Qatar 2021: Remarkable Economic Indicators and Giant Projects

Doha: Despite the repercussion of the COVID-19 pandemic, which continued to threaten the world’s economies during 2021, the Qatari economy recorded a remarkable positive performance at various levels due to rational policies, a flexible economic approach to crisis management, and forward-looking plans, which enhanced Qatar’s ability to quickly recover and adapt to changes, ensure business continuity and complete vital projects in the infrastructure sector and other sectors.

It was not surprising that the State of Qatar ranked first in the Gulf region in COVID Economic Recovery Index, scoring four points, according to the global economic magazine ‘MEED’ published last August. The index confirmed that Doha is the holder of the highest score in the economic recovery index, as its revenues depend mainly on natural gas, not oil, making its financial position more robust.

This economic and financial performance was reflected in the reports of credit rating institutions, as the country maintained its high rank in credit ratings and a stable future outlook for its economy, based on its financial position, which provided it with protection from potential risks, as well as the continuous development of the energy sector.

In its latest reports, the World Bank also expected that the Qatari economy would grow by 3 percent in 2021 and accelerate its pace by 4.1 percent in 2022 and 4.5 percent in 2023 after absorbing the shocks caused by the pandemic and returning again to the growth trend.

The quarterly figures indicate that the country’s GDP achieved remarkable growth in the 2nd quarter of 2021 at a rate of 5.4 percent, 156.3 billion riyals, compared to 148.3 billion riyals in the 1st quarter.

The contribution of the oil and gas sector accounted for 36.8 percent, a growth of 11 percent, while the total non-oil sectors accounted for 63.2 percent, with a growth rate of 2.4 percent.

The industrial sector, which is one the main forces of development, witnessed remarkable growth after its contribution to the GDP increased from 7.3 percent in 2020 to 8.7 percent in the first half of 2021, to occupy the fourth place as the highest contributing activity to the country’s economy during the current year. This reflects the efficacy of the measures taken by the State that supported the growth of various vital economic sectors in light of the steady steps towards achieving economic diversification in accordance with the determinants of the National Development Strategy and Qatar National Strategy for Manufacturing Industry 2018-2022.

In another indicator that reflects the positive movement of the economy, Qatar’s trade balance during the 3rd quarter of 2021 achieved a surplus of 57.8 billion riyals compared to the third quarter of 2020, when it reached 19.6 billion riyals.

The total value of Qatari exports (including exports of local goods and re-exports) during the mentioned period amounted to 82.6 billion riyals, an increase of 41.5 billion riyals, or 101.0 percent, compared to the same period last year, which recorded total exports of 41.1 billion riyals, and an increase of 11.7 billion riyals, or 16.5 percent, compared to the second quarter of this year.

The value of Qatari imports during the mentioned period amounted to 24.8 billion riyals, an increase of 3.3 billion Qatari riyals or 15.3 percent compared to the third quarter of 2020, which amounted to 21.5 billion riyals, and a slight decrease from the second quarter of this year.

In an indication of the extent of the continuous recovery of the manufacturing, services and construction sectors during the year 2021, the latest PMI data of the Qatar Financial Center showed a record improvement in the commercial activity of non-energy private sector companies in October 2021, as they recorded an increase for the fifth month in a row, by about 62.2 points, from 60.6 points in September of the same year.

The record rise in the overall commercial activity growth rate indicates strong growth rates in all four major sectors, namely services, retail and wholesale, manufacturing and construction.

In a related context, a report by the Qatar Chamber showed that the value of private sector exports, until the end of the 3rd quarter of this year, amounted to about 20.9 billion riyals, compared to 11.1 billion riyals for the same period last year, achieving a record increase of more than 88 percent.

Last September, exports recorded a record rise of about 4.98 billion riyals, an increase of more than 350 percent on an annual basis compared to the same month of the year 2020, when they recorded about 1.09 billion riyals. Exports also increased by 164 percent on a monthly basis compared to last August, in which the value of exports amounted to 1.89 billion riyals.

According to the data, the level of exports, at a value of about 1.95 billion riyals at the time, increased by 155 percent, and increased, by a large percentage of more than 771 percent, from the lowest level reached by exports and that was in April of the year 2020 that witnessed the implementation of precautionary measures, which amounted to about 572 million riyals only.

In 2021, the State of Qatar has strengthened its leadership position in the international energy markets and established itself as one of the most important suppliers of clean energy in the world. The company has signed agreements to build more than 100 new gas tankers until 2027, in parallel with a contract for the first phase of its North Field expansion project, which will raise the country’s production of liquefied natural gas to 110 million tons annually by 2025 and in light of the efforts to raise its production of liquefied gas to reach 126 million tons annually by 2027.

