Doha: The forum on government procurement plan for 2024, which kicked off Sunday and lasts until Oct. 20, discussed projects that the Public Works Authority (Ashghal) and the Qatar General Electricity and Water Corporation (Kahramaa) plan to implement during 2024 with a value-approaching QR 70 billion.

Two presentations by Ashghal and Kahramaa during the first two days of the forum showed that the value of 116 public tenders that Ashghal will launch for 2024 amounts to around QR 59 billion. These public tenders include developing existing and new lands; connecting and improving roads; projects for sewage and marine outfalls; maintaining road networks and sewage; beautification of roads, public places, highways, and public buildings; and operational public procurement.

Meanwhile, the value of 279 public tenders offered by Kahramaa for 2024 amounts to about QR 8.9 billion in three areas, including the electricity networks sector, the water networks sector, and the corporation’s service departments sector.

Ashghal Projects Affairs Director Eng. Yousef Abdulrahman Al Emadi, during the presentation on the main projects plan for the Public Works Authority during 2024, said that the total tenders offered by Ashghal during 2024 reach around 116 projects at an estimated cost of about QR 59 billion, of which QR 28.4 billion are allocated for constructing around 41 projects in developing existing and new lands, as well as connecting and improving roads, while QR 11.8 billion is the value of 21 tenders for the establishment of sanitation and outfall projects.

Eng. Al Emadi reviewed some of Ashghal’s achievements in various sectors, stressing the authority’s keenness on supporting local companies, whether contractors, manufacturers, or consultants, and decreasing dependence on foreign companies in implementing infrastructure projects, in line with Qatar’s strategy aimed at relying on national expertise and providing the appropriate environment for Qatari companies to grow.

He said that these efforts led to an increase in the percentage of the use of local products in its projects from 38 percent in 2016, meaning that the local product used in the Authoritys projects is between 75 and 80 percent, stressing that the authority has implemented and managed an efficient and sustainable infrastructure over the past few years for future generations.

Addressing the forum, Head of Procurement at Kahramaa Sarah Abdullah Ahmadi said that the total value of Kahramaa projects for 2024 is estimated to read around QR 8.9 billion, divided into 279 tenders, including 62 tenders related to the supply of items, 117 tenders related to the provision of services, 67 tenders related to the supply of items and the provision of services, and 33 tenders related to contracting.

Sectorwise, she indicated that 83 tenders in the electricity networks sector amount to QR 5.7 billion, 41 tenders in the water networks amount to QR 2.2 billion, while the tenders for the service departments sector amount to QR 958 million.

Additionally, the Government Procurement Plan Forum for the year 2024 shed light on the Ministry of Finance’s services and underscored the advantages of the law regulating tenders and bids (auctions) and its executive regulations, in addition to learning about local value opportunities and their economic impact, the mechanism and developments of classifying companies and evaluating the performance of companies in implementing government projects.

Director of Government Procurement Regulations Department at the Ministry of Finance Nayef Moaid Al Hababi said that 2,528 tenders will be issued in 2024, distributed among 16 economic sectors, including more than 100 economic activities, according to the AIESEC classification.

In relation to tender launch dates, he explained that 2024’s Q1 will see the issuance of 1,570 tenders or 65 percent of total tenders for 2024, Q2 with 642 tenders, Q3 with 240 tenders, and Q4 with 76.
Al Hababi pointed out that the tenders of the Public Works Authority (Ashghal), the Ministry of Public Health, the Ministry of Education and Higher Education, the Qatar General Electricity and Water Corporation (Kahramaa), the Primary Health Care Corporation and Aspire Zone Foundation alone constitute about 70 percent of the state’s total tenders for 2024.

The Director of Government Procurement Regulations explained that around 85 percent of tenders fall within five main economic sectors; the information and communications technology sector with 644 tenders, wholesale and retail trade sector with 524 tenders, construction sector with 360 tenders, professional, practical, and technical activities sector with 351 tenders, and administrative and support service activities with 63 tenders.

Al Hababi said that the forum serves as a confirmation of the private sector’s role as an essential partner in achieving sustainable development and the strengthening of the national economy, particularly in job creation, innovation stimulation, and the provision of basic services in the country.

In turn, Director of National Product Competitiveness Support at the Ministry of Commerce and Industry (MOCI) Saif Jassim Al Kuwari noted the role of framework agreements in supporting local industries, stating that national industries come at the top of the state’s priorities when it comes to development, being the foundation of a national economy’s development, and a crucial element to create self-sufficiency, in addition to creating a future for coming generations, as set by the Qatar National Vision 2030.

