Qatar’s first large-scale solar project achieves financial closure

Qatar’s first large-scale solar power project in Al Kharsaah has reached “financial close”, the Qatar General Electricity and Water Corporation (Kahramaa) announced on Wednesday.

Financial close occurs when all project and financing documents are signed and the prior conditions for the availability of financing have been fulfilled.

The project company, Siraj-1 Company, has obtained the senior loans, which had been provided by Japan Bank for International Cooperation (JBIC) and Mizuho Corporate Bank to finance the plant. 

After the project’s financial close, the Levelized Electricity Cost (LEC) was set at 5.281 dirham (1.449 US cents) per KW/h, which is the lowest price in the world for these types of projects. 

Achieving this competitive price is evidence for the trust of the investors and developers in Qatari market as well as implementing the latest and most innovative engineering solutions to build and operate the solar plant.  

Last January, Kahramaa signed the agreements of Siraj-1 large-scale solar power plant to produce electricity using photovoltaic technology. According to the agreements, Kahramaa, which is the owner and operator of the transmission and distribution system of electricity and water in Qatar, will purchase the electrical energy produced from the plant, while Siraj-1 must construct and operate the project. 

Siraj-1 Company is owned by Siraj Energy (60 percent) and a consortium of Japan’s Marubeni Corporation and France’s Total Solar International (40 percent). The project will be constructed, owned and operated for 25 years. Then, the assets will be transferred to Kahramaa according to the system of Build, Own, Operate, and Transfer (BOOT) that is known globally, committed to the principle of public and private partnerships as well as to encourage foreign investments in major projects.

The project will be constructed with a total cost of QR1.7 billion over a 10 square kilometre plot in Al Kharsaah area west of Doha. The plot  that has been allocated for Kahramaa, in accordance to the Amiri Decree no. 19 for the year 2018.   

The plant will have a total capacity of 800MW which equals about 10 percent of Qatar’s current peak electricity demand. 350 MW will be linked to the grid as a first phase in the second quarter of 2021. The commercial commissioning for the total capacity will be in first quarter of 2022 in order to achieve the announced strategic objective of National Strategic Development 2018-2022.   

Kahramaa, through this project, has succeeded in obtaining a competitive price of the produced electricity. It had also succeeded in reducing reliance on natural gas, saving the natural gas used in traditional production, reducing emissions and enhancing the surrounding environment. The plant contributes in reducing around 26 million tons of emissions during the project period and will support Qatar’s commitment to host a carbon-neutral FIFA World Cup. This also comes in line with one of the objectives of National Program for Conservation and Energy Efficiency “Tarsheed”, represented in reducing at least one million tons of emissions annually until 2022.

It is worth mentioning that Kahramaa announced the public bid to establish the first large solar energy plant for electricity production using the photovoltaic technology in the State of Qatarin early 2019. The project attracted companies that have experience in the field of developing solar energy plants, and Kahramaa hadprequalified 16 international leading companies in the field of constructing and developing solar energy plants. It received five competitive offers from alliances and global companies, and this level of participation is evidence of the strength and attractiveness of the Qatari market. Kahramaa was advised by a consortium of consultants led by Ernst & Young as a financial consultant, DLA Piper as a legal consultant and Poyryas a technical consultant.

أعلنت المؤسسة العامة القطرية للكهرباء والماء «كهرماء» عن نجاح الإغلاق المالي وإكمال جميع الترتيبات المالية اللازمة مع الممولين الدوليين المُشاركين في تمويل مشروع محطة سراج-1 للطاقة الشمسية بالخرسعة، الأولى من نوعها في دولة قطر لإنتاج الكهرباء بالخلايا الكهروضوئية بطاقة إنتاجية تبلغ 800 ميجاواط.

وأشارت إلى أن شركة سراج-1 قامت بتحقيق جميع مُتطلبات أهليّة الحصول على قروض لتمويل المحطة بما يُعرف بقروض تمويل المشروع، مُشيرة إلى أن مجموعة مكونة من بنك اليابان للتعاون الدولي وبنك ميزوهو الياباني ستقدّم القروض الرئيسية للمشروع.

وقالت: مع الإغلاق المالي للمشروع وتحديد السعر النهائي لوحدة الكهرباء لمدة المشروع ستحصل «كهرماء» على الطاقة المُنتجة من محطة سراج-1 للطاقة الشمسية بسعر للوحدة يبلغ 5.281 درهم (1.449 سنت أمريكي) لكل كيلواط/ساعة، وهو أقل سعر على مستوى العالم لمثل هذه المشاريع.