Qatar Energy has also signed, during current year, several agreements to carry out marine exploration operations off the Egyptian, Canadian, Cypriot and Namibian coasts and in two marine areas in the Republic of Suriname. It also signed a number of agreements to supply a number of countries with Qatari gas, including China, Pakistan and Bangladesh.

In 2022, the budget of expenditures in Qatar will be 204.3 billion riyals, while the total estimates of revenues in the budget (fiscal year 2022), amounted to 196 billion riyals, which represents an increase of 22.4 % compared to the estimates of the 2021 budget, while the new budget estimates the deficit of about 8.3 billion riyals. 17.8 billion riyals have been allocated to the education sector, or 8.7% of total expenditures, and 20 billion riyals have been allocated to the health sector, representing 9.8% of total expenditures.

Economists expectations indicate that the State of Qatar is able to overcome the deficit in the 2022 budget, based on its rational financial policy and the strength of its economic performance, especially as it succeeded during the first nine months of 2021 in exceeding the expected deficit, and recorded a surplus of about 4.9 billion riyals. Total revenues amounted to 47 billion riyals in the third quarter, an annual growth of 20.6 %, compared to expenses amounting to 46.1 billion riyals.

The data of the states general budget for 2022 confirms the extent of the commitment to continue the balanced economic approach that seeks to promote economic diversification by activating the various data in the economic structure, while responding to the interim benefits in light of the completion of the World Cup projects, as well as the projects programmed in various sectors and on which the Second National Development Strategy (2018-2022) focused on.

In 2021, the country continued to complete its various major projects in the field of infrastructure, according to pre-prepared plans and strategies. Infrastructure projects, the development of citizens’ lands, and public services development projects, including health and education, received priority spending, and the cost was estimated at more than 72 billion riyals.

Among the most important infrastructure projects in 2021 is the opening of the “Sabah Al-Ahmad Corridor”, which represents an important addition to the road transport network in Qatar and a major link between the south and north of the country through the city of Doha.

All roads were also opened to traffic, as part of the fourth package of the Roads and Infrastructure Development Project in the Industrial Area in Doha, in addition to the opening of the seventh bridge at Umm Lekhba Interchange (Landmark), the second highest bridge in Qatar with a length of one kilometer within the works of the Sabah Al-Ahmad Corridor project, and other similar projects that come within the framework of providing an integrated infrastructure, advanced road network and service facilities throughout the country.

The state of Qatar continues to develop the internal road network, the sewage network, and the surface water drainage network. This year, it completed the implementation of a 7.2 km long surface water drainage network. This network is connected to another network with a length of 4.4 km. The combined length of the two networks is 11.6 km, as well as the completion of 3.2 km of treated wastewater lines.

A project to rehabilitate and develop four sewage pumping stations has also been completed, in addition to completing the project to establish and operate a sewage network in the inner Doha regions (Package 1), as well as the main works to provide 2,112 plots of citizens’ lands, in the northern regions and northern Nasiriyah, with an integrated infrastructure.

In the agriculture, livestock and fisheries sector, recent years have recorded a remarkable growth in the register of breeders, shepherds and the size of the herd by increasing the number of holders and the number of heads that are raised. In the field of fisheries, the State has paid great attention to fish farming as one of the most important pillars of the national development strategy, as it completed the establishment of the Aquatic Fisheries Research Center, which represents the core of the establishment of many small and medium projects for fish farming, as a public bid was launched for investors to establish projects for fish farming.

The Animal Production Research Station was established and operated in Al Shahaniya, which is specialized in conducting studies and research related to developing animal production techniques and improving the economic profitability of the sector, in addition to improving and preserving genetic specifications, as well as equipping Al Ghashamiya research station for the production of pastoral plants, and the completion of the designs for the Agricultural Research Center in Al Mazrooah.

As for the public services sector, it has also witnessed important and unprecedented achievements, especially with regard to the completion and development of a number of public parks in the country, as 51 parks were opened and rehabilitated out of 94 parks covering different regions of the country, including 40 parks in the city of Doha, 20 parks in Al Rayyan, 6 parks in Al Wakra, 7 parks in Al Khor and Al Dhakhirah, 7 in Al Daayen, 5 in Al Shamal, 6 in Umm Salal, and 3 parks in Al Shahaniya.

In terms of the food security strategy, the country achieved many goals during the year 2021, as the local production of vegetables jumped from about 66 thousand tons to about 103 thousand tons, which achieves a self-sufficiency rate of 41 percent. The target self-sufficiency rate in 2023 is 70 percent of local vegetables. The self-sufficiency rate of local dates has also increased to 86 percent now, and it is expected that the percentage will reach 95 percent by 2023.

The volume of production of dairy and its products maintained the same levels in 2020, as the State of Qatar achieved complete self-sufficiency, by more than 106 percent, with a production volume of 230 thousand tons, in addition to achieving self-sufficiency in the consumption of fresh poultry, as the volume of production reached 28 thousand tons and the percentage of self-sufficiency to 124 percent.

