Doha: Ministry of Public Health (MoPH) said on their website that as part of State of Qatar’s plans for the gradual lifting of restrictions imposed to respond to COVID-19 pandemic, the previously announced travel and return policy was reviewed and it was agreed to continue the implementation of the same policy with minor amendments effective on, 22nd October.

The policy includes the following:

First: Travelling Abroad Policy:

• Citizens and Residents can travel abroad at any time, provided they adhere to the travel and return policy.
• Those wishing to travel must be aware of the precautionary measures implemented in the country they plan to visit in terms of quarantine policy, its duration, and the requirement to provide a COVID19-free certificate.
• Employees must coordinate with their employers about the dates of their travel and return to Qatar. They should consider the quarantine period when planning their trip.

 

Second: Return and Entry Policy:

1. Testing and Quarantine Policies:

o Travelers returning from low-risk countries must have COVID-19 test upon arrival at the Airport, and sign a Home Quarantine Undertaking to comply with the home quarantine procedure for a week, noting that their health status on Ehteraz’s application will be yellow, indicating that the individual is under quarantine. On the sixth day, the individual should visit one of the PHCC healthcare centers to re-test for COVID-19. If the test result is positive, the individual is isolated and their health status on Ehteraz will change to red. If it is negative, then the quarantine period is completed by the end of the seventh day and their health status on Ehteraz will change to green. It should be noted that the COVID-19 Green List will be published on the Ministry of Public Health’s website and announced by the Civil Aviation Authority. The COVID-19 Green List will be reviewed and updated regularly based on public health indicators in Qatar and around the world.

o Travelers from the other countries, where approved COVID-19 testing centers are not in place, should be hotel quarantined at their own expense for a week. They should book a hotel quarantine for a week from the listed hotels on the “Discover Qatar” website. These individuals will require a COVID-19 re-test on day 6. If the result is negative, and the individual is asymptomatic, they are released from the hotel on the 7th day to continue the quarantine period at home for another seven days. Their health status on Ehteraz will remain yellow and will change back to green at the end of the quarantine period, which is 14 days in total.

o If there are MOPH approved COVID-19 testing centers at the country of travel, a COVID-19-free certificate should be obtained from one of these centers to be exempted from testing at the Airport. The Certificate should not exceed 48 hours before travel, noting that the list of COVID-19 testing centers is updated regularly on the Ministry of Public Health’s website.

o In the case of home quarantine, the accommodation conditions should be suitable and have a separate room with its ensuite bathroom. If the accommodation is not appropriate, one of the hotel quarantine packages must be booked for the quarantine period through the “Discover Qatar” website. People must adhere to the home quarantine guidelines to protect themselves and their family.

o If the traveler was a minor, their official guardian should sign the Home Quarantine Undertaking.

2. Citizens, their Spouses and Children, Permanent Residency Holders, and GCC Citizens:

o Citizens, their spouses and children, permanent residency holders, and GCC citizens can return to the State of Qatar at any time, provided that they adhere to the travel and return policies according to the countries of travel.

o Citizens, their spouses and children, permanent residency holders, and GCC citizens shall bear the cost of the hotel quarantine for a week, provided that the booking is made through “Discover Qatar.” If the individual’s accommodation condition doesn’t meet the home quarantine criteria, the hotel booking should be for 2 weeks.

o Patients receiving treatment abroad at the expense of the State, along with their escorts, shall be exempted from the cost of the hotel quarantine. The same applies to the employees who are on official missions, provided that the hotel quarantine conditions applies.

3. Residents:

o Residents were allowed to return to the State of Qatar on 1st August by applying for an “Exceptional Entry Permit” through the “Qatar Portal” website.

o The employer should submit an “Exceptional Entry Permit” application for the company/ institute’s employees electronically via the “Qatar Portal” website. A similar process applies to domestic workers.

o The employer shall bear the costs of the quarantine in the dedicated facilities for two weeks, provided that the booking is made through the “Discover Qatar” website.