ولفتت إلى أن تحقيق هذا السعر التنافسي يُعد دليلاً على ثقة المستثمرين والمُطوّرين بالسوق القطري، وتطبيق أحدث وأكفأ الحلول الهندسية لبناء وتشغيل محطة الطاقة الشمسية.

وقد وقّعت «كهرماء» في يناير الماضي اتفاقيات مشروع محطة سراج-1 للطاقة الشمسية لإنتاج الكهرباء بتقنية الخلايا الكهروضوئية والتي بموجبها تقوم «كهرماء» وهي الجهة المالكة والمُشغّلة لمنظومة شبكات نقل وتوزيع الكهرباء والمياه في دولة قطر بشراء الطاقة الكهربائية المُنتجة من المحطة في حين تتحمّل شركة سراج-1 مسؤولية تطوير وتشييد وتشغيل المشروع، وهي شركة مملوكة لكل من شركة سراج للطاقة (بنسبة 60%) وتحالف شركة ماروبيني اليابانية وشركة توتال الفرنسية (بنسبة 40%)، وذلك بآلية البناء والتملك والتشغيل لمدة 25 عاماً، ثم نقل الأصول إلى :كهرماء: وفقاً لنظام البناء والتملك والتشغيل ونقل الملكية (BOOT) المعروف عالمياً، وذلك التزاماً بمبدأ الشراكة بين القطاعين العام والخاص ولتشجيع الاستثمارات في المشاريع الكبرى.

ويتم تنفيذ المشروع بمنطقة الخرسعة غرب الدوحة على الأرض التي تم تخصيصها للمؤسسة العامة القطرية للكهرباء والماء «كهرماء» بموجب المرسوم الأميري رقم (19) لسنة 2018 بمساحة 10 كيلومترات مربعة، وبتكلفة إجمالية تقدّر بحوالي 1,7 مليار ريال قطري.

وتقدّر السعة الكلية لمشروع محطة الطاقة الشمسية الكبرى بنحو 800 ميجاواط، وهو ما يُقارب 10% من ذروة الطلب على الكهرباء في قطر وسيتم ربط 350 ميجاواط مع الشبكة كمرحلة أولى في الربع الثاني من 2021 على أن يبدأ التشغيل التجاري للسعة الكلية في الربع الأول من 2022 تحقيقاً للهدف الاستراتيجي المُعلن في استراتيجية التنمية الوطنية 2018-2022.

وقد نجحت «كهرماء» من خلال هذا المشروع، في الحصول على سعر تنافسي للكهرباء المُنتجة من المشروع، كما نجحت في تقليل الاعتماد على الغاز وتنويع مصادر إنتاج الكهرباء، وتوفير الغاز الطبيعي المُستخدم في الإنتاج التقليدي، بالإضافة إلى تقليل الانبعاثات وتحسين البيئة المحيطة، حيث تسهم المحطة في خفض حوالي 26 مليون طن من الانبعاثات طوال فترة المشروع، وهو ما يتفق مع أحد أهداف البرنامج الوطني لترشيد وكفاءة الطاقة «ترشيد» بخفض مليون طن من الانبعاثات سنوياً على الأقل حتى عام 2022، وفي إطار التزام دولة قطر بتنظيم نسخة مُحايدة الكربون من بطولة كأس العالم لكرة القدم 2022.

جدير بالذكر أن «كهرماء» كانت قد أعلنت عن طرح مُناقصة عامة لإنشاء أول محطة طاقة شمسية كبرى لإنتاج الكهرباء باستخدام تقنية الخلايا الكهروضوئية في دولة قطر، وتم استقطاب الشركات ذات الخبرة في مجال تطوير مشاريع الطاقة الشمسية الكبرى، وقامت بتأهيل 16 شركة عالمية رائدة في إنشاء وتطوير محطات الطاقة الشمسية، واستلمت خمسة عروض تنافسية من التحالفات والشركات العالمية والذي يُمثل عدداً كبيراً لمثل هذه المشاريع، ما يُعد دليلاً على قوة وجاذبية السوق القطري واهتمام المطوّرين العالميين بالمشاركة فيه. وقد استعانت «كهرماء» لإتمام المشروع بتحالف استشاريين بقيادة «إرنست أند يونج» كاستشاري مالي، ودي إل إي بايبر كاستشاري قانوني، وبويري سويسرا كاستشاري فني.