As for red meat, the volume of production increased to 12.5 thousand tons, achieving a self-sufficiency rate of 24 percent compared to about 8 thousand tons and a self-sufficiency rate 16 percent in 2018. The volume of local production of table eggs increased to 11 thousand tons, achieving a self-sufficiency rate of 35 percent, compared to about 6 thousand tons and a self-sufficiency rate 20 percent in 2018. It is expected that the self-sufficiency rate of table eggs will reach 70 percent by 2023.

The volume of fresh fish production has maintained the same levels during 2019 and 2020 due to the stabilization of the local catch to preserve the fish stock in the State of Qatar. It is expected that the self-sufficiency rate of local fresh fish will reach 90 percent by 2023, through the contribution of fish farming projects in the country that increases the local production of fresh fish.

In the same context, the state, under contracts with the private sector, was able to raise the reserve stock of strategic commodities, the most important of which are wheat, rice, edible oils, sugar, frozen red meat, long-term milk and powdered milk, which contributed to overcoming all the challenges imposed by the pandemic and affected supply chains.

In the field of environment and climate change, the State of Qatar has achieved remarkable accomplishments at national, regional and international levels, in addition to setting future plans for further accomplishments in line with Qatar National Vision 2030. Qatar pays great attention on the issue of environment, as it has established its Ministry of Environment about 20 years ago, and recently created the Ministry of Environment and Climate Change, with duties that include limiting emissions that cause climate change. This confirms the continuous interest and unlimited support given by the wise leadership to the issue of environment and climate, which is of great importance on the international agenda, because of its severe impact on planed Earth.

The State of Qatar had an active participation in the 26th session of the conference of the United Nations Framework Convention on Climate Change (COP26), in the Scottish city of Glasgow, during which it reviewed its plans to combat climate change and its ambitious goals to reduce greenhouse gas emissions, as Qatar has also hosted the UN Conference on Climate Change (COP18).

In October of 2021, the State of Qatar developed the Qatar National Environment and Climate Change Strategy (QNE), which aimed to protect and enhance Qatar’s environment and ensure the long-term resilience of the economy.

Alongside the National Action Plan for Climate Change 2030, the Strategy contributes to balancing the urgent need to act in the field of climate change with environmental protection, as well as the need to promote sustainable social and economic development in an economy based mainly on the export of liquefied natural gas and related products.

QNE has identified five key environmental priority areas: GHG emissions, air quality, biodiversity, water and circular economy, and waste management and land use, with the establishment of a governance system to implement the strategy, in order to achieve its goals by 2030, reduce global greenhouse gas emissions by 25 percent, establish 30 air quality monitoring stations by 2023 and increase the number of biodiversity reserves.

This strategy comes along with Qatar’s accomplished projects related to monitoring and environmental labs, as well as preparing, implementing and approving monitoring plans and programs for air, water and soil to measure and control the rates and percentages of different pollutants in nature, establish, operate and follow-up networks and continuous monitoring systems for monitoring stations for air, noise and marine environment water quality, and environmental awareness.

In this regard, the competent authorities have begun implementing a comprehensive plan to monitor the air quality around stadiums and training venues for the FIFA World Cup Qatar 2022, in cooperation with the Supreme Committee for Delivery and Legacy, in selecting the locations in accordance with the highest international standards, such as the completion of an air quality monitoring station near the training grounds at Qatar University, equipped with the best international technologies, which have been linked to the national air quality monitoring network in the country. The plan also included the completion of the installation of two air quality monitoring stations at Al Janoub International Stadium in Al Wakra and Al Thumama International Stadium, as well as linking them to the national air quality monitoring network in the country.

The significant accomplishments also included the biodiversity database project in the State of Qatar, the project of restoring and rehabilitating the Qatari land, the project of monitoring and protecting sea turtle populations, the national strategy and action plan to combat desertification, and the strategy for preserving wildlife in the country. The accomplishments also included the implementation of a national plan to inventory mercury quantities, in addition to updating the early warning network for radiological monitoring on all the coasts of the country, as well as a modern network that will be implemented soon to cover all areas.

At the regional level, the State of Qatar implemented many environmental projects and initiatives to limit the effects of climate change, including the initiative to plant one million trees, which has achieved the planting of more than half a million trees so far, while the remaining number will be planted before the FIFA World Cup Qatar 2022.

In the same context – and in order to achieve its long-term environmental goals, the State of Qatar has set an integrated group of fixed goals, the most important of which are those related to renewable energy to generate 200 megawatts of solar energy to reduce emissions and push investments towards cleaner options, while seeking to occupy high ranks in the public transport sector and the use of environmental-friendly cars.