Al Kuwari said that the State of Qatar is currently experiencing a noticeable rise in the number of factories operating in the country, standing at around 806 factories, which support local products and localizing supply chains.

The Director of National Product Competitiveness Support at MOCI said that the forum is a pioneering national platform to explore future prospects and government procurement plans, highlighting the state’s efforts in supporting national products and expanding their scope to be a major tributary of the national economy. Al Kuwari pointed out that MOCI’s participation in the forum is proof of its commitment to activating the economic role of national industries and Qatari companies, in addition to consolidating the true partnership between the government and the private sector, in supporting and strengthening the national economy.

فقد أظهر عرضان قدمتهما /أشغال/ و/كهرماء/ خلال أول يومين للملتقى، أن قيمة 116 مناقصة عامة ستطرحها /أشغال/ للعام 2024 تبلغ حوالي 59 مليار ريال، وتشمل تطوير الأراضي القائمة والجديدة وتوصيل وتحسين الطرق، ومشاريع الصرف الصحي والمصبات البحرية، وصيانة شبكات الطرق والصرف الصحي وتجميل الطرق والأماكن العامة، والطرق السريعة والمباني العامة والمشتريات العامة التشغيلية.

فيما تصل قيمة 279 مناقصة عامة تطرحها /كهرماء/ للعام نفسه حوالي 8,9 مليار ريال في 3 مجالات هي قطاع شبكات الكهرباء، وقطاع شبكات المياه، وقطاع الإدارات الخدمية بالمؤسسة.

وقال المهندس يوسف عبدالرحمن العمادي مدير شؤون المشاريع بهيئة الأشغال العامة، خلال العرض المتصل بخطة المشاريع الرئيسية لهيئة الأشغال العامة خلال العام 2024، إن إجمالي المناقصات التي تطرحها الهيئة للعام 2024 يبلغ حوالي 116 مشروعا بتكلفة تقديرية تصل حوالي 59 مليار ريال، منها 28.4 مليار ريال لإنشاء نحو 41 مشروعا في تطوير الأراضي القائمة والجديدة وتوصيل وتحسين الطرق، و11.8 مليار ريال قيمة 21 مناقصة لإنشاء مشاريع الصرف الصحي والمصبات.

واستعرض المهندس العمادي، مجموعة من إنجازات الهيئة في عدد من القطاعات، مؤكدا حرصها على دعم الشركات المحلية، سواء كانوا مقاولين أو مصنعين أو استشاريين، وتقليل الاعتماد على الشركات الأجنبية في تنفيذ مشاريع البنية التحتية، تماشيا مع استراتيجية الدولة في الاعتماد على الخبرات الوطنية، وتوفير البيئة المناسبة لنمو الشركات القطرية.

وذكر أن تلك الجهود أفضت إلى زيادة نسبة استخدام المنتج المحلي في مشاريعها من 38% في عام 2016، ليصبح الآن المنتج المحلي الداخل في مشاريع الهيئة بين 75 إلى 80%، مؤكدا أن الهيئة نفذت خلال الأعوام الماضية وأدارت بنية تحتية كفؤة ومستدامة للأجيال القادمة.

من جهتها، قالت السيدة سارة عبدالله أحمدي رئيس قسم الإمداد بالمؤسسة العامة القطرية للكهرباء والماء /كهرماء/، أمام الملتقى، إن من المتوقع أن تبلغ القيمة الإجمالية لمشاريع مؤسسة كهرماء للعام 2024 حوالي 8,9 مليار ريال موزعة على 279 مناقصة منها 62 مناقصة متعلقة بتوريد الأصناف و117 مناقصة متعلقة بتقديم الخدمات، و67 مناقصة متعلقة بتوريد الأصناف وتقديم الخدمات، و33 مناقصة متعلقة بالمقاولات.

أما قطاعيا، فأوضحت أن قيمة 83 مناقصة بقطاع شبكات الكهرباء تبلغ 5.7 مليار ريال، فيما تصل قيمة 41 مناقصة بمشاريع شبكات المياه 2.2 مليار ريال، بينما تبلغ قيمة مناقصات مشاريع الإدارات الخدمية 958 مليونا.