4. Vulnerable Groups Eligible for Home Quarantine:

o The following vulnerable group returning from travel (Qatari and Residents) and their immediate family members living in the same household, including their domestic helpers returning with them are eligible for home quarantine:

1. Persons aged 55 years old and above.
2. Recipients of an organ or bone marrow transplant.
3. Patients with hypertension who are on treatment.
4. Patients with conditions that require immune-suppressive treatment.
5. Patients with heart failure or coronary artery disease.
6. Patients with moderate to severe asthma.
7. Cancer patients with metastasis and those on treatment (Chemotherapy or Radiotherapy).
8. Pregnant females (any trimester).
9. Nursing mothers with children aged 0-5 years.
10. Patients with End-Stage Renal Failure (ESRD) or on dialysis.
11. Patients with Chronic Liver Disease (CLD) and decompensation.
12. Patients with lower-limb amputations.
13. People with disabilities where they are dependent on others for their activities of daily living.
14. Children with disabilities and their mothers.
15. Patients with epilepsy and on treatment.
16. Patients with diabetic foot infections.
17. People with deceased first-degree relatives in the last ten days.
18. People with mental health problems on antipsychotic medications and whose condition is aggravated by staying in closed spaces.
19. Diabetic patients on treatment.
20. Minor travelers (below 18 years old) traveling without an accompanied guardian.

 

Third: Ehteraz App. Policy:

• Travelers returning to the State of Qatar must download and activate the Ehteraz app on their mobiles upon arrival at Hamad International Airport. The following requirements must be met to achieve that:

o A Qatari SIM Card from a local telecom operator (Ooredoo and Vodafone).

o Internet access.

o A smartphone that supports either Android 6 and up or IOS 13.5 and up.

• Download the application on your mobile phone either via Google Play or Apple App Store or from any search engines on the internet.

• Diplomats, holders of MOFA issued administrative cards, and VVIP visitors are exempted.

• Health status on Ehteraz will remain yellow until the completion of the full quarantine course (7 or 14 days) and a negative COVID-19 result is obtained as per the quarantine policy for the travel and entry policy above.

 

It should be noted that the process of issuing return permits for residents will continue through the “Qatar Portal” website until the need to organize the entry process ends, based on the status of the public health indicators in the State of Qatar and around the world.

الدوحة: أوضحت وزارة الصحة العامة أنه في إطار الرفع التدريجي للقيود المفروضة في دولة قطر جراء جائحة كورونا (كوفيد-19) وبناءً على سياسات السفر والعودة إلى دولة قطر التي تم الإعلان عنها سابقاً، فقد تم مراجعة هذه السياسات وتقرر استمرار العمل بها مع بعض التحديثات والتوضيحات التي سيتم العمل بها اعتباراً من 22 أكتوبر 2020.

وتشمل السياسات التالية:

أولاً: سياسات السفر إلى خارج دولة قطر:

* يمكن لجميع المواطنين والمقيمين السفر لخارج الدولة في أي وقت، مع الالتزام بجميع إجراءات العودة وبحسب الدول القادمين منها.

* يجب على الراغبين في السفر، التأكد من إجراءات الوجهة التي يرغبون بزيارتها، من حيث إجراءات الحجر الصحي وفترتها والحاجة لتوفير شهادة خلو من كوفيد-19.

* يتوجب على موظفي القطاعات المختلفة التنسيق مع جهات عملهم حول تواريخ السفر والعودة، وأخذ فترة الحجر الصحي في الحسبان عند التخطيط للسفر واعتماد إجازاتهم السنوية بناء عليها.

 

ثانياً: سياسات العودة والدخول إلى دولة قطر:

(1) سياسات الفحص والحجر الصحي:

يجب على جميع القادمين إلى دولة قطر من الدول المتضمنة في القائمة الخضراء الالتزام بإجراء الفحص للكشف عن كوفيد-19 فور وصولهم إلى المطار، والتوقيع على تعهد رسمي بالالتزام بالحجر المنزلي لمدة أسبوع، علماً بأن الحالة الصحية للشخص على تطبيق احتراز ستكون باللون الأصفر أي أنه ملزم بالحجر الصحي.

وفي اليوم السادس من الحجر الصحي، يجب على الشخص أن يتوجه إلى أحد المراكز الصحية المعتمدة للقيام بفحص كوفيد-19 مرة أخرى، فإذا كانت النتيجة إيجابية، يتم نقل الشخص إلى العزل، وإذا كانت سلبية فإن فترة الحجر تنتهي بإتمام اليوم السابع وتتغير الحالة الصحية للشخص على تطبيق احتراز إلى اللون الأخضر.

وتجدر الإشارة إلى أنه سيتم نشر القائمة الخضراء للدول والخاصة بكوفيد-19 على موقع وزارة الصحة العامة، كما ستعلن عنها الهيئة العامة للطيران المدني، علما بأنه سيتم مراجعة وتحديث هذه القائمة بشكل دوري، يأخذ بالاعتبار مؤشرات الصحة العامة في دولة قطر وبقية دول العالم.