Among the ambitions plans in this regard is that the percentage of environmentally friendly public transport will reach between 20 to 25 percent before the FIFA World Cup Qatar 2022, as all of these projects are added to other big projects in the public transport sector that operate with clean energy, such as the Doha Metro, the tram network, and energy-efficient buses, which will lead to reducing emissions from operations during the tournament.

The public transport network has witnessed a quantum leap in recent years, and one of the most important events that Doha will witness at the beginning of 2022 is the trial operation of the first phase of Lusail Tram, starting from Saturday, Jan. 1.

Hamad Port witnessed many internal and external achievements during the year 2021, as the first and second phases of the project to develop the second container terminal in the port were completed, the initial operation of which began in December 2020, provided that the full operation of the two phases will be completed before the end of 2022. The third and fourth phases of the terminal will also be developed later to increase the port’s capacity in accordance with the requirements of the local market.

The volume of operations at Hamad Port witnessed an increase of 14 percent, from 1,136,450 in 2020 to 1,291,235 in 2021.

Qatar Civil Aviation Authority (QCAA) continues to work on implementing its plans and reaching its goals, as the most prominent of which was winning the membership of the Executive Council of the Arab Civil Aviation Organization, signing the comprehensive air transport agreement with the EU, updating the terms of several air services agreements, and signing new memoranda and agreements with other countries, which enhances the national carrier’s network, given that it is the fastest growing airline in the world.

As 2022 approaches, the State of Qatar looks forward to continuing the momentum of achievements, implementing big projects in various sectors, facing various challenges with a deliberate approach, and overcoming and investing them for further achievement, in continuation of achieving its goal of building a modern country with a sustainable economy, as well as providing the highest standards of welfare for its citizens and residents, to prove its worthiness of winning international acknowledgements to the world.

ولم يكن غريبا أن تحتل دولة قطر المرتبة الأولى خليجيا في مؤشر التعافي الاقتصادي من جائحة كورونا/ كوفيد-19/ ، حاصدة أربع نقاط، وفقا للمؤشر الذي أعدته مجلة /ميد/ الاقتصادية العالمية ونشر في أغسطس الماضي، حيث أكد المؤشر أن الدوحة هي صاحبة أعلى درجة في مؤشر التعافي الاقتصادي من تداعيات الجائحة ، فاعتماد إيراداتها بشكل أساسي على الغاز الطبيعي وليس النفط، جعل وضعها المالي أكثر قوة.

وقد انعكس هذا الأداء الاقتصادي والمالي، في تقارير مؤسسات التصنيف الائتماني، حيث حافظت الدولة على ترتيبها المرتفع في التصنيفات الائتمانية وعلى النظرة المستقبلية المستقرة لاقتصادها، بالاستناد إلى مكانتها المالية، التي وفرت لها حماية من المخاطر المحتملة، فضلا عن التطوير المستمر لقطاع الطاقة.

كما توقع البنك الدولي في أحدث تقاريره بأن ينمو الاقتصاد القطري بنسبة 3 بالمئة في العام 2021، وأن تتسارع وتيرته بنحو 4.1 بالمئة في العام 2022 و4.5 بالمئة في العام 2023، بعد أن استوعب الصدمات الناجمة عن الوباء وعاد مرة أخرى إلى مسار النمو.

وتشير الأرقام الفصلية، إلى أن الناتج المحلي الإجمالي للدولة حقق نموا لافتا في الربع الثاني من العام 2021 وبنسبة 5.4 بالمئة، / 156.3 / مليار ريال مقارنة ب /148.3/ مليار ريال في الربع الأول . وقد شكلت مساهمة قطاع النفط والغاز ما نسبته 36.8 بالمئة، بنمو 11 بالمئة، بينما شكل إجمالي القطاعات غير النفطية ما نسبته 63.2 بالمئة بنسبة نمو 2.4 بالمئة.

وفي مؤشر آخر يعكس الحركة الإيجابية للاقتصاد، حقق الميزان التجاري لدولة قطر (الفرق بين إجمالي الصادرات والواردات) خلال الربع الثالث لعام 2021 ، فائضا مقداره 57.8 مليار ريال مقارنة بالربع الثالث من عام 2020 حيث وصل إلى 19.6 مليار ريال.

كما وقعت قطر للطاقة خلال العام الجاري، العديد من الاتفاقيات للقيام بعمليات الاستكشاف البحري قبالة السواحل المصرية والكندية والقبرصية والناميبية وفي منطقتين بحريتين بجمهورية سورينام، ووقعت عددا من الاتفاقيات لتزويد عدد من الدول بالغاز القطري منها الصين وباكستان وبنغلاديش.

