UN Secretary-General Calls for Elimination of Nuclear Weapons

New York: Secretary-General of the United Nations (UN) Antonio Guterres called for the elimination of nuclear weapons from the world and to begin a new era of dialogue, trust and peace for all mankind.
UN Secretary-General’s call came in his message on Sunday on the occasion of the International Day for the Total Elimination of Nuclear Weapons, which is celebrated annually on Sept. 26.
Guterres said in his message that addressing the existential threat posed by nuclear weapons has been a central element of the work of the United Nations since the beginning. “In 1946, the very first General Assembly resolution sought ‘the elimination from national armaments of atomic weapons and of all other major weapons adaptable to mass destruction’,” UN Secretary-General said.
He added that despite the passage of 76 years, the goals were not achieved after that decision.
According to the Secretary-General, there are about 14,000 nuclear weapons stored around the world, and hundreds of them are ready to be launched at the touch of a button. He stressed that these weapons continue to pose a threat despite the progress made, and humanity will remain unacceptably close to nuclear annihilation.
UN Secretary-General called on all countries that possess nuclear technology to sign the Comprehensive Nuclear-Test-Ban Treaty, which was adopted in 1996 and signed by 185 countries. He added that the treaty to enter into force must be signed and ratified by 44 countries possessing nuclear technology, eight of which have not yet ratified it: China, Egypt, India, Iran, Israel, the Democratic People’s Republic of Korea, Pakistan and the United States.
UN Secretary-General noted that the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), scheduled for January, provides an opportunity for all countries to take practical steps to prevent and permanently eliminate the use of these weapons.

جاءت دعوة الأمين العام في رسالته أمس بمناسبة اليوم الدولي للإزالة الكاملة للأسلحة النووية، الذي تحتفل به الأمم المتحدة في 26 سبتمبر من كل عام.
وقال غوتيريش، في رسالته، إن التصدي للتهديد الوجودي الذي تمثله الأسلحة النووية ظل عنصرا محوريا في عمل الأمم المتحدة منذ البداية، “ففي عام 1946، سعى أول قرار اتخذته الجمعية العامة إلى إزالة الأسلحة الذرية وسائر الأسلحة الرئيسية القابلة للتكيف لأغراض الدمار الشامل من الترسانات الوطنية”.. مضيفا أنه على الرغم من مرور ستة وسبعين عاما، فإن الأهداف لم تتحقق بعد ذلك القرار.
وفقا للأمين العام، هناك نحو 14 ألفا من الأسلحة النووية المخزنة في جميع أنحاء العالم، والمئات منها جاهزة للإطلاق بمجرد ضغطة زر.. مؤكدا على أن هذه الأسلحة لا تزال تشكل خطرا على الرغم ما أحرز من تقدم، وستظل البشرية قريبة على نحو غير مقبول من “الإبادة النووية”.
وكان الأمين العام للأمم المتحدة قد دعا يوم /الخميس/ الماضي، جميع الدول التي تمتلك التكنولوجيا النووية إلى التوقيع على معاهدة الحظر الشامل للتجارب النووية، التي تم تبنيها في عام 1996، ووقعت عليها 185 دولة.. مضيفا أن المعاهدة لتدخل حيز التنفيذ ينبغي التوقيع والتصديق عليها من قبل 44 دولة تمتلك التكنولوجيا النووية، ثماني منها لم تصدق بعد عليها وهي: الصين، مصر، الهند، إيران، إسرائيل، جمهورية كوريا الشعبية الديمقراطية، باكستان والولايات المتحدة.
وقال غوتيريش “لقد ظللنا نعاني، ولفترة طويلة جدا، من حالة الجمود هذه”.
وأشار الأمين العام إلى أن مؤتمر الأطراف في معاهدة عدم انتشار الأسلحة النووية لاستعراض المعاهدة، والمقرر عقده في يناير القادم، يتيح فرصة لجميع البلدان لاتخاذ خطوات عملية لمنع استخدام هذه الأسلحة وإزالتها نهائيا.
