The most prominent decisions of the weekly cabinet meeting

Doha: HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday.

Following the meeting, HE Minister of Municipality and Environment and Acting Minister of State for Cabinet Affairs Abdullah bin Abdulaziz bin Turki Al Subaei issued the following statement:

At the outset of the meeting, the cabinet was briefed by HE the Minister of Public Health on the latest developments in efforts to curb the spread of COVID-19. The cabinet affirmed the continuation of work with the procedures and precautionary measures that have been taken in order to combat this pandemic.

Then, the Cabinet considered the topics on the agenda as follows:

First: Approving the national climate change plan.

The preparation of the strategic plan comes in the framework of the State of Qatar’s commitment to fighting climate change by diversifying its economy, building capabilities, and using its natural resources in the best possible. It will also involve introducing legislation and systems to guarantee that. The development of the national plan on climate change came after coordination with 50 entities inside the state. The plan put national goals in dealing with climate change that are reflected in more than 35 to ease climate change and more than 300 others to adapt.

The plan is an integral part of the state’s strategic plans, as it is one of the main pillars to achieving Qatar National Vision 2030. It also is in line with the UN Sustainable Development Goals and the State of Qatar’s ambition in being one of the leaders in the region in limiting emissions.

In that regard, there are national projects that adopt tangible measures that will help limit emissions. These projects include establishing the biggest Carbon capture project in the Middle-East and North Africa, improving the efficiency of the Hydrocarbon toxicity treatment, launching Tarsheed program to conserve electricity and water consumption, building a solar power station with a capacity of 800 Megawatts.

The State of Qatar is playing a pivotal role in supporting the developing countries’ fight against the impact of climate change, including the announcement made by HH the Amir Sheikh Tamim bin Hamad Al-Thani during His Highness’ speech at the UN Climate Action Summit 2019 that the State of Qatar will contribute $100 million for the support of small developing island states and the least developed states to deal with the climate change, natural hazards, environmental challenges and to build the capacity to counter their destructive effects.

Qatar Investment Authority also plays a main role in the climate change plan, as it is a member of the One Planet Initiative for enhancing green investments.

Second:

Approving:

1- A draft partnership agreement between the government of the State of Qatar and the International Peace Institute.

2- A draft Memorandum of Understanding (MoU) on cooperation in the field of adapting with climate change and green growth between the Ministry of Municipality and Environment in the State of Qatar and the Global Green Growth Institute.

Third:

The Cabinet reviewed the following two topics, and took the appropriate decisions in their regard:

1- The annual reports on the activities of Qatar Financial Markets Authority (QFMA) and its financial position.

2- The outcomes of the fifth meeting of the GCC Ministerial Committee for Food Safety.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية ، الاجتماع العادي الذي عقده المجلس يوم الأمس بمقره في الديوان الأميري.

وعقب الاجتماع، أدلى سعادة الدكتور عبدالله بن عبدالعزيز بن تركي السبيعي وزير البلدية والبيئة والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي :

في بداية الاجتماع استمع المجلس إلى الشرح الذي قدمه سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا /كوفيد-19/، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي :

أولا- الموافقة على الخطة الوطنية للتغير المناخي.

ويأتي إعداد الخطة الاستراتيجية التزاماً من دولة قطر بمكافحة التغير المناخي من خلال تنويع اقتصادها وبناء القدرات واستغلال الموارد الطبيعية بشكل أمثل، وسن التشريعات والأنظمة اللازمة لذلك، وفي إطار هذه الجهود تم تطوير خطة عمل وطنية شاملة بشأن تغير المناخ بالتنسيق مع أكثر من 50 جهة داخل الدولة، ووضعت هذه الخطة أهدافا على المستوى الوطني لمواجهة التغير المناخي من خلال أكثر من 35 مبادرة للتخفيف وأكثر من 300 مبادرة للتكيف.

وتعد هذه الخطة جزءا لا يتجزأ من الخطط الاستراتيجية للدولة، إذ تعد إحدى الركائز الأساسية لتحقيق رؤية قطر الوطنية 2030 وهي تتوافق مع أهداف التنمية المستدامة للأمم المتحدة وطموح دولة قطر لبلوغ مركز قيادي في المنطقة من خلال مساهمات التخفيف من الانبعاثات.

وفي هذا السياق هناك مشاريع وطنية قائمة تتبنى إجراءات ملموسة للحد من الانبعاثات، بإنشاء أكبر محطة احتجاز للكربون وتخزينه في الشرق الأوسط وشمال إفريقيا، وتحسين كفاءة معالجة الهيدروكربون، وإطلاق برنامج ترشيد لخفض استهلاك الكهرباء والمياه، والقيام بإنشاء محطة للطاقة الشمسية بطاقة 800 ميغاوات .

وتلعب دولة قطر دورا محوريا في دعم البلدان النامية في مكافحتها للتأثيرات المترتبة على تغير المناخ، ومن ذلك ما أعلن عنه حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، خلال كلمة سموه في قمة العمل من أجل المناخ 2019 من مساهمة دولة قطر بمبلغ 100 مليون دولار أمريكي لدعم الدول الجزرية الصغيرة النامية والدول الأقل نموا للتعامل مع تغير المناخ والمخاطر الطبيعية والتحديات البيئية، وبناء القدرة على مواجهة آثارها المدمرة .

كما أن لجهاز قطر للاستثمار دور رئيسي في خطة التغير المناخي فهو عضو مؤسس في مبادرة /كوكب واحد/ لتعزيز الاستثمارات الخضراء .

ثانيا – الموافقة على :

1- مشروع اتفاق شراكة بين حكومة دولة قطر ومعهد السلام الدولي .

2 – مشروع مذكرة تفاهم بشأن التعاون في مجال التكيف مع تغير المناخ والنمو الأخضر بين وزارة البلدية والبيئة في دولة قطر والمعهد العالمي للنمو الأخضر.

ثالثا – استعرض مجلس الوزراء الموضوعين التاليين، واتخذ بشأنهما القرار المناسب :

1 – التقارير السنوية عن أنشطة هيئة قطر للأسواق المالية ومركزها المالي .

2 – نتائج الاجتماع الخامس للجنة الوزارية لسلامة الأغذية بدول مجلس التعاون لدول الخليج العربية.