وتستقبل دولة قطر العام 2022 بموازنة بإجمالي مصروفات يبلغ 204.3 مليار ريال ، فيما بلغت التقديرات الإجمالية للإيرادات في موازنة (العام المالي 2022 )، 196 مليار ريال ، ما يمثل زيادة بنسبة 22.4 بالمئة مقارنة مع تقديرات موازنة 2021، في حين تقدر الموازنة الجديدة العجز بنحو 8.3 مليار ريال، وقد تم تخصيص 17.8 مليار ريال، لقطاع التعليم، أي ما نسبته 8.7% من إجمالي المصروفات، كما تم تخصيص مبلغ 20 مليار ريال لقطاع الصحة، بنسبة 9.8% من المصروفات الإجمالية.

وتشير توقعات خبراء الاقتصاد إلى أن دولة قطر قادرة على تجاوز العجز في ميزانية 2022 ، استنادا لسياستها المالية الرشيدة وقوة أدائها الاقتصادي، لاسيما وأنها نجحت خلال الأشهر التسعة الأولى من العام 2021 في تجاوز العجز المتوقع، وتسجيل فائض، بقيمة 4.9 مليار ريال، حيث بلغ إجمالي الإيرادات 47 مليار في الربع الثالث بنمو سنوي 20.6 بالمئة، مقابل مصروفات بلغت قيمتها 46.1 مليار ريال.

وتؤكد معطيات الموازنة العامة للدولة للعام 2022 مدى الالتزام بمواصلة النهج الاقتصادي المتزن والمتوازن والساعي نحو تعزيز التنويع الاقتصادي، من خلال تفعيل مختلف المعطيات في البنية الاقتصادية، مع الاستجابة للاستحقاقات المرحلية في ضوء استكمال مشاريع كأس العالم، وكذلك المشاريع المبرمجة في مختلف القطاعات والتي ركزت عليها استراتيجية التنمية الوطنية الثانية 2018 – 2022.

وكانت البلاد قد واصلت في العام 2021 استكمال مشاريعها الرئيسية المختلفة في مجال البنية التحتية، وفق الخطط والاستراتيجيات المعدة مسبقا، وحظيت مشاريع البنية التحتية، وتطوير أراضي المواطنين، ومشاريع تطوير الخدمات العامة من صحة وتعليم بأولوية الانفاق، وقدرت التكلفة بما يزيد عن 72 مليار ريال.

ومن أهم مشاريع البنية التحتية في العام 2021 افتتاح “محور صباح الأحمد”، والذي يمثل إضافة مهمة لشبكة النقل البري في قطر، وحلقة وصل رئيسية بين جنوب البلاد وشمالها عبر مدينة الدوحة.

كما افتتحت جميع الطرق أمام الحركة المرورية، ضمن أعمال الحزمة الرابعة لمشروع تطوير الطرق والبنية التحتية بالمنطقة الصناعية بالدوحة، فضلا عن افتتاح سابع جسر على تقاطع أم لخبا (اللاندمارك) ثاني أعلى جسر في قطر بطول واحد كيلومتر ضمن أعمال مشروع محور صباح الأحمد، وغيرها من المشاريع المماثلة التي تأتي في إطار توفير بنية تحتية متكاملة وشبكة طرق متطورة ومرافق للخدمات في جميع أنحاء الدولة.

وتواصل الدولة تطوير شبكة الطرق الداخلية، وشبكة الصرف الصحي وتصريف المياه السطحية، وانتهت خلال العام الجاري من تنفيذ شبكة لتصريف المياه السطحية بطول 7.2 كيلومتر ، حيث تتصل هذه الشبكة بشبكة أخرى بطول 4.4 كيلومتر ويبلغ طول الشبكتين مجتمعتين 11.6 كيلومتر، وكذلك إنجاز 3.2 كيلومتر من خطوط مياه الصرف المعالجة.

كما تم الانتهاء من مشروع إعادة تأهيل وتطوير أربع محطات ضخ لمياه الصرف الصحي ، إضافة إلى استكمال مشروع إنشاء وتشغيل شبكة الصرف الصحي في مناطق الدوحة الداخلية (الحزمة الأولى)، وكذلك الأعمال الرئيسية لخدمة 2112 قسيمة لأراضي المواطنين، في المناطق الشمالية وشمال الناصرية وببنية تحتية متكاملة.

وفي قطاع شؤون الزراعة والثروة الحيوانية والسمكية، سجلت السنوات الأخيرة نموا ملحوظا في سجل المربين والرعاة وحجم القطيع وذلك بزيادة عدد الحائزين وعدد الرؤوس التي يتم تربيتها، كما تم تدشين البرنامج الوطني لنحل العسل وتدريب المزارع على تربية النحل، وتأهيل (11) روضة، بالإضافة إلى تثبيت العمل بساحات بيع الخضراوات من المنتج المحلي ( المزروعة – الخور الذخيرة – الوكرة) لمدة 7 أشهر من أول نوفمبر حتى آخر مايو من كل عام ، وتبني برامج لتسويق الخضراوات القطرية المميزة منها مهرجان الرطب المحلي والمعرض الزراعي القطري الدولي (أغريتك).

