Qatar Stresses the Need for Participation of Women in all Peace Efforts

New York: The State of Qatar stressed the need to ensure the full and effective participation of women in all peace efforts, even during crises, such as the Covid-19 pandemic.

This came in a speech that HE Permanent Representative of the State of Qatar to the United Nations Ambassador Sheikha Alya Ahmed bin Saif Al-Thani , to inaugurate the virtual seminar organized by the Center for Conflict and Humanitarian Studies on the occasion of International Women’s Day, in which it participated HE Canada’s Ambassador for Women, Peace and Security Jacqueline O’Neill, and HE member of the Afghan Peace Negotiations Team in Doha Fatima Gailani.

Her Excellency Sheikha Alya said that Qatar’s strategy on women in peacebuilding is a comprehensive strategy, stressing the link between this strategy and sustainable development and economic empowerment of women to provide conditions conducive to stability, security and prosperity for all.

Her Excellency stated that the UN Security Council Resolution (1325) constitutes a strong normative framework for dealing with women and building peace, explaining that the resolution, with its four pillars related to prevention, participation, protection, peacebuilding and recovery, is the basis of peace and has led to unparalleled measures by member states, United Nations entities and civil society at the international, regional and national levels.

Her Excellency referred to the global study for the year (2015) on the implementation of the Security Council resolution, which was funded by the State of Qatar, as it revealed the gap between the normative frameworks and the implementation on the ground. The main reason, Her Excellency said, was a lack of political will, accountability, resources and institutional barriers.

Her Excellency stressed the need to ensure the implementation of the current international instruments to protect women and involve them in times of conflict and peacebuilding, stressing the need to ensure the full and effective participation of women in all peace efforts even during crises, such as the Covid-19 pandemic.

In this context, Her Excellency pointed out the retreat in the progress made in the field of women’s rights during the pandemic at all levels, including the peace and security agenda.

Her Excellency continued, stressing the recognition of the role of women in building peace and that it should not be a time-limited task or be restricted to a group of actors, saying that it is a common task and responsibility among all and at all times.

Her Excellency stressed the main role women play in mediating and sustaining peace, but at the same time she warned against the absence and marginalization of women from the negotiating table, whether at the international or national levels.

Her Excellency emphasized the need to bring those directly involved in the conflict to the negotiating table – men and women alike – rather than relying on foreign experts, stressing the need for more mediators from the affected region.

Her Excellency pointed to the importance of investing in mediation capacity to provide negotiation skills, training, logistical support and mediation for women to help them fully and meaningfully participate in peace building processes, and in this context, she referred to the emergence of strong women leaders in peace negotiations in Afghanistan and Sudan, for example.

Her Excellency praised the strategy of the State of Qatar, which considers the promotion of transitional justice for women to be extremely important, noting the role of the State of Qatar in facilitating the establishment of the international, impartial and independent mechanism by providing it with financial support, in order to assist in the investigation of the persons responsible for the most serious crimes committed in Syria since (2011), in violation of international law.

Her Excellency referred to the role that the Institute for International Criminal Investigations plays in the framework of accountability and criminal justice, as it plays an important role in independent and impartial support for the investigation of sexual violence and gender-based crimes and in supporting the prosecution of the perpetrators of these crimes.

Her Excellency said that it is a precious step towards transitional justice for women in Syria, and the State of Qatar helps in every possible way to ensure their success.

In the conclusion of her speech, Her Excellency warned against excluding young women from the peace building process, stressing that youth are essential elements for building and maintaining peace.

Her Excellency referred to the high-level global conference on comprehensive peace processes for youth that Qatar will host in the first half of 2022, which will discuss the inclusion of young women in peace processes and their meaningful participation, and how to build bridges between youth.

نيويورك: أكدت دولة قطر على ضرورة ضمان مشاركة المرأة الكاملة والفعالة في جميع جهود السلام حتى أثناء الأزمات، مثل جائحة /كوفيد -19/.

جاء ذلك في كلمة افتتحت بها سعادة السفيرة الشيخة علياء أحمد بن سيف آل ثاني المندوب الدائم لدولة قطر لدى الأمم المتحدة ندوة افتراضية نظمها مركز دراسات النزاع والعمل الإنساني بمناسبة يوم المرأة العالمي، تحت عنوان “دور المرأة في السلام على المستوى العالمي والمحلي”، وشاركت فيها سعادة السيدة جاكلين أونيل، سفيرة كندا للمرأة والسلام والأمن، وسعادة السيدة فاطمة جيلاني، عضو فريق مفاوضات السلام الأفغاني في الدوحة.

