MME: Structural Changes in Qatari Agricultural Sector

Doha: The Ministry of Municipality and Environment (MME) affirmed that the State of Qatar is pursuing an ambitious policy to promote local products, adding that the observer of the agricultural development process in the State of Qatar notes the structural changes in the agricultural sector in line with the strategic objectives of the development plans.

In his speech on the occasion of celebrating Arab Agriculture Day, which falls on Sept. 27 every year and which is held this year under the slogan ‘towards resilient agriculture and food systems responsive to changes’, Director of Agriculture Affairs Department at the Ministry of Municipality and Environment Yusuf Khalid Al Khulaifi, said that the agricultural sector plans are working to bring about a real change in the agricultural economic structure via diversifying the production base by increasing local agricultural production with a focus on the optimal use and preservation of natural resources, improving economic and marketing efficiency, and continuing to raise the level of quality of local production of agricultural crops that meet the aspirations of consumers, in a manner that achieves environmental balance, and prepares the agricultural sector to deal flexibly and efficiently with local, regional and international developments.

Al Khulaifi noted that the ministry followed an ambitious policy to advance local production and set goals by supporting farmers and investors in the agricultural sector by providing agricultural advice and guidance, granting loans and support for agricultural and productive inputs of seeds and pesticides, providing farms destined for organic agriculture with its requirements, and providing beehives for free to farm owners. In addition, the owners of private farms have been supported by finding solutions to the challenges they face, such as heat, high humidity, scarcity and poor water quality, as the Ministry encouraged the transformation of farms from traditional irrigation systems to modern irrigation systems, by concluding an agreement with Qatar Development Bank, to grant farms soft loans to install modern irrigation systems in it, with an interest ranging between 1.0-1.5 percent only, to be repaid over a period of 8 years.

He added that the MME focused on localizing greenhouse technology in Qatari farms, as an effective way to increase the production of vegetables on Qatari farms on the one hand, and reduce water consumption and raise unit productivity on the other hand, while recent years have witnessed a significant increase in the areas planted with greenhouses, as it was 520 hectares in 2019 and became 645 hectares, an increase of 125 hectares, which is estimated at 24 percent.

Director of Agriculture Affairs Department at the Ministry of Municipality and Environment Yusuf Khalid Al Khulaifi indicated that the ministry has also worked to improve the local marketing of Qatari farms by introducing initiatives that aim to make the local farms’ supplies of vegetables of all kinds more accessible to markets and malls, and to enable farm owners to obtain fair prices for their products. The Ministry provided the opportunity for a larger number of Qatari farms to participate in the Qatari agricultural product yards. The distinctive Qatari vegetable marketing program and the Qatar Farms initiative were launched in cooperation with Consumer Protection at the Ministry of Commerce and Industry, which aims to market Qatari vegetables within consumer complexes in a distinctive manner that ensures increased demand for these products, creating a growing demand for Qatari products that will be an incentive for them and to increase their production of vegetables. The Agricultural Marketing and Services Center (Mahaseel) has also been established for the purpose of marketing the products of Qatari farms.

He stressed that the Ministry of Municipality and Environment, represented by the Department of Agricultural Affairs, pays great attention to organic farming, due to its great competitive advantage in the Qatari market. There are nine Qatari farms use the organic production method, and five of them are currently marketing their production of organic vegetables in the Qatari market, while another is preparing to register in organic farming during the next period.

Al Khulaifi added that in order to protect the country’s agricultural production from the risk of pests and diseases, the Agricultural Affairs Department has placed this aspect among its priority concerns, by subjecting all plants, agricultural products and any other materials subject to phytosanitary regulations to agricultural quarantine procedures, noting that this great development in the agricultural sector came as a result of Qatar’s great interest in expanding agricultural production and encouraging local producers, which contributed to achieving sustainable development for the Qatari agricultural sector.

