HBKU and IOM Host High-Level Roundtable on Evidence-Based Migration Policies

Doha: The College of Public Policy (CPP) at Hamad Bin Khalifa University (HBKU), Qatar Foundation (QF), and the International Organization for Migration (IOM) jointly held a roundtable on Good Practices and Lessons Learned in Making Migration Work for All.

The event brought together academics, experts and policymakers from Qatar and other countries to identify and reflect on good practices and lessons learned in global migration governance and policy-making. The discussions were situated in the context of the 2030 Agenda for Sustainable Development, the Global Compact for Safe, Orderly and Regular Migration (GCM), and the recognition that migration is a powerful driver of development.

IOM Regional Director for the Middle East and North Africa Carmela Godeau, pointed out that labor migration can bring enormous benefits when governed in a way that reinforces the matching of workers skills with market needs, brings innovation, qualifications and expertise, fills the gaps in national labor markets, and contributes to the protection of the rights of migrant workers.

In turn, IOM Chief of Mission in Qatar Iman Ereiqat, emphasized the importance of the partnership between IOM Qatar and HBKU, a member of QF, and the importance of these kinds of discussions in bringing lessons learned and best practices from across the world.

The first session explored “The Importance of Data and Research in Supporting Evidence-Based Policies”, with presentations by Dr. Pal, co-champion of QFs flagship initiative, the Qatar Human Capital Manara, to understand the future of work and identifying future skills-based training. Data disaggregation and the 2030 agenda, as well as the Arab Regional Migration Situational Report 2020, were also discussed.

The second session highlighted “Best Practices and Lessons Learned From Labor Migration Models From Around the World”, and how countries have adapted their policies to ensure respect and protection for migrant workers rights. The session featured presentations on “Migrants and Obligations of Non-Discrimination and International Human Rights Perspectives”; and “Ethiopia-Qatar Bilateral Agreements Relating to Labor Migration”.

During the third session, was on “Fostering Skilled Migration and Investing in Skills Development, Matching and Recognition”, speakers discussed the importance of skills development and specialization for high and low skill workers, and harmonization through skills mobility partnerships.

Commenting after the roundtable, CPP founding Dean Dr. Leslie A. Palsaid: “We express our appreciation to IOM for partnering with CPP on this event, and bringing the appropriate role players into this conversation, adding that while migration policies vary from country to country, and region to region, there is unison that work must continue to enhance the links between sustainable development and migration. This roundtable was valuable in bringing to the fore the growing role of data in evidence-based migration policies, and other important considerations for migration governance and policy development.

وجمعت الفعالية بين أكاديميين وخبراء وصناع سياسات من قطر ودول أخرى للتعرف على الممارسات الجيدة والدروس المستفادة من حوكمة الهجرة العالمية وصناعة السياسات والتفكير فيها. وجاءت المناقشات في سياق خطة التنمية المستدامة لعام 2030، والاتفاق العالمي من أجل الهجرة الآمنة والمنظمة والنظامية، والإدراك بأن الهجرة تعد محركا قويا للتنمية.

وأشارت السيدة كارميلا جودو، المدير الإقليمي للمنظمة الدولية للهجرة بمنطقة الشرق الأوسط وشمال أفريقيا في بداية الحلقة إلى أن هجرة الأيدي العاملة يمكن أن تحقق فوائد هائلة عندما تدار بطريقة تعزز تلبية مهارات العمال لاحتياجات أسواق العمل، وتجلب الابتكار والمؤهلات والخبرات، وتسد الفجوات في أسواق العمل الوطنية، وتساهم في حماية حقوق العمال المهاجرين.

من جانبها، أكدت السيدة إيمان عريقات، رئيس بعثة المنظمة الدولية للهجرة في قطر على أهمية الشراكة بين بعثة المنظمة الدولية للهجرة في قطر وجامعة حمد بن خليفة، كما شددت على أهمية مثل هذه المناقشات في استقاء الدروس المستفادة وأفضل الممارسات من جميع أنحاء العالم.

واستعرضت الجلسة الأولى من الحلقة النقاشية أهمية البيانات والبحوث في دعم السياسات القائمة على الأدلة وقضايا تصنيف البيانات وخطة التنمية المستدامة لعام 2030، بالإضافة إلى تقرير عن وضع الهجرة الإقليمية العربية لعام 2020.

وسلطت الجلسة الثانية الضوء على “أفضل الممارسات والدروس المستفادة من نماذج هجرة الأيدي العاملة حول العالم”، وكيف عدلت بعض البلدان سياساتها لضمان احترام حقوق العمال المهاجرين وحمايتها. وتضمنت الجلسة عروضا عن “المهاجرين والالتزامات المتعلقة بعدم التمييز ووجهات النظر المتعلقة بحقوق الإنسان الدولية”، و”الاتفاقيات الثنائية بين قطر وإثيوبيا فيما يتعلق بهجرة الأيدي العاملة”.

وخلال الجلسة الثالثة، التي عقدت بعنوان “تعزيز هجرة العمالة الماهرة والاستثمار في تنمية المهارات وتوفيقها وتقديرها”، ناقش المتحدثون أهمية تنمية المهارات والتخصص للعمال ذوي المهارات العالية والمنخفضة، وتوفيقها من خلال الشراكات في عملية نقل المهارات.

وبعد انتهاء الحلقة النقاشية، أعرب الدكتور ليزلي ألكسندر بال، العميد المؤسس للكلية عن تقديره للمنظمة الدولية للهجرة لمشاركتها مع الكلية في هذه الحلقة، واستقطاب المتحدثين المناسبين للمشاركة والمساهمة الرائعة في النقاشات.

وأضاف أن سياسات الهجرة رغم اختلافها من بلد إلى آخر ومن منطقة إلى أخرى، إلا أن هناك انسجاما يجب أن يستمر العمل به لتعزيز الروابط بين التنمية المستدامة والهجرة. لافتا إلى أن هذه الحلقة ذات قيمة في إبراز الدور المتنامي للبيانات في سياسات الهجرة القائمة على الأدلة، والاعتبارات المهمة الأخرى لإدارة الهجرة وتطوير السياسات.