* يجب على جميع القادمين من بقية الدول التي لم يرد ذكرها في القائمة الخضراء، الالتزام بالحجر الفندقي على نفقتهم الخاصة لمدة أسبوع، على أن يتم حجز الإقامة بالفندق عبر الموقع الإلكتروني لـ “اكتشف قطر” وذلك قبل وصولهم لدولة قطر. وفي اليوم السادس من تاريخ بداية الحجر الفندقي، سيكون خروج الأشخاص مرتبطاً بإجراء فحص كوفيد-19، فإذا كانت نتيجة الفحص سلبية فيتعهد الشخص بالحجر المنزلي لمدة أسبوع آخر وتكون حالته الصحية على تطبيق احتراز باللون الأصفر وتتغير إلى الأخضر بعد استكمال مدة الحجر الصحي الكلي وهي 14 يوماً.

* في حال وجود مراكز فحص كوفيد-19 معتمدة من قبل وزارة الصحة العامة في إحدى الدول، فإن الحصول على شهادة خلو من الفيروس من أحد هذه المراكز سيعفي الشخص من إجراء الفحص في المطار أو الفندق عند وصوله إلى دولة قطر وذلك شريطة ألا يتجاوز تاريخ الحصول على الشهادة 48 ساعة قبل السفر. وتجدر الإشارة إلى أنه يتم تحديث ونشر قائمة مراكز الفحص المعتمدة على موقع “وزارة الصحة العامة.”

* في حال استحقاق الحجر المنزلي، يجب أن تكون ظروف المسكن ملائمة من حيث توافر غرفة منفصلة ملحقة بدورة مياه خاصة بها. فإذا لم يكن ذلك ممكناً، يجب حجز إحدى باقات الحجر الفندقي المعتمدة من خلال زيارة الموقع الإلكتروني لـ “اكتشف قطر”. كما يجب أن يلتزم الأشخاص بإرشادات الحجر الصحي المنزلي لضمان سلامتهم وسلامة من يقطنون معهم في ذات المسكن.

* في حال كان المسافر قاصر (لم يبلغ سن 18 سنة)، يجب على ولي الأمر التوقيع على تعهد رسمي يضمن التزام القاصر بإجراءات الحجر المنزلي.​

​​​​​​

(2) المواطنون وأزواجهم وأبناؤهم وأصحاب الإقامة الدائمة ومواطنو دول مجلس التعاون الخليجي:

* يمكن للمواطنين وأزواجهم وأبناؤهم وأصحاب الإقامة الدائمة ومواطني دول مجلس التعاون الخليجي السفر خارج الدولة والعودة في أي وقت، مع الالتزام بجميع الإجراءات المذكورة آنفاً وبحسب الدول القادمين منها.

* يتحمل المواطنون وأزواجهم وأبناؤهم وأصحاب الإقامة الدائمة ومواطنو دول مجلس التعاون الخليجي تكلفة حجز الفندق لمدة أسبوع، في حال انطبقت شروط الحجر الفندقي، على أن يتم الحجز من خلال موقع “اكتشف قطر“ قبل الوصول إلى دولة قطر.

* يُستثنى من تحمل تكلفة الحجر الفندقي، المرضى الذين يتلقون العلاج في الخارج على نفقة الدولة ومرافقوهم المعتمدون رسمياً، والموظفون المبتعثون لمهمات العمل، حيث ستتكفل الجهة المرسلة بتكاليف الحجر الفندقي، وذلك في حال انطبقت على الشخص شروط الحجر الفندقي.

(3) ​​​المقيمون:

تم السماح للمقيمين بالعودة إلى دولة قطر منذ الأول من أغسطس 2020، وذلك من خلال تقديم طلب “تصريح دخول استثنائي” عبر الموقع الإلكتروني لـ “بوابة قطر“.

يُسمح لصاحب العمل في القطاع العام والخاص، بتقديم طلب “تصريح دخول استثنائي” للمقيمين العاملين لدى شركاتهم ومؤسساتهم على “بوابة قطر”. كما يمكن اتباع ذات الإجراءات للعمالة المنزلية.