وعدا عن هذه المشاريع، سلط الملتقى، الذي يهدف للتعريف بأهم محاور خطة مشتريات الجهات الحكومية حسب القطاعات، والتوقعات بشأنها من أجل تقييم الأعمال واحتياجات الجهات الحكومية، الضوء على الخدمات التي تقدمها وزارة المالية وأبرز مزايا قانون تنظيم المناقصات والمزايدات ولائحته التنفيذية، بالإضافة إلى التعرف على فرص القيمة المحلية وأثرها الاقتصادي، وآلية وتطورات تصنيف الشركات وتقييم أداء الشركات في تنفيذ المشاريع الحكومية.

وكان السيد نايف معيض الحبابي مدير إدارة تنظيم المشتريات الحكومية بوزارة المالية، قد قال أمس خلال عرض عن الخطة العامة لمشتريات الدولة للعام 2024، إن من المتوقع طرح 2528 مناقصة للعام 2024، موزعة على 16 قطاعا اقتصاديا، وأكثر من 100 نشاط اقتصادي حسب تصنيف ايزك الدولي.

وفي معرض حديثه عن مواعيد طرح هذه المناقصات، قال: إن الربع الأول سيشهد طرح 1570 مناقصة أي 65 بالمئة من إجمالي مناقصات العام 2024، وفي الثاني ستطرح 642 مناقصة، وفي الثالث 240 مناقصة، وفي الربع الأخير 76 مناقصة.

وأضاف أن مناقصات هيئة الأشغال العامة /أشغال/، ووزارة الصحة العامة، ووزارة التربية والتعليم والتعليم العالي، والمؤسسة العامة القطرية للكهرباء والماء /كهرماء/، ومؤسسة الرعاية الصحية الأولية واسباير زون، تشكل لوحدها حوالي 70 بالمئة من إجمالي مناقصات الدولة للعام 2024.

أما قطاعيا، فأوضح أن حوالي 85% من المناقصات تندرج ضمن 5 قطاعات اقتصادية رئيسية، هي قطاع المعلومات والاتصالات بواقع 644 مناقصة، وقطاع تجارة الجملة والتجزئة بواقع 524 مناقصة، وقطاع التشييد بـ360 مناقصة، وقطاع الأنشطة المهنية والعملية والتقنية بواقع 351 مناقصة، وأنشطة الخدمات الإدارية وخدمات الدعم بواقع 263 مناقصة.

وأوضح أن الملتقى السنوي لخطة المشتريات الحكومية 2024، يأتي في سياق الجهود المستمرة لتأكيد دور القطاع الخاص كشريك أساسي في تحقيق التنمية المستدامة، وتعزيز الاقتصاد الوطني، خاصة مع الدور الهام المناط بالقطاع الخاص لخلق فرص عمل وتحفيز الابتكار وتوفير الخدمات الأساسية بالدولة.

أما السيد سيف جاسم الكواري مدير إدارة دعم تنافسية المنتج الوطني بوزارة التجارة والصناعة، فسلط الضوء على العقود الإطارية ودورها في دعم الصناعة المحلية، مؤكدا أن الصناعات الوطنية تأتي في صدارة أولويات الدولة على المستوى التنموي لكونها تمثل ركيزة أساسية من ركائز تنمية الاقتصاد الوطني، وعنصرا مهما لتحقيق الاكتفاء الذاتي بالدولة، وبناء مستقبل الأجيال القادمة بما يتماشى مع رؤية قطر الوطنية 2030.

وقال إن دولة قطر تشهد حاليا ارتفاعا ملحوظا في عدد المصانع العاملة في الدولة، ليصل عددها اليوم إلى أكثر من 806 مصانع.. مبينا أنها حققت خلال السنوات الماضية العديد من الإنجازات التي أسهمت في دعم المنتجات المحلية وتوطين سلاسل التوريد.

وقال مدير إدارة دعم تنافسية المنتج الوطني بوزارة التجارة والصناعة إن الملتقى يمثل منبرا وطنيا رائدا لاستشراف الآفاق والخطة المستقبلية للمشتريات الحكومية، وتسليط الضوء على جهود الدولة في سبيل دعم المنتج الوطني، وتوسيع نطاقه ليكون رافدا رئيسيا من روافد الاقتصاد الوطني. ولفت إلى أن مشاركة وزارة التجارة والصناعة في هذا اللقاء دليل على التزامها تفعيل الدور الاقتصادي للصناعات الوطنية والشركات القطرية، وترسيخ مبادئ الشراكة الحقيقية بين القطاعين الحكومي والخاص، بما يدعم قوة الاقتصاد الوطني.
