عشرة ملايين شجرة بحلول عام 2030 استكمالا لهذه الجهود.

وبالنظر إلى ما هو أبعد من خفض انبعاثات غازات الدفيئة، قال سعادته، إن دولة قطر عملت على بناء استراتيجية بيئية شاملة، لأن الاهتمام بالبيئة عميق الجذور في تراثها ولأنها تقرر مستقبلنا، وأنها تنطلق في استراتيجيتها البيئية الجديدة من رؤية ترمي إلى تحقيق الانسجام والتوازن بين حماية البيئة والنمو الاقتصادي والتنمية الاجتماعية.

ونوه إلى أن استراتيجية قطر البيئية تتكون من خمس ركائز أساسية هي الحد من انبعاثات غازات الاحتباس الحراري وملوثات الهواء، وتعزيز وفرة التنوع الحيوي، وإنشاء إدارة مستدامة للمياه، وتحسين إدارة النفايات وبناء اقتصاد دائري، وتعزيز إنتاجية استخدام الأراضي، موضحا أن هذه الركائز ستكون مدعومة بأهداف ومبادرات مفصلة تمتلك مسارا واقعيا للتنفيذ.

وأعرب سعادة وزير البيئة والتغير المناخي، عن تطلعه إلى أن يشكل مؤتمر الأمم المتحدة الخامس المعني بأقل البلدان نموا، الذي ستستضيفه دولة قطر خلال الفترة من 23 إلى 27 يناير 2022، فرصة سانحة لمعالجة التحديات العديدة التي تواجهها هذه الدول في تصديها للتغير المناخي لما تنطوي عليه من انعكاسات خطيرة تقوض من قدرة أقل البلدان نموا على تحقيق أهداف التنمية المستدامة.

ودعا إلى إنشاء شراكات قوية بين القطاعات العامة والخاصة على مستوى العالم، وهو ما تعتبره قطر أمرا حيويا لإيجاد حلول سريعة وفعالة والمشاركة لمواجهة تحديات تغير المناخ، ولتوفير طاقة انتقالية أكثر نظافة وموثوقية لجميع الناس.

وقال إن ذلك يشمل تطوير تقنيات مبتكرة منخفضة الكربون والتي تشكل عاملا أساسيا في تحقيق إزالة الكربون بالسرعة والنطاق المطلوبين، مشيرا إلى أن الدروس المستقاة من العامين الماضيين تقدم منظورا لما هو ممكن عندما نعمل معا في مواجهة الأزمات العالمية، بينما أظهر المجتمع الدولي هنا رغبة متجددة خلال هذا الأسبوع، وعلى الجميع الوقوف معا لإيجاد طريق مشترك ومتوازن لغد أفضل للجميع.

وفي هذا السياق، أشار سعادته إلى أن دولة قطر طرف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ، كما صادقت على كل من بروتوكول كيوتو واتفاقية باريس، وقدمت تأكيدا على التزاماتها الدولية، تقرير /المساهمات المحددة وطنيا/ وفقا لاتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ، والذي يعكس الطموح الذي تسعى دولة قطر إلى إحرازه في مجال خفض الانبعاثات المسببة للاحتباس الحراري بنسبة (25%) بحلول عام 2030، للتصدي لظاهرة التغير المناخي وتعزيز التنمية المستدامة ومواصلة العمل ضمن المنظومة الدولية للتكيف مع تغير المناخ والتخفيف من آثاره.

وقال إن دولة قطر من منطلق إيمانها بالمسؤولية المشتركة للتصدي لهذه الظاهرة، ستواصل تنفيذ كافة التزاماتها ودعم كافة المساعي والجهود الإقليمية والدولية لمكافحة الأخطار والتحديات الناتجة عن التغير المناخي العالمي.

وكان سعادة وزير البيئة والتغير المناخي قد بدأ كلمته بالإشارة إلى أن هذا المؤتمر يعقد في ظل استمرار الآثار السلبية الخطيرة المترتبة على التغيرات المناخية بكافة أبعادها وتداعياتها الاقتصادية والبيئية والاجتماعية، متمنيا أن تكون المشاركة المرموقة فيه دليلا على إدراك المجتمع الدولي لحجم التحديات الناتجة عن تغير المناخ ولضرورة الانتقال إلى مرحلة القرارات الملزمة وتنفيذها.

وأكد في سياق ذي صلة، أن الطريق إلى معالجة قضايا التغير المناخي مازال طويلا “وأن تحقيق الالتزامات التي قطعناها على أنفسنا يتطلب تعاونا دوليا وإقليميا، فالمناخ لا يعرف الحدود بين الدول، حيث نعيش على الكوكب نفسه وأجيالنا القادمة تواجه المصير نفسه. ومن لا يلتزم بسياسات حماية البيئة ومكافحة التغير المناخي يلحق الضرر بنا جميعا”.
