Transport vehicles not complying with legal dimensions of load

Doha: Some transport drivers continue to ignore the commitment to the vehicle’s load and weights, exceeding dimensions in length, width and height, resulting in blurred visibility of the driver, as well as ignoring the marking of prominent loads outside the box to warn drivers. Al-Raya lens spotted a driver carrying a high load and other sticking-out goods from the rear box without attaching warning signs to them, in a way that showed that he did not comply with road safety requirements, posing a risk to road users.
Article 85 of decree no. (19) of 2007 provides for the passage of the Traffic Act to place, organize, arrange, install or link the cargo in a safe manner, so that it is not subject to movement or fall, and in particular must take into account that it does not pose a risk to persons, cause damage to public or private property, do not cause noise, and do not fly or emit harm to public health or the environment or disturb passers-by, not obstruct the driver’s vision, or block light, manual or directional signals, vehicle lights, lights reflector or number plates, and do not endanger vehicle balance or driving.

الدوحة: يواصل بعضُ سائقي سيارات النقل تجاهل الالتزام بحمولة المركبة وأوزانها، وتجاوز الأبعاد في الطول والعرض والارتفاع، ما يؤدّي إلى حجب الرؤية عن السائق، فضلًا عن تجاهل وضع علامات على الحمولات البارزة خارج الصندوق لتحذير السّائقين منها. عدسة الراية رصدت أحد سائقي مركبات ينقل حمولة بارتفاع عالٍ وبضائع أخرى بارزة من الصندوق الخلفي دون قيامه بربط علامات تحذيرية عليها، بطريقة تُظهر عدم مراعاته متطلبات السلامة على الطريق، ما يُشكّل خطورةً على مستخدمي الطريق.
وتنصُّ المادةُ 85 من مرسوم بقانون رقم (19) لسنة 2007 بإصدار قانون المرور على وضع الحمولة فوق المركبة وتنظيمها وترتيبها وتثبيتها أو ربطها بطريقة مأمونة، بحيث لا تكون عرضة للتحرك أو السقوط، ويجب بصفة خاصة مراعاة ألا يترتب عليها خطرٌ على الأشخاص، أو تسبّب ضررًا للممتلكات العامة أو الخاصة، وألا تسبب ضوضاء، وألا يتطاير أو ينبعث منها ما يضر بالصحة العامة أو البيئة أو ما يضايق المارّة، وألا تعوق رؤية السائق، أو تحجب الإشارات الضوئية أو اليدوية أو إشارات الاتجاه أو أنوار المركبة أو عاكس الأنوار أو لوحات الأرقام، وألا تعرض اتّزان المركبة أو سياقتها للخطر.