He explained that the Arab Agriculture Day aims to draw the attention of the Arab world to adopting agricultural policies that would develop the agricultural sector and increase production, while calling for emphasizing the importance of preparing a strategy for Arab agricultural development, with the aim of achieving food security, as well as fruitful cooperation between Arab countries to reach the goal. This is in addition to the importance of providing training programs and specialized studies scientifically and practically to raise the efficiency of workers in this field.

Al Khulaifi praised the efforts made by the Arab Organization for Agricultural Development as a house of expertise to support the efforts of Arab countries in the agricultural field by providing experts, specialized studies and technical advice to overcome the obstacles that Arab agriculture may face, stressing that the participation of the State of Qatar in the celebration of this occasion stems from its firm conviction of the importance of agriculture, and its vital role in the consolidation and advancement of civilizations of nations.

الدوحة: أكدت وزارة البلدية والبيئة، أن دولة قطر تتبع سياسة طموحة للنهوض بالمنتجات المحلية، وأن المتتبع لمسيرة التنمية الزراعية في دولة قطر يلاحظ التغييرات الهيكلية في القطاع الزراعي، والتي جاءت مواكبة للأهداف الاستراتيجية للخطط التنموية.

وأوضح السيد يوسف خالد الخليفي مدير إدارة الشؤون الزراعية بوزارة البلدية والبيئة، في كلمة له بمناسبة الاحتفال بيوم الزراعة العربي، الذي يوافق 27 سبتمبر كل عام، ويقام هذا العام تحت شعار (نحو أنظمة زراعية وغذائية مرنة وقادرة على الاستجابة للمتغيرات)، أن خطط القطاع الزراعي تعمل على إحداث تغيير حقيقي في البنية الاقتصادية (الزراعية)، من خلال تنويع القاعدة الإنتاجية بزيادة الإنتاج الزراعي المحلي مع التركيز على الاستغلال الأمثل للموارد الطبيعية والمحافظة عليها وتحسين الكفاءة الاقتصادية والتسويقية، والاستمرار في رفع مستوى جودة الإنتاج المحلي من المحاصيل الزراعية التي تلبي تطلعات المستهلكين، وبما يحقق التوازن البيئي وتهيئة القطاع الزراعي للتعامل بمرونة وكفاءة مع التطورات والمستجدات المحلية والإقليمية والدولية.

ولفت الخليفي إلى أن الوزارة اتبعت سياسة طموحة للنهوض بالإنتاج المحلي وحددت الأهداف من خلال دعم المزارعين والمستثمرين في القطاع الزراعي عبر تقديم المشورة والإرشاد الزراعي، ومنح القروض والدعم للمدخلات الزراعية والإنتاجية من البذور والمبيدات، وتزويد المزارع المتجهة للزراعة العضوية بمستلزماتها، وتقديم خلايا النحل مجانا لأصحاب مزارع النحل، علاوة على ذلك فقد تم دعم أصحاب المزارع الخاصة من خلال إيجاد حلول للتحديات التي تواجههم والمتمثلة في الحر والرطوبة العالية وشح وضعف جودة المياه، حيث شجعت الوزارة على تحول المزارع من نظم الري التقليدية إلى نظم الري الحديثة، من خلال إبرام اتفاقية مع بنك قطر للتنمية، لمنح المزارع قروضا ميسرة لتركيب نظم الري الحديثة بها، بفائدة تتراوح بين 1.0 1.5 بالمائة فقط، يتم سدادها على مدة 8 سنوات.

وتابع بأن وزارة البلدية والبيئة ركزت بشكل كبير على توطين تكنولوجيا البيوت المحمية بالمزارع القطرية، باعتبارها الوسيلة الفعالة لزيادة الإنتاج من الخضروات بالمزارع القطرية من ناحية، وتقليل استهلاك المياه ورفع إنتاجية الوحدة منها من ناحية أخرى، في حين شهدت السنوات الأخيرة زيادة كبيرة في المساحات المزروعة بالبيوت المحمية، حيث كانت 520 هكتارا في عام 2019 وأصبحت 645 هكتارا، أي بزيادة 125 هكتارا والتي تقدر بنسبة 24 بالمائة.