* يتحمل صاحب العمل تكاليف الحجر الصحي للمقيمين من العاملين لدى شركاتهم ومؤسساتهم في القطاع الخاص والعمالة المنزلية في المرافق المخصصة للحجر الصحي بعد الحصول على تصريح الدخول، وذلك من خلال زيارة موقع “اكتشف قطر”.

(4) الفئات المستحقة للحجر المنزلي:

تُستثنى الفئات التالية من الحجر الفندقي، ويُسمح لها بالحجر المنزلي، قطريين كانوا أم مقيمين، وأفراد عائلاتهم الذين يعيشون معهم بنفس السكن، بما في ذلك مرافقيهم من العمالة المنزلية القادمين معهم، بغض النظر عن الوجهة التي قدموا منها، وهي:

١. الأشخاص الذين تبلغ أعمارهم 55 سنة وما فوق.

٢. الأشخاص الذين خضعوا لزراعة الأعضاء أو النخاع الشوكي.

٣. مرضى ارتفاع ضغط الدم والذين يتلقون العلاج.

٤. المرضى الذين يعانون من حالات تتطلب علاجًا مثبطًا للمناعة.

٥. المرضى الذين يعانون من قصور القلب أو أمراض الشريان التاجي.

٦. المرضى الذين يعانون من الربو (متوسط وعالي الشدة).

٧. مرضى السرطان والخاضعين منهم لجلسات العلاج (العلاج الكيميائي أو العلاج الإشعاعي).

٨. النساء الحوامل.

٩. الأمهات المرضعات الحاضنات لأطفال تتراوح أعمارهم بين 0-5 سنوات.

١٠. المرضى الذين يعانون من الفشل الكلوي الحاد (في آخر مراحله) أو الذين يخضعون لجلسات غسيل الكلى.

١١. المرضى الذين يعانون من أمراض الكبد المزمنة.

١٢. المرضى الذين لديهم بتر في الأطراف السفلية.

١٣. الأشخاص من ذوي الإعاقة والذين يعتمدون على الآخرين للقيام بأنشطتهم اليومية.

١٤. الأطفال ذوي الإعاقة وأمهاتهم.

١٥. مرضى الصرع الذين يتلقون العلاج.

١٦. مرضى داء القدم السكرية.

١٧. الأشخاص الذين لديهم أقارب من الدرجة الأولى وافتهم المنية خلال 10 أيام الأخيرة.

١٨. الأشخاص الذين يعانون من مشاكل صحية نفسية ويخضعون للعلاج الدوائي والذين قد تسوء حالتهم الصحية في حال تم ​إبقاؤهم في أماكن مغلقة.

١٩. مرضى السكري الذين يتلقون العلاج.

٢٠. القاصر (أقل من 18 سنة) والمسافر دون رفقة أحد والديه أو ولي أمره أو الوصي عليه.

 

ثالثاً: سياسات تطبيق احتراز:

يجب على القادمين لدولة قطر تحميل وتفعيل تطبيق احتراز على هواتفهم الشخصية عند الوصول إلى مطار حمد الدولي، على أن يتم التأكد من توافر الشروط التالية:

توفر رقم جوال قطري من إحدى الشركات المحلية (أوريدو أو فودافون).

توفر خاصية الاتصال بالإنترنت.

توفر هاتف ذكي يدعم إصدار أندرويد 6 فما أعلى أو IOS 13.5 وما أعلى.

يمكن تحميل التطبيق من متجر أبل أو جوجل (Apple App Store or Google Play) أو من خلال استخدام محركات البحث على الأنترنت.

يُستثنى من تطبيق هذه السياسة الدبلوماسيون المعتمدون لدى الدولة وأصحاب البطاقة الإدارية التي تصدرها وزارة الخارجية وضيوف الدولة من كبار المسؤولين.

ستظل الحالة الصحية على تطبيق احتراز باللون الأصفر طوال مدة الحجر الصحي، إلى أن يتم إعادة الفحص في اليوم السادس من الحجر المنزلي والحصول على نتيجة اختبار سلبية، بالإضافة إلى استكمال مدة الحجر الصحي، سواء كانت 7 أو 14 يوم، وفقًا لسياسات الحجر الصحي المنصوص عليها أعلاه.

 

ونوهت وزارة الصحة بأن عملية إصدار تصاريح الدخول الاستثنائية للمقيمين من خلال الموقع الإلكتروني لـ “بوابة قطر“ ستستمر حتى تنتهي الحاجة لتنظيم عملية الدخول، بناء على مؤشرات الصحة العامة ذات الصلة.