وفي مجال الثروة السمكية، أولت الدولة اهتماما بالغا بالاستزراع السمكي باعتباره أحد أهم الركائز في الاستراتيجية الوطنية للتنمية، حيث انتهت من إنشاء مركز الأبحاث المائية في رأس مطبخ، والذي يمثل النواة الأساسية لإقامة العديد من المشروعات الصغيرة والمتوسطة للاستزراع السمكي حيث تم طرح مزايدة عامة للمستثمرين لإقامة مشروعات لاستزراع الأسماك بالأقفاص العائمة في البحر.

وتم إنشاء وتشغيل محطة أبحاث الإنتاج الحيواني في الشيحانية، وهي متخصصة في إجراء الدراسات والأبحاث الخاصة بتطوير تقنيات الإنتاج الحيواني وتحسين المردودية الاقتصادية للقطاع بالإضافة إلى تحسين المواصفات الوراثية وحفظها وكذلك تجهيز محطة أبحاث الغشامية كمحطة أبحاث إنتاج النباتات الرعوية، والانتهاء من التصاميم الخاصة بمركز البحوث والارشاد الزراعي بمنطقة المزروعة.

أما قطاع شؤون الخدمات العامة، فقد شهد هو الآخر إنجازات مهمة، غير مسبوقة لاسيما ما يتعلق بإنجاز وتطوير عدد من الحدائق العامة في الدولة، حيث تم افتتاح وإعادة تأهيل 51 حديقة من بين 94 حديقة تغطي مختلف مناطق الدولة، تشمل 40 حديقة في مدينة الدوحة، و20 حديقة في الريان، و 6 حدائق في الوكرة، و 7 حدائق في الخور والذخيرة،و 7 في الظعاين،و 5 في الشمال،و 6 في أم صلال، و3 حدائق في الشيحانية.

وعلى صعيد استراتيجية الأمن الغذائي، حققت الدولة العديد من الأهداف خلال العام 2021 حيث قفز حجم الإنتاج المحلي للخضراوات من حوالي (66) ألف طن، إلى حوالي (103) آلاف طن، والتي تحقق نسبة اكتفاء ذاتي بما يعادل (41 بالمئة)، علما بأن نسبة الاكتفاء الذاتي المستهدفة في 2023 هي (70بالمئة) من الخضراوات المحلية، كما ارتفعت نسبة الاكتفاء الذاتي من التمور المحلية إلى (86 بالمئة) حاليا، ومن المتوقع أن تصل النسبة إلى (95 بالمئة) بحلول العام 2023.

وحافظ حجم الإنتاج من الألبان ومنتجاتها على ذات المستويات في العام 2020، حيث حققت دولة قطر كامل الاكتفاء الذاتي وذلك بنسبة فاقت 106 بالمئة بحجم إنتاج وصل إلى (230) ألف طن، إلى جانب تحقيق الاكتفاء الذاتي من استهلاك الدواجن الطازجة حيث وصل حجم الإنتاج إلى (28) ألف طن ونسبة الاكتفاء الذاتي إلى (124بالمئة).

أما بالنسبة للحوم الحمراء، فقد ارتفع حجم الإنتاج منها ليصل إلى (12.5) ألف طن، محققا نسبة اكتفاء ذاتي تصل إلى (24بالمئة) مقارنة بحوالي (8) آلاف طن ونسبة اكتفاء ذاتي (16بالمئة) في العام 2018، فيما ارتفع حجم الانتاج المحلي من بيض المائدة إلى (11) ألف طن، محققا نسبة اكتفاء ذاتي تصل إلى (35 بالمئة)، مقارنة بحوالي (6) آلاف طن ونسبة اكتفاء ذاتي (20 بالمئة) في العام 2018، ومن المتوقع أن تصل نسبة الاكتفاء الذاتي من بيض المائدة إلى (70بالمئة) بحلول عام 2023م.

وقد حافظ حجم الانتاج من الأسماك الطازجة على المستويات ذاتها خلال عامي 2019 و2020 نظرا لتثبيت حجم المصيد المحلي للمحافظة على المخزون السمكي بدولة قطر، ومن المتوقع أن تصل نسبة الاكتفاء الذاتي من الأسماك الطازجة المحلية إلى ( 90 بالمئة) بحلول عام 2023م وذلك من خلال مساهمة مشاريع الاستزراع السمكي بالدولة في زيادة الإنتاج المحلي من الأسماك الطازجة.