وأشار السيد يوسف خالد الخليفي إلى أن الوزارة عملت كذلك على تحسين التسويق المحلي للمزارع القطرية من خلال طرح المبادرات التي تهدف إلى وصول إمدادات المزارع المحلية من الخضروات بكافة أنواعها بشكل أكبر للأسواق والمجمعات التجارية، وتمكين أصحاب المزارع من الحصول على أسعار عادلة لمنتجاتهم، فعمدت إلى إتاحة الفرصة لعدد أكبر من المزارع القطرية بالمشاركة في ساحات المنتج الزراعي القطري، وتم إطلاق برنامج تسويق الخضروات القطرية المميزة ومبادرة مزارع قطر بالتعاون مع حماية المستهلك بوزارة التجارة والصناعة، والذي يهدف إلى تسويق الخضروات القطرية داخل المجمعات الاستهلاكية بشكل مميز يضمن زيادة الطلب على هذه المنتجات، وبما يخلق طلبا متزايدا على المنتجات القطرية يكون حافزا لها ولزيادة إنتاجها من الخضروات، كما تم إنشاء مركز التسويق الزراعي والخدمات (محاصيل) بغرض تسويق منتجات المزارع القطرية.

وأكد أن وزارة البلدية والبيئة ممثلة بإدارة الشؤون الزراعية، تولي اهتماما كبيرا بالزراعات العضوية، لميزتها التنافسية الكبيرة بالسوق القطري، حيث تستخدم تسع مزارع قطرية أسلوب الإنتاج العضوي، وتقوم 5 منها حاليا بتسويق إنتاجها من الخضروات العضوية بالسوق القطري، بينما تستعد أخرى للتسجيل في الزراعات العضوية خلال الفترة القليلة القادمة.

وأضاف الخليفي أنه من أجل حماية الإنتاج الزراعي بالدولة من خطر الإصابة بالآفات والأمراض، فقد وضعت إدارة الشؤون الزراعية هذا الجانب ضمن أولوية اهتماماتها، وذلك بإخضاع جميع النباتات والمنتجات الزراعية وأي مواد أخرى خاضعة للوائح الصحة النباتية لإجراءات الحجر الزراعي، للتأكد من مدى مطابقة مدخلات الإنتاج الزراعي الأخرى للشروط والمواصفات المعمول بها، وذلك من خلال مكاتب الحجر الزراعي المتواجدة في جميع المنافذ الجمركية، منبها إلى أن هذا التطور الكبير في القطاع الزراعي جاء نتيجة لما أولته دولة قطر من اهتمام كبير بالتوسع في الإنتاج الزراعي، وتشجيع المنتجين المحليين، والذي ساهم في تحقيق التنمية المستدامة للقطاع الزراعي القطري.

وأوضح أن يوم الزراعة العربي يهدف إلى توجيه أنظار العالم العربي إلى تبني السياسات الزراعية التي من شأنها تنمية وتطوير القطاع الزراعي وزيادة الإنتاج، مع الدعوة إلى التأكيد على أهمية إعداد استراتيجية للتنمية الزراعية العربية، بهدف تحقيق الأمن الغذائي، وأيضا التعاون المثمر بين الدول العربية للوصول للهدف المنشود، بالإضافة الى أهمية توفير البرامج التدريبية والدراسات المتخصصة علميا وعمليا لرفع كفاءة العاملين في هذا المجال.

وأشاد بالجهود التي تبذلها المنظمة العربية للتنمية الزراعية كبيت خبرة لدعم جهود الدول العربية في المجال الزراعي من خلال توفير الخبراء والدراسات المتخصصة والمشورة الفنية لتذليل ما قد تواجهه الزراعة العربية من عوائق، مؤكدا أن مشاركة دولة قطر المنظمة في احتفالها بهذه المناسبة ينطلق من قناعتها الراسخة بأهمية الزراعة وما لها من دور حيوي في ترسيخ ورقي حضارات الأمم.
