Qatar Airways extends USAID ROUTES partnership

DOHA: Qatar Airways has extended its participation in the USAID ROUTES (Reducing Opportunities for Unlawful Transport of Endangered Species) Partnership, reinforcing its commitment to combat illegal trafficking of wildlife and its products.

Qatar Airways, a founding member of the United for Wildlife Transport Taskforce, signed the historic Buckingham Palace Declaration on 2016, aimed at taking real steps to shut down the routes exploited by traffickers of the illegal wildlife trade, to move their products. Subsequently in May 2017, the airline went on to sign the first Memorandum of Understanding with the ROUTES Partnership. In May 2019, Qatar Airways became the world’s first airline to achieve certification to the Illegal Wildlife Trade (IWT) Assessment. The IWT Assessment certification confirms that Qatar Airways has procedures, staff training and reporting protocols in place that make the smuggling of illegal wildlife products more challenging.

The Illegal Wildlife Trade (IWT) Assessment was developed by the International Air Transport Association (IATA), with the support of ROUTES, as part of IEnvA – IATA’s environmental management and evaluation system for airlines. Compliance with the IWT IEnvA Standards and Recommended Practices (ESARPs) enables airline signatories to the United for Wildlife Buckingham Palace Declaration to demonstrate that they have implemented the relevant Commitments within the Declaration.

Qatar Airways Group Chief Executive, H E Akbar Al Baker, said: “The illegal and unsustainable wildlife trade threatens our global biodiversity, and poses a risk to health and safety, particularly in marginalised communities. We are taking measures to disrupt this illicit trade in order to conserve biodiversity and safeguard our delicate ecosystems. We remain committed with other aviation industry leaders to emphasise our zero-tolerance policy towards illegal trafficking of wildlife and its products, and we join the ROUTES Partnership in saying – ‘It Doesn’t Fly With Us’. We will continue to work with our stakeholders to raise awareness and improve detection of illegal wildlife activities to protect these creatures that we value.”

Crawford Allan, the ROUTES Partnership Lead, welcomed the leadership Qatar Airways has shown in efforts to prevent wildlife trafficking saying: “Through its actions on raising awareness, training and including wildlife trafficking within its policies, Qatar Airways has demonstrated its commitment to the Buckingham Palace Declaration and to the goal of the ROUTES Partnership. I am proud to see that Qatar Airways is continuing these efforts and being part of a growing number of companies to say It Doesn’t Fly With Us.”

The COVID-19 pandemic has shown that wildlife crime is a threat not only to the environment and biodiversity, but also to human health. Despite restricted travel, reports of illegal wildlife seizures over the past year have revealed that traffickers are still taking their chances to smuggle contraband through the air transport system. Qatar Airways recognises that with support from the USAID ROUTES partnership, the air transport industry can move towards a greener planet that includes ecosystems and wildlife conservation, essential parts of a thriving wildlife economy with and for local communities.

As an inaugural signatory to the Buckingham Palace Declaration in March 2016 and a founding member of the United for Wildlife Transport Taskforce, Qatar Airways has a zero-tolerance policy towards the transportation of illegal wildlife and their products. Qatar Airways Cargo launched the second chapter of its sustainability programme WeQare: Rewild the Planet earlier this year, focused on transporting wild animals back to their natural habitat, free of charge. The cargo carrier’s initiative to preserve wildlife and rewild the planet is aligned with the airline’s commitment to fight wildlife trafficking and illegal trade of wild animals and thereby protect the environment and planet Earth.

الدوحة: عززت الخطوط الجوية القطرية من مشاركتها في اتفاقية الوكالة الأمريكية للتنمية الدولية للحد من النقل غير المشروع للحيوانات المهددة بالانقراض (روتس)، مؤكّدة بذلك على التزامها بمكافحة الاتجار غير المشروع بالأحياء البرية ومنتجاتها. وبوصفها عضو مؤسس ضمن فريق “متحدون من أجل نقل الحياة البرية”؛ وقّعت الخطوط الجوية القطرية في مارس 2016 على إعلان قصر بكنغهام التاريخي، الذي يهدف إلى اتخاذ خطوات عمليّة لإغلاق الطرق التي يستغلّها تجار الأحياء البرية لنقل منتجاتهم بصورة غير مشروعة. وفي شهر مايو من عام 2017، أبرمت الخطوط القطرية اتفاقية التفاهم الأولى مع “روتس”. وفي شهر مايو 2019، أصبحت الناقلة أول شركة طيران في العالم تحصل على شهادة تقييم الاتجار غير المشروع بالأحياء البرية (IWT). وتؤكد شهادة التقييم هذه على الإجراءات وبروتوكولات تدريب الموظفين والإبلاغ التي تملكها الخطوط الجوية القطرية، مما يجعل من تهريب المنتجات غير المشروعة للأحياء البرية، أمراً في غاية الصعوبة.