وفي السياق ذاته، استطاعت الدولة وبموجب عقود مع القطاع الخاص، رفع المخزون الاحتياطي من السلع الاستراتيجية ومن أهمها القمح والأرز وزيوت الطعام والسكر واللحوم الحمراء المجمدة والحليب طويل الأجل والحليب المجفف، مما ساهم في التغلب على كافة التحديات التي فرضتها الجائحة وأثرت على سلاسل الإمداد.

وفي مجال البيئة والتغير المناخي حققت دولة قطر إنجازات لافتة على المستويات الوطنية والإقليمية والعالمية، بجانب وضع خطط مستقبلية لإنجاز المزيد بما يتماشى ورؤية دولة قطر الوطنية 2030 ، علما أن دولة قطر تولي اهتماما متزايدا بقضية البيئة ، حيث خصصت لها منذ نحو عشرين عاما وزارة خاصة، وتم مؤخرا استحداث وزارة البيئة والتغير المناخي، من ضمن اختصاصاتها الحد من الانبعاثات المسببة للتغير المناخي، ما يؤكد الاهتمام المستمر والدعم اللامحدود الذي توليه القيادة الرشيدة لقضية البيئة والمناخ التي تكتسب أهمية كبرى في الأجندة الدولية، لما ينطوي عليها من تأثير بالغ الخطورة على كوكب الأرض ، وغير ذلك من المتغيرات والمخاطر قريبة ومتوسطة وبعيدة التأثير والضرر.

وكان لدولة قطر مشاركة فعالة في الدورة السادسة والعشرين لمؤتمر الأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ (COP26)، في مدينة غلاسكو الإسكتلندية حيث استعرضت خلالها خططها لمكافحة التغير المناخي وأهدافها الطموحة للحد من انبعاثات غازات الاحتباس الحراري، علما أن دولة قطر استضافت في عام 2012 مؤتمر الأمم المتحدة بشأن تغير المناخ /COP18/.

وفي 28 أكتوبر الماضي أطلقت دولة قطر الاستراتيجية الوطنية للبيئة والتغير المناخي، الهادفة إلى حماية البيئة القطرية وتعزيزها وضمان المرونة الاقتصادية على المدى الطويل.

وتساهم الاستراتيجية مع خطة العمل الوطنية للتغير المناخي 2030، في تحقيق التوازن بين الحاجة الملحة إلى العمل في مجال تغير المناخ وحماية البيئة، وضرورة تعزيز التنمية الاجتماعية والاقتصادية المستدامة في اقتصاد يقوم أساسا على تصدير الغاز الطبيعي المسال والمنتجات ذات الصلة.

وتغطي استراتيجية قطر الوطنية للبيئة والتغير المناخي 5 مجالات هي انبعاثات الغازات الدفيئة، وجودة الهواء، والتنوع البيولوجي، والمياه والاقتصاد الدائري، وإدارة النفايات واستخدام الأراضي، مع وضع نظام حوكمة لتنفيذ الاستراتيجية، للوصول للأهداف المحددة بحلول عام 2030، ومن ذلك خفض انبعاثات الغازات الدفيئة بنسبة 25 بالمئة، وإنشاء 30 محطة لرصد جودة الهواء بحلول عام 2023، وزيادة عدد المحميات فيما يتعلق بالتنوع البيولوجي.

وتأتي هذه الاستراتيجية في وقت أنجزت الدولة بصفة عامة الكثير من المشاريع التي تعنى بالرصد والمختبرات البيئية، وإعداد وتنفيذ واعتماد خطط وبرامج الرصد للهواء والماء والتربة لقياس ومراقبة المعدلات ونسب الملوثات المختلفة في الطبيعة، وإنشاء وتشغيل ومتابعة شبكات ونظم الرصد المستمر لمحطات رصد جودة الهواء والضوضاء وجودة مياه البيئة البحرية والتوعية والتثقيف البيئي والإنذار المبكر.

وفي هذا الخصوص بدأت الجهات المختصة في تنفيذ خطة شاملة لرصد جودة الهواء حول الملاعب وأماكن التدريب الخاصة ببطولة كأس العالم FIFA قطر 2022، بالتعاون مع اللجنة العليا للمشاريع والارث في اختيار مواقع المحطات وفق أعلى المعايير العالمية، مثل الانتهاء من تشغيل محطة رصد جودة الهواء قرب ملاعب التدريب في جامعة قطر مجهزة بأفضل التقنيات العالمية، وقد تم الانتهاء من ربطها بالشبكة الوطنية لرصد جودة الهواء في الدولة، والانتهاء من تركيب محطتي رصد جودة الهواء في استاد الجنوب الدولي في مدينة الوكرة وملعب الثمامة الدولي، وربطهما بالشبكة الوطنية لرصد جودة الهواء في الدولة.