وقالت سعادة الشيخة علياء، إن استراتيجية دولة قطر بشأن المرأة في بناء السلام هي استراتيجية شاملة، مؤكدة ارتباط هذه الاستراتيجية بالتنمية المستدامة والتمكين الاقتصادي للمرأة لتوفير الظروف المواتية للاستقرار والأمن والازدهار للجميع.

وذكرت أن قرار مجلس الأمن الدولي (1325 ) يشكل إطاراً معيارياً قوياً للتعامل مع النساء وبناء السلام، موضحة أن القرار بركائزه الأربع المتعلقة بالوقاية والمشاركة والحماية وبناء السلام والتعافي، هو أساس السلام وقد أدى إلى إجراءات لا مثيل لها من قبل الدول الأعضاء وكيانات الأمم المتحدة والمجتمع المدني على المستويات الدولية والإقليمية والوطنية.

وأشارت سعادتها إلى الدراسة العالمية لعام (2015) بشأن تنفيذ قرار مجلس الأمن، التي مولتها دولة قطر، حيث كشفت عن الفجوة بين الأطر المعيارية والتنفيذ على أرض الواقع. وقالت إن “السبب الرئيسي يعود إلى الافتقار للإرادة السياسية والمساءلة والموارد ووجود حواجز مؤسسية”.

وأكدت على الحاجة لضمان تنفيذ الصكوك الدولية الحالية لحماية النساء وإشراكهن في أوقات النزاع وبناء السلام، مشددة على ضرورة ضمان مشاركة المرأة الكاملة والفعالة في جميع جهود السلام حتى أثناء الأزمات، مثل جائحة كوفيد- 19 .

ولفتت في هذا السياق، إلى التراجع في التقدم الذي تحقق في مجال حقوق المرأة أثناء الجائحة على جميع المستويات، بما في ذلك أجندة السلام والأمن.

وتابعت سعادتها مؤكدة على الاعتراف بدور المرأة في بناء السلام وعلى ألّا تكون مهمة محدودة الوقت أو مقتصرة على مجموعة من الجهات الفاعلة، قائلة “إنها مهمة ومسؤولية مشتركة بين الجميع وفي كل الأوقات”.

وشددت على الدور الرئيسي الذي تلعبه النساء في التوسط في السلام واستدامته لكنها حذرت في الوقت ذاته من غياب وتهميش النساء عن طاولة المفاوضات، سواء على المستويات الدولية أو الوطنية.

وأكدت الحاجة إلى الجمع بين المشاركين بشكل مباشر في النزاع إلى طاولة المفاوضات -رجالاً ونساءً على حد سواء- بدلاً من الاعتماد على خبراء أجانب، مؤكدة على الحاجة إلى وسطاء أكثر من المنطقة المتضررة.

ولفتت إلى أهمية استثمار قدرة الوساطة لتوفير مهارات التفاوض والتدريب والدعم اللوجستي والوساطة للنساء لمساعدتهن على المشاركة الكاملة والهادفة في عمليات بناء السلام، وفي هذا الإطار أشارت إلى بروز قيادات نسائية قوية في مفاوضات السلام بأفغانستان والسودان على سبيل المثال.

ونوّهت سعادتها باستراتيجية دولة قطر، التي تعتبر تعزيز العدالة الانتقالية للمرأة في غاية الأهمية، مشيرة إلى دور دولة قطر في تيسير وتسهيل إنشاء الآلية الدولية المحايدة والمستقلة من خلال تقديم الدعم المالي لها، من أجل المساعدة في التحقيق مع الأشخاص المسؤولين عن أخطر الجرائم التي ارتكبت في سوريا منذ عام (2011) انتهاكاً للقانون الدولي.

وأشارت إلى الدور الذي يلعبه المعهد الدولي للتحقيقات في إطار المساءلة والعدالة الجنائية، حيث يقوم بدور مهم في الدعم المستقل والحيادي للتحقيق في العنف الجنسي والجرائم القائمة على النوع الاجتماعي وفي دعم مقاضاة مرتكبي هذه الجرائم. وقالت “إنها خطوة ثمينة نحو العدالة الانتقالية للمرأة في سوريا، ودولة قطر تساعد بكل وسيلة ممكنة لضمان نجاحها”.

وفي ختام كلمتها، حذرت سعادة السفيرة الشيخة علياء أحمد بن سيف آل ثاني المندوب الدائم لدولة قطر لدى الأمم المتحدة، من استبعاد الشابات من عملية بناء السلام، مؤكدة أن الشباب هم عناصر أساسية لبناء السلام والحفاظ عليه.

وأشارت إلى المؤتمر العالمي رفيع المستوى حول عمليات السلام الشاملة للشباب الذي ستستضيفه دولة قطر في النصف الأول من عام 2022، والذي سيناقش إدماج النساء الشابات في عمليات السلام ومشاركتهن بشكل هادف، وكيفية بناء الجسور بين الشباب .