وتم تطوير شهادة “تقييم الاتجار غير المشروع بالأحياء البرية” من قبل الاتحاد الدولي للنقل الجوي “إياتا”، بدعم من اتفاقية الوكالة الأميركية للتنمية الدولية للحدّ من النقل غير المشروع للحيوانات المهددة بالانقراض (روتس)، ضمن نظام تقييم الشركات وإدارة البيئة في إياتا وسوف تتمكن شركات الطيران المشارِكة في اتفاقية قصر بكنغهام، من تأكيد تنفيذها للالتزامات المنصوص عليها في الإعلان، وذلك من خلال امتثالها لتقييم الاتجار غير المشروع بالأحياء البرية والممارسات الموصي بها

وقال سعادة السيد أكبر الباكر، الرئيس التنفيذي لمجموعة الخطوط الجوية القطرية: “الاتجار غير المشروع وغير المستدام بالأحياء البرية، يهدد التنوّع البيولوجي في العالم ويشكّل خطراً على الصحة والسلامة العامة، ولا سيّما في المجتمعات المهمّشة. لذا فإن الخطوط الجوية القطرية تتّخذ كافة التدابير الممكنة للحدّ من هذا الاتجار غير المشروع، بهدف حماية أنظمتنا الحيوية الحساسة. وسنواصل التعاون مع قادة قطاع الطيران الآخرين للتأكيد على سياستنا الصارمة إزاء الاتجار غير المشروع بالأحياء البرية ومنتجاتها. ومن خلال شراكتنا مع “روتس” فإننا نضم صوتنا إليهم ونقول “لن تسافر الأحياء البرية غير المشروعة معنا”. وسنواصل العمل مع الجهات المعنية لزيادة الوعي وتطوير إمكانية الكشف عن أنشطة الاتجار غير المشروع بالحياة البرية لحماية هذه المخلوقات”.

من جهته رحّب السيد كروفورد آلان، رئيس الشراكة مع “روتس” بالريادة التي أبدتها الخطوط الجوية القطرية من خلال جهودها لمنع الاتجار بالأحياء البرية، حيث قال: “من خلال الإجراءات التي اتّخذَتها بشأن زيادة الوعي والتدريب وإدراج منع الاتجار بالأحياء البرية ضمن سياساتها؛ أثبتت الخطوط الجوية القطرية التزامها بإعلان قصر بكنغهام، وبأهداف الشراكة مع روتس. وأنا أشعر بالفخر لدى رؤية الخطوط الجوية القطرية تواصل هذه الجهود الحثيثة، وبأنها واحدة من شركات الطيران التي تقول “لن تسافر الأحياء البرية غير المشروعة معنا”.

وقد بينت جائحة كوفيد–19 أن جريمة النقل غير المشروع للأحياء البرية لا تشكل تهديداً على البيئة والتنوع البيولوجي فحسب، بل إنها تهدد صحة الإنسان كذلك. وعلى الرغم من القيود على السفر، إلا أن التقارير حول النقل غير المشروع للأحياء البرية أفادت العام الماضي بأنه قد تمكّن البعض من استغلال الفرصة وتهريب المنتجات غير المشروعة عبر نظام النقل الجوي. وتدرك الخطوط الجوية القطرية أنه يمكن لقطاع الطيران، بدعمٍ من شراكة الوكالة الأمريكية للتنمية الدولية للحد من النقل غير المشروع للحيوانات المهددة بالانقراض (روتس)، أن يتخذ الخطوات اللازمة لجعل كوكب الأرض أكثر اخضراراً، بما في ذلك حفظ النظام البيئي والأحياء البرية، التي تعدّ عواملاً أساسية لاقتصاد مزدهر للحياة البرية وللمجتمعات المحليّة.

وبوصفها أحد الموقّعين على إعلان قصر بكنغهام في مارس 2016، وعضو مؤسس ضمن فريق “متحدون من أجل نقل الحياة البرية”؛ فإن الخطوط الجوية القطرية تملك سياسة صارمة إزاء الاتجار غير المشروع بالأحياء البرية ومنتجاتها. كما أطلقت القطرية للشحن الجوي في وقت سابق من هذا العام فصلاً جديداً من برنامجها الخاص بالاستدامة “WeQare – إعادة توطين الكوكب”، الذي يُعنى بنقل الأحياء البرية إلى موائلها الطبيعية مجاناً. وتهدف مبادرة الناقلة إلى الحفاظ على الأحياء البرية، وإعادة توطين الكوكب بما يتماشى مع التزامها بمكافحة الاتجار غير المشروع بالأحياء البرية، مما يؤدي بالتالي إلى حماية البيئة وكوكب الأرض على حدّ سواء.