ومن الانجازات المهمة كذلك مشروع قاعدة بيانات التنوع الحيوي بدولة قطر، ومشروع استعادة وتأهيل البر القطري، ومشروع مراقبة وحماية تجمعات السلاحف البحرية، واستراتيجية وخطة العمل الوطنية لمكافحة التصحر، واستراتيجية المحافظة على الحياة البرية في البلاد، وتنفيذ خطة وطنية لحصر كميات الزئبق، بالإضافة إلى تحديث شبكة الإنذار المبكر للرصد الإشعاعي على كل سواحل الدولة، فضلا عن شبكة حديثة سيتم العمل بها قريبا لتغطية كافة المناطق.

وعلى المستوى المحلي كذلك، نفذت دولة قطر العديد من المشاريع والمبادرات البيئية، للحد من تأثيرات تغير المناخ، من بينها على سبيل المثال، مبادرة زراعة مليون شجرة التي سجلت حتى الآن زراعة أكثر من نصف مليون شجرة، فيما سيتم زراعة العدد المتبقي قبل حلول موعد بطولة كأس العالم FIFA قطر 2022 .

وفي السياق ذاته، وتحقيقا لأهدافنا البيئية طويلة الأجل، وضعت دولة قطر مجموعة متكاملة من الأهداف الثابتة، أهمها تلك المتعلقة بالطاقة المتجددة لتوليد 200 ميغاواط من الطاقة الشمسية لخفض الانبعاثات ودفع الاستثمارات في اتجاه خيارات أنظف.. فيما تسعى إلى أن تحتل مراتب عليا في قطاع النقل العام واستخدام السيارات الصديقة للبيئة.

ومن الخطط الطموحة في هذا المضمار، أن تصل نسبة وسائل النقل العام الصديقة للبيئة بين 20 إلى 25 بالمئة وذلك قبل انطلاق بطولة كأس العالم FIFA قطر 2022، علما أن كل هذا يضاف إلى المشاريع العملاقة الأخرى في قطاع النقل العام والتي تعمل بالطاقة النظيفة، مثل مترو الدوحة، وشبكة الترام، والحافلات الموفرة للطاقة، مما سيؤدي إلى تقليل الانبعاثات الناتجة عن العمليات أثناء البطولة.

وقد شهدت شبكة النقل العام نقلة نوعية خلال السنوات الأخيرة، ولعل من أهم الأحداث التي ستشهدها الدوحة مع مطلع العام الجديد هو التشغيل التجريبي للمرحلة الأولى من ترام لوسيل، وذلك اعتبارا من يوم السبت الموافق 1 يناير 2022.

وشهد ميناء حمد إنجازات عديدة داخلية وخارجية خلال العام 2021 ، حيث تم استكمال المرحلتين الأولى والثانية من مراحل مشروع تطوير محطة الحاويات الثانية بالميناء والتي بدأ التشغيل الأولي بها في ديسمبر 2020 ، على أن يتم التشغيل الكامل للمرحلتين قبل نهاية العام 2022، كما سيتم تطوير المرحلة الثالثة والرابعة للمحطة لاحقا لزيادة القدرة الاستيعابية للميناء وفقا لمتطلبات السوق المحلي. وشهد حجم العمليات بميناء حمد زيادة بنسبة 14% حيث ارتفع الحجم من (1,136,450) في عام 2020 إلى (1,291,235) في العام 2021.

ولم تثن التحديات الكبيرة الهيئة العامة للطيران المدني عن الاستمرار في السعي لتنفيذ خططها والوصول إلى أهدافها، لتتمكن خلال العام 2021 من تحقيق عدد من الإنجازات، كان أبرزها الفوز بعضوية المجلس التنفيذي للمنظمة العربية للطيران المدني والتوقيع على الاتفاقية الشاملة للنقل الجوي مع الاتحاد الأوروبي وتحديث بنود عدة اتفاقيات للخدمات الجوية والتوقيع على مذكرات واتفاقيات جديدة مع دول أخرى، مما يعزز من شبكة خطوط الناقل الوطني التي تعد أسرع شركات طيران نموا في العالم.

وتتطلع قطر مع بزوع فجر العام 2022 إلى استمرار زخم الإنجازات وتنفيذ حزم المشاريع العملاقة في مختلف القطاعات، ومواجهة التحديات المختلفة بنهج مدروس، بل وتجاوزها واستثمارها لمزيد من الإنجاز، استمرارا لتحقيق غايتها في بناء دولة متقدمة باقتصاد مستدام، وتوفير أعلى معايير الرفاهية للمواطن والمقيم على هذه الأرض، ولتؤكد للعالم أنها جديرة بالفوز بالاستحقاقات الدولية وتنفيذها بشكل يثير الدهشة ويصنع الإلهام.
